The Bureau of Reclamation intends to award a Firm-Fixed Price Purchase Order for T1 Data Circuit Services. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2026-01, as of March 13, 2026. This requirement is being solicited under full and open competition and will be awarded using comparative evaluation in accordance with FAR Overhaul Part 12. Background This is a recurring requirement for Facilities Access Service for T1 Data Circuit 999-822-0062 used for providing a dedicated means of communication between Friant Dam and The Bureau of Reclamation's South Central California Area office (BOR SCCAO). Ponderosa Telephone Company is the service provider for dedicated circuit for the Supervisory Control and Data Acquisition (SCADA) system. The circuit itself is controlled by a computer to keep the circuit on or off and the monthly service fee allows that access. Ponderosa is the Local Exchange Carrier (LEC) for the area which was established in 1984 with the break-up of AT&T monopoly. Data access is regulated by tariffs and the California Public Utilities Commission. 2. Scope To provide Facilities Access Service for a T1 Data Circuit between Friant Dam which is located at 18015 Friant Dam Upper Road, Friant, CA 93626 and the Fresno Area Office which is located at 1243 N Street, Fresno, CA 93721. 3. Period of Performance Base Year 09/01/2026 to 08/31/2027 Option Year 1 09/01/2027 to 08/31/2028 Option Year 2 09/01/2028 to 08/31/2029 Option Year 3 09/01/2029 to 08/31/2030 Option Year 4 09/01/2030 to 08/31/2031 4. Hours of Operations The contractor is responsible for providing support and conducting business between the hours of 6:00 to 4:30 Monday through Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. For other than firm fixed price contracts, the contractor will not be reimbursed when the government facility is closed for the above reasons. The Contractor must always maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the Government facility is not closed for the above reasons. 6. Contractor Payment Schedule. The Contractor may submit invoices for payment at the end of each billing period. Invoices will be paid via Electronic Funds Transfer. 7. Security The contractor shall be responsible for safeguarding all government equipment, information and property provided for contractor use. -- 3 of 14 -- 4 8.
