PERFORMANCE WORK STATEMENT
Building 854 – Blinds and Drapes Installation
1.0 DESCRIPTION OF SERVICES. The Contractor shall provide all management, tools,
supplies, equipment, and labor necessary to procure, deliver, and upload all purchased government
furnishings and appliances listed under supplies to supply the 74 resident rooms, 1 common area
kitchen, 3 dayrooms, and 1 Dorm Leader office in Building 854 on Little Rock AFB, AR 72099:
2.0 HOURS OF OPERATION. The Contractor shall perform the services required under this
contract during Normal Hours of Operation, Monday through Friday 0800 to 1600 excluding
weekends and Federal Holidays unless otherwise approved by the Contracting Officer.
3.0 PROPERTY CONTROL. Upon completion of the delivery and upload of all furnishings
associated with this requirement the contractor shall ensure that all job-related debris and trash
will be removed from the property and taken to be disposed of in accordance with all state, local,
and federal laws.
4.0 SUPPLIES. The Contractor shall procure and install all blinds and drapery into 74 resident
rooms, common areas dayrooms, common area kitchen, and 1 Dorm Leader office of Building
854 on Little Rock AFB, AR 72099. The purchased items shall meet the minimum characteristics
listed in Section 4.1:
4.1. BLINDS & DRAPERY
4.2. SALIENT CHARATERISTICS.
All purchased blinds and drapery shall meet the characteristics listed below.
4.2.1. BLDG 854 Window Sizing. Total count of all windows is 85. All window sizing is as
follows:
4.2.1.1. Resident Room Windows:
Blackout Roller Shade - 35”W x 58”H
Drapery – 38”W x 78”H
Qty: 78 (4 spare to retain as benchstock)
4.2.1.2. Common Area 1st/2nd/3rd:
Blackout Roller Shade – 77”W x 56”H
Drapery – 77”W x 78”H
Qty: 6 (2 windows per floor)
4.2.1.3. Entryway Window:

Blackout Roller Shade – 23”W x 88”H
Drapery – 23”W x 88”H

4.2.2. Blinds Characteristics – Blackout roller, blackout color, continuous cord loop, standard
roll single, 3” fascia valance w/bottom square hem bar, mounting hardware.
4.2.3. Drapery Characteristics – Decorative Side Panels – Sandstone or Moonstone in color –
Rod and mounting hardware included.
All doors and windows are framed as a single door and window insert; therefore, all roller
shades will need to be mounted inside the window indent, and drapery will be mounted
outside the window indent. Blocking exists for this purpose; the contractor will not be
allowed to drill into the steel frame of the door/window assembly.
Final measurements of windows must be conducted by the contractor prior to procurement
to ensure necessary specs. Please find attached Door and Window Schedule. The door and
window schedule may be used as a baseline for estimates, but a pre-measurement before
procurement is necessary.
4.3 SERVICES. The Contractor shall procure and install the window treatments in the following
buildings with the following quantities:
4.3.1. The Contractor shall procure 85 blinds sets with the specifications listed in Section 4.2.
4.3.2. The Contractor shall procure 85 drapery sets with the specifications listed in Section 4.2.
4.3.3. The contract shall install all blinds and drapery into 74 resident rooms, all common areas,
day rooms, and offices in Bldg 854.
4.3.4. Removal of all job-related trash and debris.
4.4. MILESTONES. The Contractor shall meet the appropriate milestones during this contract’s
execution.
4.4.1. MILESTONE 1: The contractor shall notify the CO and the requirement owner when final
measurements of the windows in 854 have been completed.
4.4.2. MILESTONE 2: The contractor shall notify the CO and the requirement owner when
procurement of the blinds and drapery has begun.
4.4.3. MILESTONE 3: The contractor shall notify the CO and the requirement owner when the
procurement of the blinds and drapery has reached 50 percent completion.

4.4.4. MILESTONE 4: The contractor shall notify the CO and the requirement owner when the
procurement of the blinds and drapery has been fully completed.
4.4.5. MILESTONE 5: The contractor shall notify the CO and the requirement owner when the
installation process has reached 50 percent completion.
4.4.6. MILESTONE 6: The contractor shall notify the CO and the requirement owner when the
installation process has been fully completed.
4.5. The government will notify the contractor as expediently as possible if any delays to the
renovation of 854 occur which may affect the requirement timeline.
5.0. GOVERNMENT-FURNISHED PROPERTY AND SERVICES. Government shall
provide and maintain, without cost, the facility space. The government shall provide access to the
facility prior to the delivery date of assets if requested for the purpose of allowing the contractor
to become familiar with the space and layout of the building. However, such access shall not
interfere with any contractor work currently going on in the facility.
5.1. UTILITIES. Government will provide all power in all facilities for the delivery and upload
of all appliances and furnishings.
6.0. STORAGE. The contractor shall provide adequate storage for all furnishing items when
maintaining the items prior to delivery to the Government. The furnishings shall be stored in a
closed, climate-controlled facility in a manner consistent with all local, state, and federal
guidelines. All furnishing items will be retained in this storage facility in original packaging until
such a period that delivery to the requirements owner is made.
7.0. SECURITY REQUIREMENTS. The Contractor shall obtain from the Government an AF
Form 75, Personal Identification Card, for each employee working at Little Rock AFB, and AF
Form 533, Vehicle Registration Certificate, for personal vehicles requiring access to Little Rock
AFB. These passes and certificates are at no cost to the Contractor.
7.1. CONTRACTOR EMPLOYEES. The Contractor shall not dispatch any illegal immigrants
or otherwise unauthorized personnel that will be unable to access the installat…
