B200 Fence and Surveillance Upgrades

Statement of Work (SOW)Project Title: Perimeter Security Fence, Gate, and Cable Barrier Installation 1. Objective and Scope The purpose of this Statement of Work (SOW) is to define the requirements for the removal of existing perimeter fencing and the installation of a new, upgraded high-security chain link fence, automated entry gates, and an M30 P2 Integrated Cable Barrier System. The contractor shall provide all personnel, equipment, tools, materials, supervision, and other items necessary to perform the demolition and installation as described in this SOW. 2. Specific Tasks and Requirements The contractor shall execute the following tasks in accordance with standard commercial practices and base security requirements. Task Category Task Description & Execution Requirements Demolition & Site Prep Remove and properly dispose of approximately 1,690 linear feet of existing chain link fence, including existing barbwire and gates. Fence Installation Furnish and install approximately 1,670 linear feet of 96-inch tall, galvanized chain link fence. Fence Structural Details Install a top rail and a bottom tension wire. All terminal posts will feature brace and truss construction. Posts must be set 10 feet on center within concrete footings. Barbwire Configuration Install three (3) strands of barbwire on top of the new chain link fence. Pedestrian Gate Furnish and install one (1) 4-foot walk gate. Vehicle Gate Furnish and install one (1) 18-foot entrance gate. Gate Automation & Access Install one (1) gate operator and one (1) intercom system for site entry. Work includes disconnecting, hook-up, and programming. Gate Safety Systems Install a photo-eye safety sensor and a wireless edge sensor on the gate system. Exit Loop System Saw-cut and install a "Free Exit" loop with a loop detector to automate gate opening for vehicles departing the site.   3. Barrier System Installation To ensure anti-ram protection and perimeter integrity, the contractor shall install an integrated cable barrier system along the fence line. Barrier Component Specifications & Requirements System Type Furnish and install approximately 1,690 linear feet of M30 P2 Integrated Cable Barrier System. Cable Placement The double cable system shall be installed on the inside of the perimeter and physically attached to the new chain link fence. The cable system must also run along the cantilever slide gate. Barrier Posts Install 8-inch barrier posts at every corner. The span between barrier posts shall not exceed a 200-foot stretch. Footings Concrete footings for the barrier posts shall measure 24 inches by 72 inches. No rebar is to be used in these concrete footings.   4. Materials and Specifications All materials utilized in the execution of this contract must meet the following baseline specifications or approved "or equal" equivalents. Item Specification Piping / Framework All fencing framework, posts, and pipe materials must be Schedule 40. Fabric Galvanized chain link. Crash Rating Barrier system must meet M30 P2 standards. Concrete Standard structural concrete suitable for gate and barrier posts.   5. Additional General Requirements Item 1: All work will meet the International Building Code, Uniform Plumbing Code, National Electrical Code, IPC, ASME, ASHRAE, AFI, ETL, UFC, NFPA, 178 NAC 2, and any other applicable code or regulation requirement and manufacturers recommendations. Item 2: Maintain work site in a clean and orderly manner so that the safest possible site is provided for workers and AF members. Item 3: The Contractor shall furnish all required services, labor, tools, material, and equipment necessary to complete the installation and integration of the prime mission equipment in accordance with the approved site design and installation plan. No alterations, additions, or deletions shall be made unless by prior approval of the Contracting Officer (CO). In addition, the Contractor shall be responsible for the following actions: Please refer to 00 10 00, 01 33 00, 01 57 19 and 01 33 01 of the Specs for additional information that may pertain to this project. Ensure all construction meets federal regulations for safety standards. Shall be IAW AFI UFC 3-110-03. All security requirements must be met to include times of demolition and construction. The Contractor shall furnish all required services, labor, tools, material, and equipment necessary to complete the installation and integration of the prime mission equipment in accordance with the approved site design and installation plan. In addition, the Contractor shall be responsible for the following actions: Obtaining all necessary security and safety clearances for facilities and personnel. This includes obtaining escort badges necessary for unaccompanied work within the area. Obtaining necessary certifications for installation equipment and technologies to be installed. Obtaining environmental and life safety approvals. Acquiring all necessary federal, state, local and base environmental and civil engineering permits and approvals. Redlining installation drawings based upon actual installation results and accommodations due to real-time installation change requirements. Cleaning-up and restoring the site to its original or better condition within 10 workdays after project completion. This includes removal of any portable offices that may have been used to support implementation of the site design at the base. Repairing damage to Government property resulting from contractor activities, assuring the property is returned to its original or better condition. Removing all debris at the end of each shift or more frequently if required to keep the work area safe and useable.
