PWS | Air Force Marathon Fencing Rental and Services Page 1 of 3 PERFORMANCE WORK STATEMENT (PWS) Air Force Marathon Temporary Fencing Rental and Services 02 July 2026 This document outlines the requirements for a vendor to provide, deliver, set up, and remove fencing in support of the annual United States Air Force Marathon (USAFM). I. PERIOD OF PERFORMANCE The contract will include one base year for the 2026 marathon, with the Government's option to extend for four additional years to cover the marathons from 2027 through 2030. See ‘Events’ table in section II for specific dates. II. MINIMUM REQUIREMENTS a. Fencing Panels i. Vendor shall provide a total of 19,000 linear feet of fence panel for each year’s event. 1. Shall be constructed of steel tubing 2. Shall be approximately 4’x10’ 3. Feet of the panels shall be made of steel that is 30” long with a 1” square tube and pipe approximately 5” and welded to the top of each flat to create the base 4. Fence shall be placed in the square and round to create the interlocking panel 5. Powder coated paint (white, red, blue or black are acceptable) b. Delivery Information i. Delivery locations shall consist of the following: 1. National Museum of the United States Air Force 2. State Route 444 3. Wright State Rd and University Ave 4. State Route 844 5. Wright Patterson Air Force Base (Area A) ii. Fencing shall be delivered and set up on two different dates/timeframes as detailed in the following table. First Delivery Date- Thursday before the Marathon: 1. Vendor shall deliver and set up fencing at the National Museum of the United States Air Force. a. Set-up shall begin no later than 12:00 PM (noon) Eastern Time and finish no later than 5:00 PM Eastern Time. b. Vendor shall next deliver fence panels to Area A i. Enter through Gate 26A and deliver to all Area A locations. c. Vendor shall only place fence along the road in Area A. The Marathon Office will set up fence on the road on Saturday morning of the Marathon. iv. Second Delivery Date- Saturday of the Marathon: 1. Vendor shall deliver and set up fencing on State Route 444, Wright State Road, and University Avenue. a. Set-up shall begin immediately at 6:00 AM. 2. Then, Vendor shall deliver fencing to State Route 844. 3. All fencing set-up for the Marathon shall be completed no later than 7:00 AM c. Removal Information i. Removal of fencing from all locations shall be accomplished immediately following the completion of marathon events 1. Can begin after 4:00 PM Eastern Time the Saturday of the Marathon 2. Shall be completed no later than 4:00 PM Eastern Time the following day (Sunday after the marathon). III. ADDITIONAL INFORMATION a. Marathon Point of Contact (POC) will be provided at contract award b. Vendor shall provide all necessary equipment to include tools and forklifts, if applicable, to perform all tasks within this Performance Work Statement c. All fencing shall be in good condition. i. Legs shall not be bent, broken, or missing ii. Overall appearance of barricades shall be cosmetically appealing d. Allowance of an additional 700 feet of 6ft fencing if deemed appropriate by the Air Force Marathon office e. Quote shall include all costs associated with the delivery, set up, tear down, and removal of all fencing f. Travel, if applicable, shall be quoted separately and in accordance with the Joint Travel Regulations -- 2 of 3 -- PWS | Air Force Marathon Fencing Rental and Services Page 3 of 3 IV. INVOICE AND PAYMENT a. The Contractor shall be paid upon submission of a properly prepared invoice after all equipment has been delivered and accepted by the government. b. A proper invoice must include the Contractor’s name and address, invoice number and date, order number, contract line item number (CLIN), description of services, and total price. c. Primary Submission: The invoice shall be submitted into Wide Area Work Flow (WAWF) in accordance with the clauses of the final contract award. V. INSTALLATION ACCESS AND VEHICLE PROCEDURES a. The Contractor shall comply with all Wright-Patterson Air Force Base (WPAFB) security and access requirements to ensure uninterrupted delivery and retrieval of equipment. b. Commercial Vehicle Entry (Gate 26A): All commercial delivery vehicles must enter WPAFB through the Commercial Vehicle Delivery Gate (CVDG) located at Gate 26A (off State Route 235). Commercial vehicles will not be permitted entry through any other gate. c. Required Documentation: Drivers must present the following to Security Forces upon arrival: i. A valid, REAL ID-compliant State driver’s license ii. Current vehicle registration and valid proof of insurance iii. A valid Delivery Order, or Contract clearly specifying WPAFB as the destination d. Security Inspections: All commercial vehicles, drivers, and passengers are subject to inspection and search by 88th Security Forces Squadron personnel prior to entry. e. Base Access Passes: Contractor personnel must coordinate with the primary Air Force Marathon Point of Contact (POC) prior to the delivery dates to obtain necessary base passes (e.g., DBIDS) or visitor sponsorship. The Contractor is responsible for ensuring all drivers are vetted and eligible for base access to avoid delivery delays. -- 3 of 3 --
