CUI 1 STATEMENT OF WORK FOR B1028 Chilled Water System Replacement 606 S. ASPEN ST. BUCKLEY SFB, COLORADO 80011 20 May 2026 -- 1 of 8 -- CUI 2 1.0 Scope of Work 1.1 Overview The chilled water system serving building 1028 suffers from degraded serviceability, requiring an increase in corrective maintenance. To prevent future downtime caused by sub-component failures and other performance issues, the unit will need to be replaced. Replacing the chilled water system will increase reliability, avoiding any future interruptions to mission. 1.2 Primary Objective The Contractor shall provide all supplies, materials, tools, equipment, and qualified labor necessary to replace the chilled water system consisting of a chiller, two computer room air handlers (CRAHs), and associated distribution. 1.3 Chilled Water System Replacement The contractor is responsible for providing all material and qualified labor necessary for the completion of this project. The contractor shall: • Base the design of the chiller system on Trane-series equipment to support the Government’s goal of equipment standardization. • Provide temporary cooling to ensure server room temperatures are within operational limits. • Decommission and remove the chiller, CRAHs 1 and 2, along with all necessary associated distribution. • Provide and install new Trane chiller system meeting the following technical specifications: o Physical footprint must fit onto the existing concrete pad (19’ - 11” L x 12 ‘- 8” W x 6 “- 8” H”). If the equipment exceeds these dimensions, the pad shall be extended to accommodate the new equipment. o The operational weight of the new chiller system must not exceed the existing concrete pad’s load capacity of 12,000 lbs. o System Capacity to be determined by performing a cooling system design load calculation in accordance with UFC 3-410-01, Sections 2-4 and 2- 5.6. o Must integrate into the existing electrical 460V, 60 Hz, 3-Phase power supply and comply with all the applicable requirements in UFC 3-501-01. -- 2 of 8 -- CUI 3 o The refrigerant type must comply with the environmental requirements specified in UFC 3-401-01, Section 2-5. o Sound and vibration control must comply with the requirements in UFC 3-410-01, Section 2-19. o Must integrate into existing base Energy Management Control System (EMCS) and meet all applicable requirements in UFC 3-410-01, UFC 3- 410-02 and EMCS Standards 21JAN2026. • Provide and install CRAHs meeting the following technical specifications: o Physical dimensions must fit in designated server room, utilizing a pathway with door clearances measuring 34” W x 82” H. o System capacity to be determined by performing a cooling system design load calculation in accordance with UFC 3-410-01, Sections 2-4 and 2- 5.6. o Must integrate into existing electrical 460V, 60 Hz, 3-Phase power supply and comply with all applicable requirements in UFC 3-501-01. o Sound and vibration control must comply with the requirements in UFC 3-410-01, Section 2-19. o Must integrate into existing base Energy Management Control System (EMCS) and meet all applicable requirements in UFC 3-410-01, UFC 3- 410-02, and EMCS Standards 21JAN2026. • Following installation, commission all new equipment verifying proper system performance. 1.4 Contractor-Furnished Items The contractor is responsible for providing all necessary qualified labor, materials and equipment, including but not limited to: • Tools and specialized equipment needed to install a new chilled water system. 2.0 Governing Standards All work shall be performed in strict accordance with the manufacturer's specifications and the latest editions of the following codes and standards: -- 3 of 8 -- CUI 4 • UFC 3-401-01 Mechanical Engineering • UFC 3-410-01 HVAC Systems • UFC 3-410-02 Direct Digital Control For HVAC • UFC 3-501-01 Electrical Engineering • UFC 3-520-01 Interior Electrical Systems • UFC 1-200-01 General Building Requirements • UFC 3-600-01 Fire Protection Engineering for Facilities w/ Change 6 • UFC 4-010-06 Cybersecurity of Facility Related Control Systems • UFGS 01 35 26 Governmental Safety Requirements • UFGS 23 05 11 Common Work Results for HVAC • OSHA .29 CFR 1926.501: Duty to Have Fall Protection • OSHA 3146-05R 2015: Fall Protection in Construction • UFGS 23 05 93 Testing, Adjusting and Balancing for HVAC • UFGS 23 64 00 Chilled Water Systems • UFGS 23 09 00 Instrumentation and Control for HVAC • UFGS 25 05 13 – Electronic Security System Infrastructure • National Electric Code (NEC) 2026 • International Building Code (IBC) 2018 • National Fire Protection Association (NFPA) 70, 90A, and 101. • State and Local Building Code Standards 3.0 Technical & Compliance Requirements 3.1 Definition of Qualified Labor The contractor must ensure all technicians are certified and licensed to service, repair, and install chilled water systems in accordance with the standards listed in Section 2.0. Furthermore, all technicians must possess specialized certification and experience with the following specific equipment: • TRANE chilled water systems • Specialized Chilled water systems for computer / server rooms • Computer Room Air Handlers CRAHs -- 4 of 8 -- CUI 5 4.0 Reporting & Deliverables Upon project completion, the contractor shall submit a final report containing the following detailed information: • As-builts of newly installed system • Newly installed equipment’s O&M manuals • Commissioning report • Manufacturer warranty info. • A summary of all operational and safety checks performed. 5.0 OPSEC & Anti-Terrorism/ Force Protection Requirements The Contractor shall review and adhere to all Operations Security & Anti- Terrorism / Force Protection measures listed in this section IAW BSFB’s most current AT Plan. Project managers from the 460th CES will verify that all contractors have reviewed and understand the following requirements. • Entry, Escorts & Training: Prior to authorizing entry to SB
