Kitchen Hoods Cleaning Services
Sheridan Veterans Affairs (VA) Health Care System

SECTION 1 – General Information:
Background: The Sheridan VA Medical Center, located at 1898 Fort Road, Sheridan, WY 82801, requires cleaning of exhaust hoods for their Veterans Canteen Service (Building 86) and their Main VA Kitchen (Building 7). Cleaning is required to remove grease and other contaminants from the hood ducting and other components of the hood system. The systems’ filters also require cleaning.
General: This is a non-personnel services contract to provide exhaust hood cleaning services. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn, is responsible to the Government.
All Contractors must visit the Engineering Office when they first arrive on-site to obtain temporary contractors’ badges. Contractors must present their valid Government-issued photo IDs (e.g., driver’s licenses) in order to be issued a temporary badge.
The Contractor shall provide all personnel, labor, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personnel services necessary to perform exhaust hood cleaning services as defined in this Performance Work Statement. The Contractor shall perform to the standards in this contract and the Quality Assurance Surveillance Plan (QASP).
SECTION 2 – Scope:
Contractor shall perform cleaning to remove grease and other contaminants from the hood ducting and other components of the hood system. Contractor shall properly clean/wash the filters associated with each exhaust hood system as well. For each service visit, the Contractor shall clean and mask off the work areas appropriately to contain dust, mess, and meet the facility’s current infection control requirements. The Contractor must perform a general cleaning of each work area upon completion of each task to return each area to equal or better than the existing cleanliness when they arrived.
Contractor shall place a sticker with the date cleaned and their initials on each exhaust hood once its system has been properly cleaned. Contractor shall clean each exhaust hood system every time it is scheduled below, even if it appears to not be very dirty.
Contractor shall follow the current version of NFPA 96 “Standard for Ventilation Control and Fire Protection of Commercial Cooking Operations” and all other applicable VA Directives, standards, local, state, and federal regulations and laws.
The Contractor shall perform cleaning services for these five (5) exhaust hood systems according to the below timeframes:
Building 86 Canteen main kitchen: 1 exhaust hood – 12’-6” long (Hobart-model – Econo Vent-SN NFS1112). Clean two (2) times per year—June, December.
Building 86 Canteen serving line: 1 exhaust hood – 4’6” long (Hobart-model – Econo Vent-SN NFS113). Clean two (2) times per year— June, December.
Building 7 main kitchen: 2 exhaust hoods – each are 16’ long, back-to-back (Moli-Tron). Clean two (2) times per year— June, December.
Building 7 serving line: 1 exhaust hood – 7’ hood (Moli-Tron). Clean one (1) time per year in December.
Note: The VA will disconnect/remove the fans from the rooftop of Building 7 for the cleaning of the ducts if required.
Additional Information:
There are five (5) filters.
There are vertical ducts.
There are two (2) fans on Building 7. (Building 7 has one of these two fans servicing the two 16’ hoods.)
Building 7 is a two-story building, easy access to rooftop where exhaust fans are located.
Building 86 exhaust fans are easy access and are on the same level.
SECTION 3 – Reports:
After every cleaning, Contractor shall provide an electronic PDF report via email to the Contracting Officer’s Representative (COR) and Contracting Officer (CO) within two (2) weeks after each service is performed. Each report shall include, at a minimum, the date service was performed, a description of services performed with which hoods were serviced, any concerns or findings, certification sticker numbers, and signature and date from one of the technicians present during the services.
SECTION 4 – Work Hours:
Contractor shall follow the below guidelines for their work schedule except by prior arrangement approved by the COR or CO. Contractor shall propose each cleaning date to the COR with at least 2-weeks’ notice so COR can check that this date works with VA staff and confirm the date.
Building 86 Canteen: Monday-Friday with a start time of 2:00pm and must be completed by 2:00am the next day.
Building 7 Kitchen: Monday-Friday with a start time of 7:00pm and must be completed prior to next shift beginning at 4:30am the next day.
SECTION 5 – Quality Control:
The Contractor shall develop and maintain an effective quality control (QC) program to ensure services are performed in accordance with this PWS. The Contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The Contractor’s QC program is the means by which they assure that their work complies with the requirements of this contract. Within 30 calendar days after contract award, or with the Contractor’s proposal if it is an evaluation factor, the Contractor shall submit a copy of a comprehensive written QC plan to the CO and COR. When changes are made to the QC plan thereafter, the Contractor shall submit the changes to the CO and COR within five (5) working days. After acceptance of the QC plan by the CO and COR, the Contractor shall receive the CO’s acceptance in writing of any proposed change to their QC system.
