CATHOLIC PRIEST
General Information
1. SCOPE OF WORK: This is a non-personnel services contract to provide religious
support as a part time Catholic Priest. The Government shall not exercise any
supervision or control over the contract service providers performing the services
herein. Such contract service providers shall be accountable solely to the Contractor
who, in turn is responsible to the Government.
12. BACKGROUND: Provision for the free exercise of religion of DoD personnel is a
requirement under Title 10, USC. The number of Catholic priests serving as chaplains in
the US Army is not always adequate to ensure free exercise of Catholic DoD personnel
at all times. Army Regulations and guidance allow for contracting with qualified Catholic
priests to provide services when assigned personnel are unavailable. The authority for
contracting for Catholic Priest services is in AR 165-1, paragraph 5.1.
1.3. QUALIFICATIONS: All services under this contract are to be performed by a
Catholic Priest with verifiable moral character; spiritual maturity and credentials
authorized by the Catholic Church and verified by the Senior Installation Chaplain.
Applicants must be willing to undergo a background check. The contractor shall be fully
qualified to perform the required services without any supervision or direction by
government personnel.
1.4 OBJECTIVE: Contractor will assist USAGFG in assuring free exercise of religion
for Catholic personnel through regularly-scheduled and emergency services.
2. CONTRACTOR PERSONNEL.
a. Contractor will provide masses, confession, pastoral care with sacraments and
after-hours emergency services for USAGFG as needed.
b. Designation of Technical Representative: the Fort Gordon Chaplain Resource
Manager Chaplain (MAJ) Eric B. Bundrick, 706-791-4684, or his authorized
representative is designated as the Technical Representative of the Contracting Officer
for the purpose of technical surveillance of performances and inspection of materials for
work being performed under this contract.

c. Receiving report responsibility: The contractor is solely responsible for turning in a
monthly invoice of services to the CRM the following duty day after the last Sunday of
each month.

d. Termination for convenience of the government: The Contracting Officer or the
contractor, with thirty days prior written notice, may terminate this contract, in whole or
in part, when it is in the government’s interest. If this contract is terminated, the
government shall be liable only for payment under the payment provisions of this
contract for services rendered before the effective date of termination.
e. Contractor Points of Contact. The contractor shall provide the Contracting Officer
and the COR with the names of a primary and alternate point of contact with telephone
numbers, in case of emergency.
f. Personal Property. The contractor shall ensure that personal property is clearly
marked and identified to preclude misidentification as government property.
3. PERFORMANCE EVALUATION MEETINGS. The Contracting Officer’s
Representative shall notify’ the Contracting Officer of any discrepancies, disputes, or
indications of poor performance. The Installation Catholic Chaplain, if not the COR, shall
notify the Contracting Officer of such indications.
a. Quality Assurance: The government shall evaluate the contractor’s
performance under this contract in accordance with the Quality Assurance Surveillance
Plan. This plan is primarily focused on what the Government must do to ensure that the
contractor has performed in accordance with the performance standards. It defines how
the performance standards will be applied, the frequency of surveillance, and the
minimum acceptable defect rate(s).
4. HOURS OF OPERATION. The contractor shall provide the required products and
services as indicated in the delivery schedule of the contract.
a. Recognized Holidays: Contractor may need to provide services on recognized
federal holidays, Days of no scheduled activities (DONSA) and training holidays.
Coordination for such requirements will be made by the COR, in concert with the senior
Catholic chaplain on post. Recognized federal holidays are:

Independence Day Christmas Day

5. SPECIFIC TASKS:
5.1 Tasks.
5.1.1. Conduct mass. Contractor will plan worship services, prepare homilies and
coordinate with the Parish Coordinator and/or Chaplain Assistant(s) at chapel in which
service will be held. Sunday and weekday masses will be provided, in coordination with
the senior Catholic chaplain on post.
5.1.2. Provide Sacrament of Confession. Contractor will make available opportunities for
confession prior to or following scheduled services, and will coordinate with the Parish
Coordinator and Chaplain Assistant (if applicable) at chapel in which service will be
held.
5.1.3. Pastoral care with Sacraments. Contractor will provide requested pastoral care as
requested by the senior Catholic chaplain. Such pastoral care may include
administration of Sacraments, at the discretion of the Contractor. Contractor will ensure
that he has supplies available to provide such ministry by coordinating with the Chaplain
Assistant or senior Catholic chaplain.
5.1.4. Emergency Ministry. Contractor will provide emergency ministry, including
Sacraments (as appropriate) as requested through the senior Catholic chaplain or
Parish Coordinator.
6. Security Requirements: The following requirements must be incorporated into all
classified and unclassified contracts to include the Performance Work Statement on
Fort Gordon. This applies to all contracts that exceed 60 days or more.
