STATEMENT OF WORK (SOW)

1.0 INTRODUCTION & SCOPE
1.1 Scope: The Contractor shall provide all non-Government furnished labor, tools,
equipment, materials, and supervision necessary to install and connect two (2)
Government-owned Ingersoll Rand compressors, glycol stations, dryers, and condensers
into the compressor room of Building 269 West Bay. The Contractor shall install the
equipment to manufacturer specifications and integrate it into the existing HAFB
compressor loop to ensure sustained compressed air for the bay.
1.2 Pre-Project Status: Base Civil Engineering (CE) has already cored the necessary hole in
the exterior wall to facilitate this installation.
2.0 PERIOD OF PERFORMANCE
2.1 Installation Deadline: All Contractor installation tasks, piping, and electrical tie-ins
must be 100% completed no later than 12 August 2026.
2.2 Startup: Following Contractor completion, HAFB will fill the glycol, and Cate Industrial
will conduct the final system startup no later than 2 September 2026 to maintain the
equipment warranty.
3.0 CONTRACTOR EXECUTION TASKS
The Contractor shall execute the following tasks in accordance with Appendix A
(AMXG26036 Piping Sketch) and the provided manufacturer spec drawings. Unless
otherwise specified, pipe sizes designated in the appendices are non-negotiable.
3.1 Electrical Requirements
• Power Supply: Connect equipment to the 460V / 423 Amp power supply. Verify
adjustable breakers are correctly set.
• Wire Protection: Wrap any damaged existing electrical wires with an additional
protective coating (minimum of 3 layers of heavy-duty electrical tape).

• Disconnects: Relocate the existing knife switch off the wall and mount it onto a
Unistrut stand directly above where the electrical feed exits the floor. Power is to be
fed directly into the knife switch. Install time-delay fuses in disconnects.
• Control Wiring: Run conduit and three 18-gauge control wires from the pump
stations to the compressor controllers. (Note: Cate Industrial will make the final
terminations).
3.2 Compressor & Tank Piping
• Isolation: Install a shut-off valve immediately after each compressor and on all
machinery to allow isolation for maintenance.
• Wet Tank: Remove existing inline filters prior to the wet tank (only utilize the filters
already attached to the new dryers). Pipe into the bottom of the wet tank and out the
top of the wet tank, then route over to the dry tank.
• Dryers: Pipe from the wet tank to the dryers. Install a shut-off valve both pre-dryer
and post-dryer.
• Material Specification: For the first 15 feet post-dryer, the Contractor must either
weld the pipe or use black pipe. (After 15 feet, return to existing pipe.
• Drainage: Route all drainpipes to the respective floor drains.
3.3 Glycol Skids & Fluid Coolers
• Skid Installation: Install the automatic glycol refill system. Install glycol skids up to
the cooling system of the compressors and fluid coolers. This includes the
installation of thermal mixing valves, expansion tanks, and air vent/purgers per the
provided fluid cooler/pump station diagram.
• Fluid Cooler Orientation: Pick up the southernmost fluid cooler and rotate it 180
degrees so its exhaust no longer faces the intake of the adjacent fluid cooler. If
concrete anchors must be cut to achieve this, the Contractor must re-anchor the
cooler using HIT-RE 500 V3 epoxy.
• System Integrity: Install piping from the fluid coolers into the cooling system with
the glycol skids and compressors. Test all valves at the fluid cooler connections for
functionality; replace any non-functional valves with new units. The Contractor is
responsible for ensuring there are zero leaks in the system prior to the Government
filling the glycol.

4.0 SAFETY & COMPLIANCE
4.1 General Standards: Accomplish all work in accordance with applicable AFOSHA,
OSHA, NFPA, NEC, and Environmental standards. Use all applicable safety devices or work
from a forklift when working at heights.
4.2 Lockout/Tagout (LOTO): Electrical hazard present. The Contractor must lock out and tag
out (LOTO) all electrical systems prior to working with electricity.
4.3 Hazards & PPE: Falling equipment hazard present. Extreme caution must be used when
removing equipment; equipment must be safely secured before removing fasteners.
Personnel must wear all required Personal Protective Equipment (PPE). (Note:
Asbestos/Lead Survey indicates N/A for this location).
4.4 Labeling: Label all electrical junction boxes and outlets with the correct panel
identification number, corresponding breaker number(s), Volts, and Amps. Label panel
cards with correct circuit locations. Label all air lines with "Shop Air," Max PSI, and
Directional Flow Arrows.
5.0 INSPECTIONS & GOVERNMENT COORDINATION
5.1 Communication: The Contractor shall contact Requestor Phillip Benstog (385-358-
0491) and leave a message when each phase of the project is started and completed.
5.2 Clean-Up: The Contractor must clean the respective work area at the conclusion of
each phase.
5.3 Final Inspection: Upon completion, Project Engineer Joshua White and Requestor
Phillip Benstog will conduct a final inspection to verify all requirements have been met.
5.4 Post-Installation: (Government Task) AMXG will inform CE that the EMCS controls are
ready to be hooked up to the compressors for loop network integration and to assign
equipment ID numbers.
6.0 SECURITY & OPSEC REQUIREMENTS
6.1 Base Access and Contractor Badging
The Contractor shall comply with all HAFB security requirements. The Contractor must
obtain visitor passes for all employees performing work under this SOW and submit
required identification to Base Security Forces prior to site mobilization.
