Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with
Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information
included in this notice. This announcement constitutes the only solicitation that Naval Surface
Warfare Center Carderock Division (NSWCCD) intends to issue and is a Request for Quotes
(RFQ) for the following Supplies and/or Services.
Naval Surface Warfare, Carderock Division (NSWCCD), has procurement request for
continuous augmentation on the Corrosion Cracking Maintenance Prediction Software
(CCMPS). See Performance Work Statement (PWS) for detailed description.
The provisions and clauses included and/or incorporated in this solicitation document are those in
effect through the Federal Acquisition Circular. This RFQ incorporates all provisions and
clauses in effect through Federal Acquisition Circular FAC 2026-01 effective 03/13/2026 located
on https://www.acquisition.gov/?q=browsefar and the Defense Federal Acquisition Regulation
Supplement (DFARS) DPN 20260507 effective 05/07/2026 located at
https://www.acq.osd.mil/dpap/dars/change_notices.html. SEE ATTACHED SOLICITATION
FOR CLAUSES AND PROVISIONS. The NAICS code is 513210 and the associated PSC code
is 7A20. NOTE: A Class Waiver is not applicable to procurement unless the NAICS code, PSC,
and NAICS Code Descriptor currently in effect, match the item(s) being procured. This
procurement IS being set aside for small businesses.
Interested parties may identify their interest in this requirement by submitting a quote and/or
capabilities statement no later than 11:00 AM on July 21, 2026. It is anticipated that one firm-
fixed price purchase order will be issued in response to this RFQ.

PERFORMANCE WORK STATEMENT (PWS)
Continuous Augmentation of the CCMPS Software Performance Work Statement (PWS)
1.0 DESCRIPTION OF SERVICES/INTRODUCTION: Follow-on contract request for performers will augment the Corrosion Cracking Maintenance
Prediction Software (CCMPS) that was developed as part of an ONR Future Naval Capabilities (FNC) program. The purpose of this work is to further
optimize the tool by refinement of software framework and allowing for the addition of material and structural input models to be incorporated into
the existing framework to account for additional alloys and ship classes.
2.0 BACKGROUND: The Corrosion Crack Maintenance Prediction Software (CCMPS) tool was developed as part of an FY14 Office of Naval
Research Future Naval Capabilities (FNC) program. The software was developed over a 4-year timeframe by VEXTEC Inc. The tool was developed
to predict the degree of sensitization (DoS), likelihood of cracking, and crack rate for 5xxx Al ship structures as a function of alloy, time and
environments. CCMPS will allow the ability to pre-plan the time, location and extent of repair. The software creates a digital twin and implements a
Monte Carlo simulation that utilizes stochastic weighting of input parameters to predict the likelihood of sensitization and cracking as a function of
service conditions and location. The initial tool was developed specifically utilizing the 5456 H116 aluminum alloy and input parameters specific to
CG class ships. An FY22 SAP was executed to develop a module of the CCMPS tool to predict levels of sensitization for 5083 alloys.
3.0 OBJECTIVE:
3.1 The contractor shall complete the following tasks to update the CCMPS (Corrosion Cracking Maintenance Prediction Software) tool in one year:
3.1.1 Incorporation and refinement of linking strain gauge data and ship finite element (FEA) models. Computational models will be evaluated to
supplement gaps in preliminary datasets. For specific locations of interest, additional geometries and K-solutions will be evaluated for use in CCMPS
to more accurately capture the behavior of the cracking mechanisms.
3.1.2 Refinement of sensitization and corrosion data and models. Continued review of existing DoS models, IGC and SCC models will be performed
and updated as appropriate.
3.1.3 Update and modify CCMPS architecture to improve software performance and compatibility with navy computing platforms. The program
platform will be updated as appropriate which allows CCMPS to remain up to date with Microsoft's current technology stack as well as allow for
cross-platform needs to be addressed and provide more high-performance computation.
4.0 SPECIAL QUALIFICATIONS:
4.1 DFAR 252.239-7001 must be applied
4.2 Extensive knowledge of Corrosion Crack Maintenance Prediction Software (CCMPS) Tool and ability to augment underlying code
