Defense Logistics Agency DLA Installation Management Richmond DM-FRIF STATEMENT OF WORK (SOW) Annual Inspection, Testing and Certification for Vehicle Lifts, Cranes, Riggings Devices and Repair Service 10 March 2026 -- 1 of 39 -- Page 2 of 39 1. SCOPE STATEMENT 1.1 The contractor shall provide all labor, materials, equipment, travel, documentation, and supervision necessary to perform comprehensive annual inspections, functional testing, certification, tagging, and reporting for vehicle lifts, hoists, cranes, and rigging devices located at Defense Supply Center Richmond, Richmond Virginia in accordance with the Performance Work Statement. 1.2 Services shall include scheduled inspection of all equipment identified in Appendix 1- Equipment List of the PWS. 1.3 All work shall comply with all applicable OSHA, ASME, ANSI/ALI ALOIM, ANSI/ALI ALCTV regulations. The intent of this requirement is to maintain all lifting equipment in a safe, compliant, and fully operational condition. 1.4 The contractor shall conduct annual inspections and load tests for all cranes and hoists identified in this Performance Work Statement (PWS). Upon completion of all maintenance activities, inspections, and load tests, the contractor shall provide Inspection Reports and Certificates to the COR within 5 days. 1.5 Provide load testing services for lifting equipment when required by applicable regulations, manufacturer guidance, inspection findings, or when directed by the COR. Load testing shall include all labor, materials, test weights or equipment, documentation, and reporting necessary to perform the test and provide certification. 1.6 The contractor shall perform all repairs deemed necessary to ensure the equipment identified in Appendix 1 is fully operational. 1.7 If any single repair is anticipated to exceed a cost of $500, the vendor shall, prior to commencing of any such work, submit to the COR a detailed, itemized quotation specifying the nature of the repairs, the parts and labor required, and the total estimated cost. 1.8 Work must be scheduled and coordinated with the COR to minimize operational disruption. 2 PROJECT OBJECTIVE 2.1 The objective of this contract is to ensure that all cranes, hoists, automotive lifts, and rigging equipment identified in this Performance Work Statement (PWS) are maintained in a safe, compliant, and fully mission-capable condition at all times. In accordance with the principles of FAR Part 37, Service Contracting, the Contractor shall achieve this objective through the timely execution of inspections, testing, preventive maintenance, and corrective repairs. 3 BACKGROUND 3.1 This requirement supports the continued serviceability, safety, and mission-essential operation of all cranes, hoists, and vehicle lifts located at the Defense Supply Center Richmond (DSCR). The equipment identified under this contract is integral to material handling, logistics operations, and depot-level support functions, and must remain fully compliant with all applicable Federal, Department of Defense, and industry safety standards. -- 2 of 39 -- Page 3 of 39 4 SPECIFIC REQUIREMENTS 4.1 ANNUAL INSPECTIONS AND OPERATIONAL TESTING 4.1.1 The Contractor shall perform complete “periodic” inspections and operational testing annually at 12-month intervals on all cranes, hoists, automotive lifts and lifting devises listed on Appendix 1. 4.1.2 The Contractor shall perform annual inspections and operational testing no later than the last day of the respective month the previous annual crane and hoist inspection and operational testing services were completed. 4.1.3 If at any time during the Contractor’s inspection finds evidence of damage or wear that constitutes a potential hazard or safety concern; further inspection to determine cause or to repair the system may be required, promptly notify the COR with an estimate (quote) for repairs. 4.1.4 Upon completion, the contractor will provide an inspection report meeting OSHA 1926.550, 1910.179, and ANSI B30.5, B30.2, B30.10 or A92.2 requirements and a Certificate of Inspection Placard, Sticker, or Tag will be affixed to the unit by the contractor. Labels will be affixed on crane and disconnect for easy visibility. 4.2 LOAD TESTING CERTIFICATION. 4.2.1 The Contractor shall perform load testing services annually at 12-month intervals on all crane and hoists listed on “Appendix 1” no later than the last day of the respective month the previous load testing services were completed. 4.2.2 The Contractor shall use certified test weights and shall also be responsible for providing the test weights for all load tests. 4.2.3 The Contractor shall provide an annual written load testing certification report to the COR on each crane and hoist listed on “Appendix 1”. 4.2.4 In the event of unscheduled repairs requiring an additional load test certification (not including annual testing and certification) the contractor must obtain consent from the COR before incurring any additional costs to load test the crane(s) in order for it to be recertified. Load test certificates shall be provided to the COR within 5 business days. 4.3 SERVICE CALLS/UNSCHEDULED MAINTENANCE 4.3.1 The COR will notify the contractor of repairs to be made by a service call. 4.3.2 The contractor shall respond to the Government’s request for repairs within 24 hours of notification, survey the condition of the equipment, and provide the COR with a written repair estimate within two (2) business days. 4.3.3 All repair work shall be in accordance with normal commercial practices using parts -- 3 of 39 -- Page 4 of 39 specified by the Cranes and Hoists manufacturer or items of equal or better quality. 4.3.4 The contractor must notify the COR of all projected downtime and estimated time for repair. 4.4 AUTOMOTIVE CERTIFICATION, TESTING AND INSPECTION 4.4.1 Identify worn, damaged, or non-compliant components and provide recommendations for corrective action. 4.4.2 Conduct a full operational
