STATEMENT OF WORK Unaccompanied Housing WiFi SCOTT AIR FORCE BASE, ILLINOIS 22 July 2026 -- 1 of 6 -- 1) PROJECT SCOPE: The following will be done: The contractor shall provide all personnel, equipment, tools, materials, supervision, and other items necessary for the installation of the Unaccompanied WiFi as defined in this Statement of Work. The services called for under this requirement shall be performed in accordance with the terms, conditions, and specifications stated herein until such time as said services are completed to the satisfaction of the Government. This contract will be a base year plus four Option Years. a) The project sites are located at Scott Air Force Base (AFB). Scott AFB is located approximately nineteen (19) miles east of St Louis, Missouri on Highway U.S. 64. The three specific locations are Building 1830, 1850, 1820, located at 410 Enlisted Drive Scott AFB IL 62225. All buildings are three-story (three floors) with four-flights of stairs on both North and South side of the facility. There are 396 dorm rooms in total, and all are accessible from outside. Most of the dorm rooms will be occupied by residents during installation. 2. REQUIREMENTS: The contractor is responsible for delivery of equipment, installation, trash removal, and continuous yearly internet service. The contractor will provide all the equipment necessary for the WiFi internet service. The contractor will upgrade and run 10GB fiber into each of the three buildings. Attached are blueprint diagrams of all three buildings for reference. The Main Distribution Frame (MDF) will be placed in the center building 1820. The fiber will connect building 1820 to buildings 1830 and 1850. Intermediate Distribution Frame (IDFs) will be located in each building to support the necessary equipment to support the solution. In each IDF the contactor will install switch(s) to support the contractor installed Access Points (APs). The contractor will install new ethernet cables to connect each of the APs to the Power over Ethernet (PoE) Switch in the IDF. Each building will require an IDF located in the attic area of each wing. Meaning each building will have two IDFs. From the attic the contractor will be able to reach the rooms where the contractor will install the APs. The contractor shall develop and submit a comprehensive network design plan and a technical plan for Government review. The proposed network design and technical plans must adhere to the Office of the Secretary of War (OSW) policy, Increasing Access to Broadband Internet in Department of Defense Unaccompanied Housing in the United States. a. The design shall meet or exceed the following technical and operational standards: i. Per section 2265, broadband internet access shall “meet or exceed any speed benchmark established by the Federal Communications Commission” (FCC) under section 706 of the Telecommunications Act. As of March 2025, the current FCC minimum for fixed broadband at the time of this policy is 100 Megabytes per second (Mbps) download and 20 Mbps upload speeds (FCC-24-27A1). ii. A service login landing page (i.e., captive portal) will be presented to each user that clearly describes the terms and conditions of use prior to the user accessing the service. iii. Appropriate web content filters shall be applied, and content will be filtered for inappropriate material in accordance with respective Component-level policy. 3. Maintenance and Service Response Time: The contractor shall provide in the technical plan how the contractor will respond to maintenance and technical support to resolve network outages and service degradation. Upon notification of a service issue or receipt of a government service call, the contractor shall respond on-site within 24 hours to resolve issue. 4. CLEANUP: The Contractor shall clean up the work site at the end of each workday to the satisfaction of the Project Manager. Upon completion of the project, the Contractor shall remove all material, equipment, and debris from the site and leave the site in a neat condition. -- 2 of 6 -- 5. WARRANTY: The contractor shall provide at a minimum the best warrantee available to commercial customers and shall specify in their proposal the exact terms and conditions of the warrantee. 6. GENERAL PROVISIONS: a. SCHEDULE AND STANDARD WORKDAY/WEEK: The work shall start within five (5) calendar days of notification that the site is ready. Work shall be accomplished during a standard, 5-day week, Monday through Friday, between the hours of 7:00 A.M. and 5:00 P.M. local time, excluding Federal Legal holidays and non-work days resulting from holidays occurring on weekends. When the contractor desires to work at other than the times, the contractor shall submit a written request to the Contracting Officer for approval and shall receive written approval from the Contracting Officer before proceeding with work. The request shall be submitted at least five (5) workdays prior to the proposed performance of work, and shall indicate the day/days, time/amount of work, and reason why permission should be granted to perform work during nonstandard hours. Approval for work to be performed during nonstandard time will be given only in cases of extreme necessity. b. WORK SEQUENCING AND PHASING PLAN: The contractor shall proceed with the work in a manner that allows for speedy completion. This has become a health and safety deficiency, thus would like the project completed as soon as possible. c. NOTIFICATION: The contractor shall coordinate all work with the Contracting Officer or the designated Contracting Officer’s Technical Representative (COTR). The Contracting Officer or COTR shall notify the Contractor 5 days prior to commencement of work. d. CONTRACTOR’S OFFICE SPACE AND ON-SITE STORAGE AREA: Office space required for the Contractor’s operation shall be the responsibility of the Contractor.
