PERFORMANCE WORK STATEMENT (PWS)
FOR
PROTESTANT DIRECTOR OF RELIGIOUS EDUCATION (DRE) AT
GEILENKIRCHEN AB
1. DESCRIPTION OF SERVICES/GENERAL INFORMATION
1.1. DESCRIPTION OF SERVICES
1.1.1. Scope of Work: The Protestant DRE (“the Contractor” or “the DRE”) directs, advises and
coordinates Religious Education (RE) for the Geilenkirchen (GK) Protestant Community. The
DRE consults and coordinates with the Protestant Chaplain on all religious education
requirements for the Protestant community. The Contractor shall assist the Protestant Chaplain
inthe administration of the chapel office and attend to the facilitating of parish and chapel
processes and procedures. The Contractor shall coordinate the entire Protestant religious
education program with the Installation Chaplain and/or Protestant Chaplain and NCOIC.
1.1.2. Location: Primary facilities to be used by the DRE to carry out his/her duties include, but
are not limited to, spaces in Bldg 3 and Bldg 4 on Geilenkirchen NATO Air Base.
1.1.3. Workmanship: All work shall be accomplished within the guidelines of the Protestant
Chaplain, Department of the Air Force Instructions, and the Installation Chaplain’s Policy
Statements.
1.1.4. Work to be Accomplished: The DRE must:
1.1.4.1 Coordinate and administer a comprehensive Protestant RE program which includes
the following when applicable: Adult studies, coordinate with Protestant Nursery and
Preschool Director or provide RE curriculum for nursery program (e.g., AWANA or similar
program), Children’s Church, Vacation Bible School, Youth Groups and various special
projects as deemed necessary by the Protestant Chaplain or Installation Chaplain.
1.1.4.2 Assist the Protestant Chaplain in determining curriculum needs, selecting
appropriate curricula in accordance with Protestant teaching and Air Force Chaplain Corps
standards, set out in AFI 52-101.
1.1.4.3. Provide his/her own transportation.
1.1.4.4. Possess a working knowledge of the Christian church calendar and anticipates
RE needs of the Protestant community.
1.1.4.5. Plan, develop, and implement an annual Advent/Christmas Program, Easter
Program, and Vacation Bible School programs, as needed or directed by the Protestant
Chaplain, to include recruiting, training, and equipping volunteers of these programs.
1.1.4.6. Present at RE class sessions, including evening or weekend programs.
1.1.4.7. Maintain current Protestant community roster of active ‘families’ of the
Geilenkirchen NATO AB Protestant community.

1.1.4.8. Visit all RE classes as necessary to ensure quality control of the RE program.
1.1.4.9. Coordinate fellowship meals for Protestant RE activities as directed by
the Protestant Chaplain.
1.1.4.10. Coordinate with the Contracting Officer Representative Chaplain and/or the
Protestant Chaplain if unable to attend RE Programs and provide an acceptable substitute.
1.1.4.11. Prepare an annual fiscal year Protestant RE budget and annual calendar
of activities and events and coordinate requirements with the Protestant Chaplain.
1.1.4.12. Complete, coordinate, and submit the necessary forms for processing supply,
equipment, and curriculum orders through the Protestant Chaplain, Chapel Tithes and
Offerings Account Manager (or equivalent), and NCOIC, in accordance with local
instruction and Installation Chaplain direction. Coordinate with vendors to complete
“Covered Telecommunications Equipment or Services Representation” forms, also
known as “889s”, as required.
1.1.4.13. Monitor expenditures and ensure purchase requests are feasible and within the
constraints of the Protestant budget. Maintain files of purchases, outstanding amounts,
and balance of the Protestant fund weekly. Maintain and report allocated budget activity
and status to the CTOF Accounting officer/manager or the Installation Chaplain or the
Protestant Chaplain on a weekly basis.
1.1.4.14. Coordinate project officer requests, return project officer reports, process and
manage collection of funds projects, and deposit project officer and project collection monies.
1.1.4.15. Inventory materials received from Chapel Tithes and Offerings (CTOF) orders.
1.1.4.16. Recruit, train, and equip volunteer teachers and aides.
1.1.4.16.1. Develop, plan, and implement RE workshops for volunteer teachers.
1.1.4.17. Coordinate background investigation for volunteers as required by Department of
Defense Instruction 1402.5, Criminal History Background Checks on Individuals in Child
Care Services, DAFI 52-101, and 52-105.
1.1.4.18. As a volunteer supervisor, contractor must report volunteers’ service hours
IAW DAFI52-101, para 6.3.4.
1.1.4.19. Maintain an accurate and up-to-date database of teachers, aides, substitutes, and
facilitators in the Protestant RE program.
1.1.4.20. Maintain attendance records of program participants/families.
1.1.4.20.1. Tracks and submits RE attendance figures to the Protestant
Chaplain, within two calendar days, at the completion of event/program.
1.1.4.21. Submit facility request forms to the chapel facility scheduler for coordination and
approval.

1.1.4.22. Ensure all volunteers and program participants are familiar with facility manager
requirements for emergency procedures and egress.
1.1.4.23. Attend chapel staff and Protestant Parish Advisory Council meetings. If
unable to attend, contractor must coordinate with the Contracting Officer
Representative or the Protestant Chaplain to provide a qualified substitute IAW
Para 1.2.2.1.
1.1.4.24. Provide advertising for the start of recurring events or special events/programs at
least two weeks prior to activities. The contractor may use methods including, but not limited
to, weekly bulletin announcements, social media, yearly and monthly calendars, and verbal
pulpit announcements.
1.1.4.25. Be responsible for announcing the cancelation of RE programs due to inclement
weather, or other unforeseen circumstances, after consulting with the Protestant…
