Statement of Work Fixed-Wing VTOL precision mapping sUAS Training and Technical Support Revision 1 24 August 2026 1. Scope of Work The Contractor shall provide one (1) fixed-wing Vertical Take-Off and Landing (VTOL) small Unmanned Aircraft System (sUAS), associated payloads, accessories, and OEM-certified training and technical support services as detailed herein. 2. Equipment Requirements The Contractor shall deliver quantity one (1) Wingtra Ray sUAS "or equal." If an "or equal" system is proposed, it shall meet or exceed the following salient characteristics: Parameter Salient Characteristic Requirement Configuration Fixed-wing Vertical Take Off and Landing (VTOL) configuration capable of takeoff and landing in confined areas. Weight & Payload 6 kilogram (kg) or less maximum take-off weight; interchangeable payload capacity of 1300 grams or less. Endurance Flight times greater than 25 minutes. Weather Resistance Ingress Protection (IP) 53 rating; operable in ≥9 m/s sustained winds and ≥14 m/s gusts. Altitude Limits 3,000 meters Above Mean Sea Level (AMSL) maximum launch altitude; 3,500 m AMSL ceiling. Positioning Redundant Global Navigation Satellite System (GNSS) with survey grade accuracy. PPK enabled workflow is required for geospatial mapping products. Command & Control Encrypted primary C2 datalink with an operational range >3 km. Safety Systems Parachute system (manual and automatic) with a 4 m/s sink rate. -- 1 of 4 -- Page 2 of 4 Parameter Salient Characteristic Requirement Compliance Compliant with FY2020 NDAA Section 848, FY2023 NDAA Section 817, and FY2024 NDAA Sections 1821- 1833. Cleared List Status sUAS must be actively listed on the Blue UAS Cleared List. Operations Over People Category 3 Operations Over People (OOP) compliant per 14 CFR § 107.125 and § 107.130. License The sUAS shall be provided with manufacturer-supported Department of War (DoW) Required Blue License provided in perpetuity. Oblique Payload Sensor Capable of capturing high-resolution 3D structural data with a Ground Sample Distance (GSD) of 1.5 cm/px or better from standard operational altitudes (150–200 ft AGL). Precision Nadir Payload Sensor Capable of high-precision mapping achieving a nadir GSD of 0.6 cm/px or better at 150 ft AGL. Telephoto Inspection Sensor Capable of ultra-high resolution GSD of 0.30 cm/px or better at 200 ft AGL. MicaSense RedEdge-P Mount Detachable payload mount capable of attaching an industry- standard, NDAA-compliant sUAS Multispectral sensor to the fixed-wing VTOL platform. Blue Approved Tablet One (1) Blue approved tablet for use as a Ground Control Station (GCS) with software/apps for mission planning, data capture, Post-Processed Kinematic (PPK) and geotagging (to include software updates and support for 3 years). Tablet shall come with all required accessories for operation (e.g. charging cable). sUAS Travel Case One (1) heavy-duty, rugged transport case featuring TSA- compliant padlockable latches. The case must include foam inserts to securely house the VTOL aircraft, at least two (2) spare battery sets, a dual battery charger, GCS tablet, and payload modules. Note: Due to the physical dimensions of fixed-wing/VTOL platforms, the case must be rated for standard commercial airline checked baggage. Heavy Flyer Kit Accessory kit include: 1. One (1) accessory hardcase 2. Three (3) flight battery sets 3. One (1) field charging kit with dock and cables -- 2 of 4 -- Page 3 of 4 Parameter Salient Characteristic Requirement 4. One (1) anemometer 5. Three (3) pairs of spare propellers 6. Two (2) SD cards 7. One (1) USB-C/SD adapter 8. One (1) T10 Torx handtool or OEM required tool for assembly/disassembly 9. Replacement wear-and-tear high use parts for the sUAS system (e.g. for WingtraRay includes 3 pairs of propellers; 2 landing gear fins; tail bumper/landing gear; and 1 Winglet pair). Delivery 30 days After Receipt of Order (ARO) 3. Training Requirements The Contractor shall provide Original Equipment Manufacturer (OEM) certified training for Government personnel to enable safe, efficient operation and field maintenance of the VTOL UAS platform. 3.1 Instructors, Curriculum & Scheduling Instructors & Curriculum: All training shall be conducted by OEM-certified instructors utilizing Department of the Air Force sUAS Lead Command (AFSOC) approved vendor Unit Initial Training (Unit IT) curriculum. Scheduling & Coordination: The Contractor shall complete all training no later than 12 months after contract award. The Contractor shall finalize scheduled training dates within ten (10) calendar days of receiving a written request from the Government. 3.2 In-Person Operator Training (Initial / Basic) The Contractor shall facilitate an in-person Operator Training course for up to four (4) Government personnel at JBSA-Lackland, San Antonio, TX. The training shall consist of classroom instruction and hands-on field flight operations. (Note: The Government will coordinate and provide airspace authorization for all flight training). The curriculum shall include: • System Overview: Assembly, disassembly, unboxing, transport, and storage of the airframe, payloads, and ground control station. • Mission Planning: Operation of mission planning software (e.g., WingtraPilot) for area mapping, flight parameters, and safety geofences. • Flight Operations: Execution of pre-flight, in-flight, and post-flight checklists; VTOL takeoff, transition to forward flight, landing, and manual override procedures. -- 3 of 4 -- Page 4 of 4 • Emergency Procedures: Identification and response protocols for system warnings, datalink loss, GPS degradation, automated return-to-home (RTH), and parachute deployment. • Data Processing: Execution of Post-Processed Kinematic (PPK) corrections (e.g., via WingtraHUB) and flight log extraction to achieve a minimum of 3 cm absolute accuracy.
