Statement of Work- Florida Keys National Marine Sanctuary Vessel Yard Work R3605 Hawksbill A] GENERAL INFORMATION: 1] This Statement of Work contains the requirements for the annual haul-out of the Florida Keys National Marine Sanctuary (FKNMS) vessel Hawksbill. Vessel characteristics: a) NOAA Registration: R3605 b) Year Built: 2021 c) Manufacturer: Newton Boats Inc. d) LOA: 36.0 feet e) Beam: 14.5 feet f) Draft: ~3.5 feet g) Displacement: ~20,000 Lbs. h) Propulsion: Single, Cummins QSL9 450 HP 2] All work is to be accomplished at the contractor’s facility. The contractor’s facility shall be located less than 100 miles from Florida Keys NMS, 95230 Overseas Highway, Key Largo, FL 33037. NOAA shall deliver the vessel to the contractor’s facility, and the vessel shall be returned to NOAA at the contractor’s facility. The period of performance is: September 30, 2026 through February 26, 2027 3] Coordination of the work schedules shall be the responsibility of the contractor so as to avoid any delays or disruptions. The contractor shall provide all facilities, labor, materials, tools, and services required to complete the work. 4] Upon arrival at the contractor’s facility, the contractor shall accept full responsibility for the safety of the vessel, including fire protection, security patrols, water-tight integrity, and protection from adverse environmental conditions. This responsibility shall terminate only after all work is complete, accepted by NOAA, and NOAA personnel remove the vessel from the contractor’s facility. 5] NOAA employees and contractors may be working on board the vessel during the contract period of performance on a not-to-interfere basis. During this period, these personnel shall be given full access to the vessel during normal working hours. 6] The contractor shall ensure that all machinery and equipment used hauling the vessel from the water is fully functional, suitable for the task, rated for loads at least 20% greater than the maximum weight of the vessels, and operated by trained, competent personnel. Docking plans for the vessels are not available, and proper sling positioning is the responsibility of the contractor. 7] The Government reserves the right to award some or all tasks defined herein. -- 1 of 6 -- 8] All work performed under this SOW shall meet or exceed all current requirements of ABYC and USCG (Subchapter T) as applicable to this size and type of vessel, in addition to any specific requirements stated below. 9] In the event defects or damage unrelated to the work tasks are discovered, the contractor shall submit a Condition Found Report (CFR) to NOAA staff. The CFR shall define corrective actions needed, the cost for that work (separated into labor, materials, services, and total), and the impact to the period of performance. No additional work shall be requested or performed without prior written approval by the Contracting Officer. 10] Any welding, if required as part of the tasks below, shall be performed by certified welders working in accordance with approved weld procedures. Certifications and approvals by USCG, ABS, or another nationally recognized authority are acceptable, and copies of these shall be provided with the quote. 11] All work performed on the vessel shall be accomplished as described unless alternatives are presented in writing BEFORE the work commences, and are agreed to by NOAA. Any work that does not adhere to the descriptions below will be redone at the contractor’s expense and within the defined period of performance. 12] The contractor shall provide personnel, equipment, tools, supplies, materials, preventative maintenance parts, personal protective equipment, and clothing necessary to perform the required services. Any replacement part or component shall be new and of equal to or of better quality than the original part or component being replaced. 13] Bidders are strongly encouraged to inspect the vessel before submitting proposals, and understand all general and local conditions that may affect the cost of the performance of the contract to the extent such information is reasonably obtainable. In no event shall a failure to inspect the vessel constitute grounds for a claim after award of the contract. The R/V Hawksbill is located at Florida Keys NMS, 95230 Overseas Highway, Key Largo, FL 33037. Contact the Technical Point of Contact (TPOC) listed below during working hours (Monday – Friday, 9:00am – 4:00pm) to schedule an appointment to inspect the vessels. B] SPECIFIC WORK TASKS: 1] Haul out, pressure wash, block, lay days a) Ensure that the vessel is hauled out and blocked in accordance with standard practice for this vessel type and size. b) Pressure wash and scrape to clean bottom and running gear of the hull below the waterline to include prop, shaft, struts, rudder, dive platform supports, and thru-hull fittings of all marine growth. Clean transducers with a non-metallic brush, taking care to not mar the emitting surface in any way. c) Check clearance of cutlass bearings on rudder and propeller shaft. With a dial indicator, check the run out of the propeller shaft. Provide FKNMS a written copy of these readings. 2] Replace Anodes, check shaft wiper Replace all the underbody and bow thruster anodes as follows: a) One 6”x12” plate zinc anode model DP-1 mounted on the transom below swim platform (do NOT change anode alloy). Ensure plate is electrically connected to the vessel bonding system. -- 2 of 6 -- b) Check continuity of the shaft wiper to the vessel bonding system, adjust as required. 3] Renew bottom coating a) a) Mechanically or chemically remove any failed or failing anti fouling coating on the underwater hull of the vessel. b) Tape off waterline. c) Prepare the hull surfaces per manufacturers requirements, and apply one coat of Pettit Ultima SR60 blue 1032 antifouling paint or equivalent to the hull below the waterline, with an extra coat applied at the waterline to extend six inche…
