This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in RFO
Subpart 12.202, as supplemented with additional information included in this notice. This announcement
constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.
Solicitation Number FA500426QA003 is hereby issued as a Request for Quotes.
Response Date: July 20, 2026 at 11:00 AM AKDT
“This solicitation is issued in accordance with the Federal Acquisition Regulation (FAR), as amended through
Federal Acquisition Circular (FAC) 2026-01 (effective 13 March 2026), and applicable Revolutionary FAR
Overhaul (RFO) agency deviations, as applicable.
“Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this
solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or
after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to
reimburse an offeror for any costs.”

52.212-2 Evaluation—Commercial Products and Commercial Services.
Evaluation—Commercial Products and Commercial Services (Feb 2026) (Deviation 2026-O0038)
(a) Evaluation factors. The Government will award a contract resulting from this solicitation to the Offeror
responsible whose offer conforming to the solicitation will be most advantageous to the Government, price and other
factors considered. The following factors will be used to evaluate offers:
i. Price
ii. Technical Acceptability
(b) Options (if applicable). The Government will evaluate offers for award purposes by adding the total price for all
options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if
the option prices are significantly unbalanced. The evaluation of options does not obligate the Government to
exercise the option(s).
(c) Notice of award. A written notice of award or acceptance of an offer furnished to the successful Offeror within
the time for acceptance specified in the offer, shall result in a binding contract without further action by either party.
Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not
