Bird Waste Cleaning
1. SCOPE - The scope of work is as follows in the Performance Work Statement (PWS).
The contractor shall furnish all equipment unless otherwise specified. No alteration,
additions or deletions shall be made to the contract unless prior approval is given in
writing by the Contracting Officer (CO).
2. This acquisition is for the procurement of contactor services to provide bird waste
cleaning at JB MDL. 305 MXG requires four cleanings a year for eight
buildings/hangars. The Contractor shall provide own personnel, equipment, supplies,
transportation, tools, materials, services necessary to perform bird waste cleaning as
defined in this Performance Work Statement. Contractor shall ensure all personnel
requiring access to the installation possess valid, federally compliant identification
credential in accordance with current REAL ID Act.
3. The Contractor is responsible for the proper handling, disposal of hazardous droppings
and materials generated by or utilized during the course of its activities. The Contractor
shall perform to the standards in this contract.
4. Whenever possible, work shall be performed during the standard 8-hour duty day, 5-day
week, Monday through Friday, between the hours of 7:00 AM and 4:00 PM local time,
excluding Federal legal holidays and non-workdays resulting from holidays occurring on
weekends. Work may be required during off-duty hours and weekends to meet special
requirements.
5. NOTIFICATION - Contractor must notify the Lead Facility Manager:
, in 24-hour advancement to schedule cleaning
of the facilities. Lead Facility Manager will provide an updated roster of building
custodians and KC-46 trainer manager for building/hangar: 1751, 1757, 1817, 1837,
2251, 2253, 3209, and 3211 to the contractor. Contractor will contact building custodians
with the scheduled time they will be at their facility. Contractor will notify the building
custodian and Lead Facility Manager, , when each facility is
completed.

6. The period of performance shall be for Base Year of 12 months and four 12-month option
periods. The Period of Performance reads as follows:
Base Period: 1 Oct 26 – 30 Sep 27
Option Year I: 1 Oct 27 – 30 Sep 28
Option Year II: 1 Oct 28 – 30 Sep 29
Option Year III: 1 Oct 29 – 30 Sep 30
Option Year IV: 1 Oct 30 – 30 Sep 31
7. The Contracting Officer Representative (COR) will be MXO Chief of Plans, Programs &
Resources: .
The COR monitors all technical aspects of the contract and assists in contract
administration. The COR is authorized to perform the following functions: assure that the
Contractors meets the technical requirements of the contract, perform inspections
necessary in connection with contract performance, maintain written and oral
communications with the Contractor concerning technical aspects of the contract, issue
written interpretations of technical requirements, monitors Contractors performance, and
notifies the Contracting Officer.
8. PROJECT DESCRIPTION - To contract a company for bird waste cleaning four times a
year to remove all bird waste off doors, floors, railings, tracks on doors, walls and open
hangar flooring for the following eight building/hangar: 1751, 1757, 1817, 1837, 2251,
2253, 3209, and 3211. Members from each building/hangar will be responsible for
moving equipment and other items out of the way, if they are not moved, Contractors can
clean around the equipment. During the winter months, limited cleaning should be
scheduled due to equipment and weapon systems being stored within hangars, deeming
access to Contractors limited to control entry.
9. OPSEC - The contractor shall be responsible for safeguarding military information as
outlined by the JB MDL Commander. Contractor personnel will not take photographs of
military facilities, equipment, or personnel unless cleared through the proper channels.

10. CLEANING AREAS:
Building 1751: The contractor shall remove bird waste droppings from structure beams
and walls near garage door areas.
Building 1757: The contractor shall remove bird waste droppings from floor, walls,
tracks and frame structure on the back wall in the ETV Storage area only. All bird waste
cleaning may be required during off-duty hours and weekends. The contractor must
notify in 24hr advancement to Lead Facility Manager:
to schedule cleaning of the facilities.
Building 1817: The contractor shall remove bird waste droppings from floor in the main
storage area.
Building 1837: The contractor shall remove bird waste droppings from open hangar
floors, tracks, and walls in A, B and C hangar bays.
Building 2251 (Dock 51): The contractor shall remove bird waste droppings from
floor, structure beams, hangar wall edges, hangar wall shelves, and walls under seven feet
tall.
Building 2253: The contractor shall remove bird waste droppings from garage door
entrances in the West Bay and High Bay.
Building 3209: The contractor shall remove bird waste droppings from lower hangar
door ledges up to four feet high, hangar door tracks to include corner hangar door
pockets, and hangar doors collections points of four total corners. Contractor must notify
KC-46 trainer manager 24 hours prior to gain access area of the hangar door tracks which
are within the trainer area in Bay 5.
Building 3211: The contractor shall remove bird waste droppings from the foundation
ledge, lower structure pillars, around the edges of the hangar walls, support beams, and
parking lot side entrance lower support pillars.
