In accordance with FAR 12.001(a), when a policy in another part is inconsistent with FAR Part 12, Part 12 shall take precedence. 52.212-2 Evaluation-Commercial Products and Commercial Services (Nov 2021) Basis for Award: The Government intends to award a single, firm-fixed-price contract to the responsible quoter whose quote, conforming to the solicitation, is determined to provide the best value to the Government, by evaluating Price and Other Factors. The following factors are listed in no specific order of precedence and will be used to evaluate quotations: Price Technical Past Performance Price Reasonableness : Will be conducted in accordance with FAR 12.204(a). The total quoted price, to include shipping costs, will be used in the price evaluation. Contract Award: In accordance with FAR 12.201-1(b), any award resulting from this solicitation will be issued on a Government Purchase Order. The Purchase Order is the Government's offer to the supplier. A binding contract is formed only when the supplier accepts the Government's offer, either by providing written acceptance or through substantial performance.
