3.0 SCOPE OF SERVICES:
The Contractor shall provide all professional services necessary for the accomplishment of the contract
project and such required services shall be in accordance with requirements as described herein.
a. The Contractor shall provide services for the following tasks marked by an “X”:
[X] Provide a technical proposal and cost proposal to complete the project as per project
requirements.
[X] Provide information for 3 reference projects with similar scopes of work along with contact
information for each project.
[X] Complete the project as per project requirements.
4.0 PROJECT REQUIREMENTS:
The Contractor shall furnish reference projects, a technical proposal, and a cost proposal for “Replace 3
Roof Mounted Air Handling Units, Repair one Air Handling Unit and Repair one Chiller B-1” at the
USDA, ARS, National Sedimentation Laboratory at Oxford Mississippi. The project is located at the
USDA ARS National Sedimentation Laboratory, 589 McElroy Drive, Oxford, MS 38655.
a. The Contractor will work with site personnel to ensure project is accomplished in a timely
manner.
b. Davis Bacon Wage Rates apply to all construction contracts in excess of $2,000. Employee
payroll logs for the project will be required to verify wage rates are being adhered to.
4.1 BID SCHEDULE:
a. The Base Bid shall include all work described in 4.2 Description of Work.

4.2 DESCRIPTION OF WORK:
4.2.1 Background and Objective – Building 1 has three roof mounted AHUs systems, 1 interior
mounted first floor AHU and one roof mounted chiller that provide heating and cooling to Building 1
that are damaged and are need of repair or replacement. These systems are currently inoperable.
Due to the approaching summer months, timely replacement is imperative. The objective of this
project is to replace 3 roof mounted AHU, repair the coils in the interior mounted AHU, and replace the
coils in the chiller and accomplish the work in a timely fashion as the absence of these systems will
render these parts of the building uninhabitable.
4.2.2 Base Bid:
The AHU replacement work shall consist of the following:
• Removal, disposal, and replacement of 3 existing York roof mounted units with units of
equal capacity that are compatible with the respective existing chiller and heating water
systems.
• Capture refrigerant during demolition.
• Replace Curb Adapters.
• Replace Thermostats.
• Install new Trane Performance Climate Changer (or approved equal) AHU to include all necessary
plumbing, pipe insulation, and electrical work
• After installation of new AHUs, charge systems with refrigerant to manufacturer recommended
pressure.
• Leak check circuit and charge to the name plate.
• Provide all necessary materials handling systems and personnel to remove and replace units on roof
• Provide 1 year parts and labor warranty.
The interior Trane AHU coil replacement work shall consist of the following:
• Removal and disposal of existing damaged coils in the Trane AHU
• Install Trane replacement coils to match the existing system
• Replace Refrigerant in condenser to manufacturer recommended pressure.
• Leak check circuit, charge to the name plate, and perform startup.
• Provide 1 year parts and labor warranty.
The Trane Chiller repair to coils work shall consist of the following:
• Removal and disposal of existing coils
• Install new direct replacement coils which are compatible with the existing system
• Replace Refrigerant in condenser to manufacturer recommended pressure.
• Leak check circuit, charge to the name plate, and perform startup
• Provide 1 year parts and Labor warranty
4.3 Government Furnished Equipment\Services
a. The Government will furnish a reasonable amount of electricity and water.
5.0 GENERAL REQUIREMENTS:
5.1 Permits: Where governing regulations and imposed codes and standards require notices,
permits, licenses, inspections, tests, and similar items or actions in order to lawfully proceed with the

required work, the Contractor shall obtain items and take those actions in accordance with the
regulations of the governing authority. The costs of such permits, licenses, inspections, etc., are the
obligation of the Contractor.
5.2 Site Visit: Bidders are encouraged to visit the site and be escorted by a government
representative to confirm locations, dimensions, and conditions of the project before a bid is
