06/26/2026 Performance Work Statement (PWS) Lee Fire Weed Spraying BLM Colorado White River Field Office PART 1 GENERAL INFORMATION 1. GENERAL: This is a non-personnel services contract to provide noxious weed spraying and mapping within the Lee Fire burn scar. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn, is responsible to the Government. 1.1 Description of Services The Contractor shall provide all personnel, equipment, supplies, herbicides, adjuvents, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to inventory and treat List A and List B noxious weeds as described in this PWS. The Contractor shall perform to the standards in this contract. This contract will be for a base year with four option years based on performance and funding. 1.2 Background The Lee Fire burned approximately 138,000 acres within the White River Field Office (WRFO). Noxious weeds are known to occur within the burn area weed mapping and treatments are an important aspect of burned area rehabilitation to manage/limit establishment and spread. Objectives The objective of the contract is to provide mapping and treatment of List A and B noxious weeds. WRFO has identified approximately 135 miles of BLM routes that will be assessed and treated for noxious weeds. WRFO is looking for 45 crew days of work to assess and treat noxious weeds along these routes. 1.3 Scope The contract supports 45 crew days (8-10 hours/day) of work to patrol and treat noxious weeds along identified routes within the Lee Fire scar. Some routes will require permission from private landowners to access. Permission to cross private lands will need to be obtained by the contractor. The contractor will also be required to obtain a pesticide use proposal (PUP) for the WRFO for any proposed herbicides to be used for weed treatments. Herbicides must be approved for use on BLM lands. The contractor shall provide all materials, equipment, and labor to inventory and treat noxious weeds in support of this contract. 1.4 Period of Performance The period of performance for this contract shall be as follows: Base Year: August 01, 2026 – July 31, 2027 Option Year 1: August 01, 2027 – July 31, 2028 Option Year 2: August 01, 2028 – July 31, 2029 Option Year 3: August 01, 2029 – July 31, 2030 Option Year 4: August 01, 2030 – July 31, 20231 1.5 General Information 1.5.1 Quality Control The contractor shall develop and maintain an effective quality control program to ensure services are performed in accordance with this PWS. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The contractor’s qualitySolicitation No. 140L3726Q0102 Page 5 of 31 -- 1 of 11 -- 06/26/2026 control program is how the contractor assures that work complies with the requirement of the contract. 1.5.2 Quality Assurance The government shall evaluate the contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Planas defined at FAR 37.604. This plan is primarily focused on what the Government must do to ensure that the contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable defect rate(s). 1.5.3 Recognized Holidays The contractor is not required to perform on the federal holidays below: New Year’s Day Labor Day Martin Luther King Jr.’s Birthday Columbus Day President’s Day Veteran’s Day Memorial Day Thanksgiving Day Independence Day Christmas Day Juneteenth National Independence Day 1.5.4 Place of Performance Treatments will occur on BLM lands within the Lee Fire Scar. BLM routes have been identified for treatment and mapping. (maps and shapefiles in Attachments). 1.5.5 Type of Contract The government will award a Firm Fixed Price contract. 1.5.6 Security Requirements 1.5.6.1 Physical Security: The contractor shall be responsible for safeguarding all government equipment, information and property provided for contractor use. At the close of each work period, government facilities, equipment, and materials shall be secured. 1.5.7 Special Qualifications: RESERVED 1.5.8 Post Award Conference/Periodic Progress Meetings: The Contractor agrees to attend any post award conference convened by the contracting activity or contract administration office in accordance with Federal Acquisition Regulation Subpart 42.5. The contracting officer, Contracting Officers Representative (COR), and other Government personnel, as appropriate, may meet periodically with the contractor to review the contractor's performance. At these meetings the contracting officer will apprise the contractor of how the government views the contractor's performance and the contractor will apprise the Government of problems, if any, being experienced. Appropriate action shall be taken to resolve outstanding issues. These meetings shall be at no additional cost to the government. 1.5.9 Contracting Officer Representative (COR): The (COR) will be identified by separate letter.
