(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
INTENT TO SOLICIT ONLY ONE SOURCE
The proposed contract action is for supplies or services for which the Government is soliciting and negotiating with only one source under the authority of FAR 12.102(a). Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Government intends to award to to MKS, Inc. 2 Tech DR STE 201, Andover, Massachusetts (CAGE Code: 23582). This notice of intent is not a request for competitive proposals. However, the Government will consider all proposals received prior to the closing date and time of this solicitation.
(ii) The solicitation number is W911QX26QA120 This acquisition is issued as an request for quotation (RFQ).
(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-06.
(iv) The associated NAICS code is 513210. The small business size standard is 1,000 employees.
(v) The following is a list of contract line item number(s) and items, quantities and units of measure, (including option(s), if applicable):
CLIN 0001: one (1) capacitance manometer (CM)
(vi) Description of requirements: The High Frequency Electronics and Materials branch at the Army Research Lab (ARL) requires one (1) capacitance manometer (CM) calibration tool with the following minimum characteristics:
1. Must include transfer standards for 1 Torr and 1000 Torr CM.
2. Must be compatible with MKS-type CMs, also known as Baratrons.
3. Must be a portable system.
4. Calibration must be National Institute of Standards and Technology (NIST) traceable.
5. Must come with an integrated uninterrupted power supply (UPS).
6. Must have reading accuracy to within ±0.08% of reading or better.
7. Must be corrosion resistant.
8. Must be able to operate in temperature range between 10° Celsius (C) and 40°C.
(vii) Delivery is required by 02 August 2026. At ADELPHI LABORATORY CENTER truck shipments are accepted at Building #102, Receiving Room, Monday through Friday (except holidays) from 7:30 AM to 4:00 PM only.The FOB point is Destination.
(viii) The provision at 52.212-1, Instructions to Offerors – Commercial, applies to this acquisition. The following addenda have been attached to this provision: NONE
(ix) The provision at FAR 52.212-2, Evaluation - Commercial Items is applicable to this acquisition. The specific evaluation criteria to be included in paragraph (a) of that provision are as follows: N/A
