USCG Air Station Kodiak ALSE Maintenance Services PERFORMANCE WORK STATEMENT (PWS) Project Title USCG Air Station Kodiak Aircraft Maintenance Services Background Air Station Kodiak operates 5 HC-130J “Super Hercules”, 6 MH-60T “Jayhawks” in an area of responsibility (AOR) covering 4 million square miles including the Gulf of Alaska, Bristol Bay, Bering Sea, and the Pacific Ocean above the 40○N latitude. The Air Station is the largest Coast Guard command in District 17 (D17) and the entire Pacific Area (PACAREA). Air Station Kodiak’s AOR is uniquely challenging in its vastness, hazardous terrain and frequent poor weather characterized by high winds, turbulence, icing, low cloud ceilings, and reduced visibility. At Air Station Kodiak, the supplemental Aviation Life Support Equipment (ALSE) Inspector/Maintainer will bolster the unit’s ability to meet training and operational demands of this complex region. Scope For the entire duration of this contract, the Contractor shall provide trained and qualified personnel to perform the required Aircraft Maintenance Services and all support necessary to meet the requirements listed in this PWS. Examples of support include, but not limited to: Scheduled and unscheduled aircraft ALSE maintenance, repair and maintenance of aircraft systems and sub-systems. Scheduled and unscheduled aircraft Liquid Oxygen (LOX) maintenance, repair and maintenance of aircraft systems. Inspection, overhaul, and repair of ALSE equipment. Applicable Documents/Directives The Contractor will have access to Government owned technical documents throughout the period of performance of this contract. Applicable documents will include Coast Guard aircraft maintenance policies and procedures, technical manuals, and maintenance procedure cards. Performance Requirements The performance requirements and performance standards will set forth the expected outcomes (objectives) of the contract, the service(s) required of the contractor to attain the objectives, a series of performance standards per requirement, and a Quality Assurance Surveillance Plan (QASP) that describes how the government will survey, observe, test, evaluate and document the contractor’s performance in meeting the critical performance standards identified in the PWS. The QASP is not an exclusive remedy and inclusion of the QASP does not preclude the Government from using any other remedy available by law or contract terms, including reduction in payment or termination of services in accordance with any contract clause. The QASP is provided in Attachment A. 5.1 Contractor Personnel All services provided under this PWS shall be performed by Contractor employees fully qualified in the relevant profession, trade or field, and holding any licenses required by law. The Contractor shall maintain records for all personnel hired under this contract. At a minimum, the Contractor shall maintain records that document that personnel hired met the minimum qualifications of the position prior to commencing work. These records shall be made available to the Contracting Officer or designee upon request. The contractor shall provide personnel with the following minimum capability: Ability to read, write, speak and understand English fluently. Shall be citizens of the United States (U.S.) Ability to obtain and maintain a Secret security clearance. Ability to obtain a Common Access Card (CAC) A current airframe and power plant (A&P) license with proof of experience in the last twelve months is preferred but not required. All Contractor personnel shall be in place not later than 8 calendar days after contract award. A CAC is required to access USCG standard computer workstations and multiple CAC enabled information systems to include Aviation Technical Information Portal (ATIP) and the Aviation Logistics Maintenance Information System (ALMIS). 5.1.2 Key Personnel Before replacing any individual designated as Key by the Government, the Contractor shall notify the Contracting Officer no less than 15 business days in advance, submit written justification for replacement, and provide the names and qualifications of any proposed substitute(s). All proposed substitutes shall possess qualifications equal to or superior to those of the Key person being replaced. The Contractor shall not replace Key personnel without acknowledgment from the Contracting Officer. The Government may designate additional Contractor personnel as Key at the time of award. 5.1.2.1 Project Manager. The Contractor shall provide a Project Manager who shall be responsible for all Contractor work performed under this contract. The Project Manager is further designated as Key to the Government (see 5.1.2). The Project Manager shall be a single point of contact for the Contracting Officer and the Contracting Officer’s Representative (COR). It is anticipated that the Project Manager shall be one of the senior level employees provided by the Contractor for this work effort. The Project Manager shall have a minimum of 10 years’ experience in Program or Project Management. The Contractor shall provide an offsite Project Manager and Alternate Project Manager at no additional cost to the Government who shall be responsible for the oversight of all Contractor work performed under this PWS. The name and qualifications of the Project Manager and Alternate Project Manager shall be provided to the Government as part of the Contractor’s proposal. During any absence of the Project Manager, the alternate shall have full authority to act for the Contractor on all matters relating to work performed under this contract. The Project Manager and Alternate Project Manager shall be able to read, write, speak and understand English. The Project Manager or Alternate Project Manager shall be available to the COR via telephone between the core working hours as indicated in Section 11.3, and shall respond to a request for discussion or resolution of
