1 Performance Work Statement (PWS) DHS AIR, Boeing 737-700 Aircraft Configuration Upfit and Operations & Maintenance (O&M) Support 1. General Information 1.1 Background The Department of Homeland Security (DHS) requires specialized aircraft modification, operations, and maintenance support for Boeing 737-700 series aircraft assigned to DHS, Aviation Integration & Resources (AIR). These aircraft support senior leader transportation, Congressional Delegation travel, and other authorized operational transportation missions. The DHS Office of the Chief Readiness Support Officer provides enterprise readiness support and aviation governance for DHS AIR. This includes oversight of aviation capabilities, operational readiness, mission support, safety, compliance, and aircraft configuration management. This requirement supports DHS’s need to modernize and configure aircraft interiors to meet mission requirements while ensuring compliance with Federal Aviation Administration (FAA) standards, applicable Department policies, and aviation safety requirements. 1.2 Objective The objective of this requirement is to obtain contractor support to design, manufacture, integrate, install, test, certify, operate, and maintain Boeing 737-700 aircraft in support of DHS AIR missions and associated mission configurations. The contractor shall ensure that each aircraft is: • Fully mission-ready; • Airworthy and compliant with FAA requirements; • Properly configured for approved DHS AIR missions; • Supported by complete certification, maintenance, and configuration documentation; • Maintained in a safe, reliable, and operationally available condition throughout the period of performance. -- 1 of 19 -- 2 1.3 Scope The contractor shall provide all management, personnel, labor, engineering, materials, tools, equipment, facilities, parts, documentation, logistics, quality assurance, and technical support necessary to perform aircraft configuration upfit and operations and maintenance support for four Boeing 737-700 aircraft. The work shall include, but is not limited to: • Aircraft interior design and configuration planning; • Engineering analysis and documentation; • Interior and exterior modification and installation; • Integration of government-furnished systems and equipment; • FAA certification support; • Ground and flight acceptance testing; • Scheduled and unscheduled maintenance; • Flight line support; • Parts procurement and management; • Aircraft records management; • Daily aircraft status reporting; • Support for government inspection and acceptance. • Aircraft flight operations • Executive and CODEL transport mission support 1.4 Applicable Documents and Standards The contractor shall comply with the latest applicable versions of federal aviation regulations, aircraft technical manuals, and approved industry standards in effect at the time of contract award. Applicable standards include, but are not limited to: • 14 CFR Part 25, Airworthiness Standards: Transport Category Airplanes; • 14 CFR Part 43, Maintenance, Preventive Maintenance, Rebuilding, and Alteration; -- 2 of 19 -- 3 • 14 CFR Part 145, Repair Stations; • FAA Advisory Circulars applicable to aircraft alteration, repair, certification, and flammability compliance; • Boeing 737-700 maintenance manuals, structural repair manuals, and other applicable original equipment manufacturer technical data; • Applicable DHS policies, security requirements, and aviation governance requirements. • FAA Advisory Circulars applicable to aircraft alteration, repair, certification, and flammability compliance; to • FAA Advisory Circulars and Airworthiness Directives applicable to aircraft alteration, repair, certification, and flammability compliance. 2. Performance Requirements 2.1 Program Management (CLIN 0001, CLIN 0002) The contractor shall provide effective program management throughout the period of performance. The contractor shall assign a qualified program manager to serve as the primary point of contact for the Government. The contractor shall: • Develop and maintain an integrated master schedule; • Coordinate engineering, production, maintenance, testing, certification, and delivery activities; • Manage cost, schedule, quality, and performance risks; • Conduct regular progress reviews with the Government; • Identify issues that may affect mission readiness, airworthiness, or delivery timelines; • Provide timely corrective action plans when risks or deficiencies are identified; • Ensure that all work is performed in accordance with FAA requirements, contract terms, and approved technical data. -- 3 of 19 -- 4 2.2 Engineering, Design, and Certification (CLIN 0001) The contractor shall perform all engineering and certification activities necessary to support aircraft configuration upfit and airworthiness approval. The contractor shall provide: • Engineering drawings and design packages; • Structural analyses; • Stress analyses; • Load distribution calculations; • Electrical load analyses; • Configuration control documentation; • Certification plans and compliance documentation; • FAA-approved or FAA-accepted modification documentation, as applicable. All aircraft modifications shall be certified through the appropriate FAA-approved process, including Supplemental Type Certificate, FAA Form 337 Major Alteration approval, or other authorized approval method as determined by the Government and FAA requirements. 2.3 Interior Configuration and Integration (CLIN 0001) The contractor shall design, propose, and implement aircraft interior configurations that support DHS AIR mission requirements. Configuration planning shall address: • Aircraft cabin layout and mission staging; • Passenger seating and crew seating arrangements; • Executive and Congressional Delegation travel configurations; • Removable conference table options; • Electrical and data access requirements; • Interior materials, finishes, and branding; • Compartmentation and privacy requirements; •…
