Description

STATEMENT OF WORK Physical Access Control System Installation at B724, Columbus AFB Date: 28 July 2026 1.0 Introduction This Statement of Work (SOW) defines the requirements for the Contractor to furnish all labor, materials, equipment, and services necessary to provide and install three (3) new access control systems at the 14th FTW (Building 724), Columbus Air Force Base (CAFB). The Contractor shall utilize physical access control systems (PACS), cameras, and monitors to accomplish this. The system should facilitate 24-hour access for authorized personnel using their Common Access Card (CAC) or other approved credentials. 2.0 Objective The objective of this project is to provide a secure and reliable access control system for the 14th FTW Wing Headquarters second-floor areas, limiting access to authorized personnel during non-staffed hours. Access shall be granted through scanning a CAC or other authorized credential against a proximity card reader, which shall authenticate the user against the access control system. The double-door entrances on the second floor of the Wing Headquarters building shall also have the capability to be remotely monitored and unlocked at a monitoring station inside the controlled areas. The system shall maintain an audit trail of attempts and granted entries. 3.0 Scope of Work Furnish all labor, materials, equipment, cabling, programming, supervision, testing, and incidental work necessary to provide a Physical Access Control System (PACS) for three (3) controlled door locations within three (3) areas. The new access control equipment shall be installed along with a new Hirsch Velocity or other Government-approved access system through a compatible controller. The completed system shall provide CAC- credential or alternative-approved controlled entry at all three door locations and video intercom with remote door release at the two designated entrances. 3.1 System Details 3.1.1 AREA 1 – 14 FTW CCE Wing (Double-Door Entrance) -- 1 of 8 -- Provide access control for one (1) existing pair of double doors equipped with exposed vertical rod exit hardware. One leaf of the entrance is to be electrified, and the other leaf is to remain physically locked by non-electrified hardware. The Contractor shall: • Electrify the locking hardware on one (1) active door leaf for entry. Electrification may be accomplished through UL-listed electrified exit-device hardware, electrified trim, or other approved means compatible with the existing door and exit hardware. • Ensure the second/inactive leaf remains secured from the ingress side and is not electronically released by the PACS system. Existing code-required egress operation shall not be impaired. • Not use magnetic locks. • Provide one (1) exterior CAC/PIV-compatible contactless smart-card credential reader. • Provide door position monitoring, power supplies, relays, and associated components as required for a complete and properly functioning installation. • Provide one (1) video intercom door station at this entrance. This door station should connect directly to the desk station in Area One and should not be connected to the network. The station shall be able to view the video feed, conduct two-way audio communication, and remotely release the active door leaf to permit entry. • Ensure remote release unlocks only the electronically controlled active leaf. • Ensure the Double-Door for Area 1 can be remotely unlocked via the video intercom desk station in Area 1. 3.1.2 AREA 2 – Judge Advocate/Safety Wing (Double-Door Entrance) Provide access control for one (1) existing pair of double doors equipped with exposed vertical rod exit hardware. Requirements shall be the same as Area 1 double-door entrance, with the following specification: • The Double-Door for Area 2 shall be remotely unlocked via the video intercom desk station located at a desk in Area 2. 3.1.3 AREA 3 – Judge Advocate Office (Single-Door Entrance) Provide access control for one (1) existing commercial single door presently equipped with conventional cylindrical knob/lever and latch hardware. The Contractor shall: -- 2 of 8 -- • Provide appropriate commercial-grade electrified locking hardware, such as an electric strike or electrified lockset, compatible with the existing door and frame. • Provide one (1) exterior CAC/PIV-compatible contactless smart-card credential reader. • Provide door position monitoring, power supply, relays, and associated equipment as required for a complete installation. • Maintain unrestricted code-compliant egress from the secured side. • Note: No video intercom or remote visitor-release station is required at this opening. • Not use magnetic locks. 3.2 PACS Equipment The Contractor shall provide and install a new access-control system controller and associated expansion/interface equipment as required using a new Hirsch Velocity or other Government-approved access-control management system to support all three (3) controlled openings. Responsibilities shall include all required controller configuration, door programming, credential-reader configuration, access levels, input/output programming, communications setup, and coordination necessary to provide a complete operational system. The location of equipment providing a complete operational system shall be proposed by the Contractor and agreed upon by the Government. A complete operational system interface shall be located near the Area 1 workstation location. Credential readers shall: • Support Government CAC/PIV credentials and applicable contactless, smart-card technologies. • Support applicable FIPS 201/FICAM requirements. 4.0 Technical Requirements 4.1 CAC Compatibility: The system shall be fully compatible with current and future versions of the DoD Common Access Card (CAC) for authentication and access control. The system shall only extract the FASC-N from the CAC and shall not store or utilize any other Personally Identifiable Information (PII). 4.2 A
