Background:
This project is for the National Oceanic and Atmospheric Administration (NOAA) National
Weather Service (NWS), Weather Forecast Office (WFO), EWX- Austin/ San Antonio
located in New Braunfels, TX. This location requires the installation of a perimeter security
fence and automatic access gate.
Objective:
Install approximately 750 ft continuous 8-foot high security fence topped with three
strands of barbed wire. Include one 26-foot cantilever motorized roll gate, keypad entry
device with a video intercom system mounted to a gooseneck pedestal and full integration
into the main building (2 locations) for remote monitoring and gate operation. Included in
this installation are conduits (2ea- ¾”). One from the electrical panel in the main building
to the gate operator and from gate operator to the pedestal for power and controls.

Tasks:
This will be a turn key project start to finish. It is highly recommended that the
contractor schedules a site visit for physical inspection of existing conditions prior
to bidding.
The Contractor Shall:
● Provide all labor, tools, rigging, equipment, materials, testing, transportation,
supervision, management and acquire state and local permits necessary for
completion of this project. This includes excavation evaluation and property line
assessment.
● Provide licensed electricians and qualified technicians for the installation.
● Sign in with local NWS Staff when arriving on site each day.
● Ensure safe work practices and compliance with all safety regulations. (i.e.
Personal Protective Equipment, Lock Out Tag Out etc.)
● Provide a construction plan to the Contractor Officer Representative (COR) and
NWS Staff prior to beginning the project.
● Provide shop drawings, showing the proposed fence line and gate system,
including details of all major components. The drawings shall also include details
of gate and fence construction, gate height, barbed wire location, and post
spacing dimensions.
● Install using industry standards and within the property line:
a. Fabric: 9-gauge galvanized chain-link with 2 in. mesh. (Approximately
750ft)
b. Posts: Space at a maximum 10 feet on center.
c. Terminal/ Corners
d. Tied into existing airport fence corners (2ea)
e. The fence line will be uniform in height. Add or remove fill as necessary.
f. Maintain 3ft radius clearance around the fire hydrant.
● Install one (1) manual swing gate for pedestrian access. Locate adjacent to the
existing mailbox area. Salient characteristics are as follow:
a. Dimensions: 4 feet wide by 8 feet high (matching adjacent fence height)
b. Frame: 2-inch tubular steel frame
c. Fabric: 9-gauge galvanized chain-link, with 2 in. mesh.
d. Top: 3-strand barbed wire overhang
e. Hardware: Heavy-duty hinges and latch assembly (padlock provided by the
Government)
● Provide and install in compliance with UL 325 and ASTM F2200, a rolling gate
(Approximately 26ft) equipped with commercial operator, access control keypad
with video intercom, gooseneck pedestal (installed a minimum of 12ft from gate),

overhead light (equipped with dusk to dawn sensor), automatic exiting system,
safety sensors and one hand held remote. (Setback of gate- Minimum of 55 feet
from edge of Airport Rd.)
a. The contractor shall provide and install a complete, turnkey
system—including indoor monitor consoles, control equipment, and remote
release push-buttons—at the Front Desk and Operations Wall. No GFE will
be provided. All hardware must be capable of future integration into a
Mercury web-based access control system.
b. The facility is designated as Security Level II. A standard commercial gate
operator is sufficient; a high-security-rated operator (such as the SD50) is
not required.
● Install concrete pads for pedestal, operator and gate runback footings. (Formed
and sized to prevent tilting) Prior to installation, consult with COR on runback of
gate and keypad pedestal location.
● Provide and install control box, all cabling and equipment with video intercom for
full gate operation at the Front Desk and Operations Area (designated wall) in the
main building. Cabling shall be plenum rated, installed in drop ceiling, in wall,
through existing under floor raceways and in system furniture raceways to final
locations .
● Provide and install a ¾” EMT conduit from panel PPC to the exit point junction box
located in the Storage Room. Coordinate circuit breaker number, junction box and
building penetration location with COR.
● Provide and install a ¾” conduit to act as a raceway down the wall and junction
box for control wiring in the Storage Room exit point. Co-locate next to the power
junction box and building penetration.
● Provide and install 2ea- ¾” PVC conduits from interior junction boxes, one for
power and one for data, to the operator and from the operator to the pedestal.
Condulets (LBs) may be used on the exterior of buildings. Conduits shall be
installed at a depth of 18” below finish grade.
● Prior to any work below grade to include but not limited to digging, trenching, and
boring, contact Texas 811 (texas811.org) to have utilities located. Available
as-built drawings will be provided to the awardee upon contract execution. The
septic field perimeter is physically delineated on-site by marker posts; no work is
permitted within this zone. The contractor remains responsible for contacting
Texas 811 for utility locates prior to excavation. In addition, the contractor will work
with NWS Staff to identify any other electrical, water, or irrigation system along the
fence line and between the proposed gate location and building. Soft digging/hand
excavation is required within 18 inches of identified utility lines. No excavation is
