OVERVIEW. Description of Services. The contractor shall provide all management, tools, supplies, equipment, and labor necessary to perform surveillance camera system installation services along the Burlington Northern Santa Fe (BNSF) railway at F. E. Warren (FEW) Air Force Base (AFB), Wyoming, in accordance with all applicable federal, state, local laws and regulations and this performance work statement (PWS). 2. LOCATION. 2.1. The BNSF railways pass through FEW AFB with no gates or fencing to deter unauthorized intrusion efforts. With joint determination with the end-user, project manager and contractor, locations will be strategically located along the railway, to allow security monitoring. 2.1.1. Controlled viewing and recording capabilities must occur at the Base Defense Operations Control Center (BDOC). 2.2. Pictures of FEW AFB perimeter can be viewed from commercial search via open internet; however, specified perimeter drawings/pictures are “Controlled Unclassified Information (CUI)” and is not releasable for public use but can be provided during any site visits, to vendors having the required CMCC level in accordance with DFARS 252.204/DFARS 204-204-7025. 3. BACKGROUND: 3.1. This PWS outlines requirements necessary to support Contractor furnished/Contractor installed (CFCI) cameras to provide monitored viewing capability as a security requirement for the confinement facility. 3.2. The person(s) or entity performing the work outlined in this PWS is referred to as “Contractor” hereafter. 3.3. The 90th Security Forces Squadron (90 SFS) is the responsible “end-user.” The Operations Section (S-3) (90 SFS/S3) is the office of primary responsibility (OPR) and is identified as the “customer” hereafter, whereas the 90th Security Forces Group Plans, Programs, and Requirements Division (90 SFG/A5) is the project facilitator for the customer’s needs/intent between the Government, Project Manager(s), and/or Contractor(s). -- 3 of 15 -- Page 4 of 15 3.4. Compliance Documents. The following documents provide specifications, standards, or guidance that must be complied with to meet the requirements of this work. 3.4.1. ICD-705, when applicable. 3.4.2. Unified Facilities Criteria, as applicable (i.e., UFC 4-022-01). 3.4.3. Configuration Management Database (CMD) equipment approval list, when applicable (list may be sourced from 90 SFG/A5E, Electronic Security System (ESS) office – bldg. 34, Room 180, or via office phone at 307-773-2479). 4. GENERAL REQUIREMENTS. 4.1. This work is a Contractor Furnish/Contractor Install (CFCI) 4.1.1. The Contractor shall ensure that the system is configured to be compatible with BDOC’s operating system (WiseNet Wave). 4.1.2. The Contractor shall ensure that the system does not interfere with or hinder the operation of the BNSF camera system currently installed. 4.1.3. The Contractor shall ensure that the installed cameras can utilize Point-To-Point transmission to the existing cameras located at BNSF entrances, that use the 6 GHz spectrum. 4.2. The Contractor shall coordinate with the Government before purchasing additional systems/equipment than what is provided. 4.3. The Contractor shall install all materials in strict accordance with the manufacturer’s printed instructions and details: rigid, secure, plumb, level, aligned, square and straight with suitable fastening devices. 4.4. The Contractor shall be responsible for the disposal of all broken/non-fictional hardware as necessary. 4.4.1. Dispose of all waste generated by this work according to all applicable regulations. 4.5. The Contractor is responsible to verify site conditions, measurements, quantities, and materials needed to complete this work prior to submitting a proposal, ordering materials, and starting work activities. All materials including those concealed or covered shall be new and of the most suitable and highest grade and type for the intended use unless otherwise indicated. 4.6. The term “provides” means provide (or furnish) and install. 4.7.
