1. DESCRIPTION OF SERVICES
1.1 General
The Headquarters United States Air Force and the 20th Fighter Wing (20 FW) are committed to
providing quality of life enhancements to service members stationed at Shaw Air Force Base
(AFB). This Performance Work Statement (PWS) defines the requirements for commercial-
grade broadband internet services to be delivered directly to unaccompanied housing residents.
1.2 Scope
The Contractor shall provide, install, and manage fixed broadband internet access for nine (9)
Unaccompanied Housing (UH) facilities supporting 728 Service members at the 20th Fighter
Wing (20 FW). The 9 applicable dormitory buildings are: Bldgs 402, 406, 407, 418, 419, 421,
903, 904, and 905. The Contractor shall install a complete new independent network
infrastructure in accordance with section 2.3.1 and is strictly prohibited from utilizing an and all
existing on-site coaxial or copper lines.
1.3 Background and Guiding Policies
In accordance with recent Department of Defense mandates and Department of the Air Force
(DAF) quality of life initiatives, high-speed, no-cost internet access must be provided to
unaccompanied service members living in military dormitories. This service supports
professional development, online education, communication with family, and recreational needs.
The execution of this contract shall comply with the following source policies:
Assistant Secretary of Defense for Energy, Installations, and Environment, “Increasing
Access to Broadband Internet in Department of Defense Unaccompanied Housing in the
United States” dated June 2, 2025.
Air Force Civil Engineer Center (AFCEC) Guidance Policy on Broadband Internet Access
for Unaccompanied Housing.
National Defense Authorization Act (NDAA) for Fiscal Year 2025.
