This is a COMBINED SYNOPSIS/SOLICITATION for commercial product prepared in accordance with FAR part 12, as supplemented with additional information included in this notice. This announcement constitutes only solicitation; quotes are being requested and a separate written solicitation will not be issued. The solicitation number is N0040626Q0176 and is issued as a Request for Quotation (RFQ) for CNC LATHE REPAIR. This acquisition is a sole source. This combined synopsis/solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov. The NAICS CODE is 811310 and the Small Business Size Standard is 12.5 (millions of dollars). The Government intends to solicit and award a firm fixed price (FFP) purchase order with only one source, Phillips Corporation Federal Division, under the authority of FAR 12.102(a) on a sole source basis. Interested parties may identify their interest and capability to respond to the requirement and submit quotes. Determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. This Solicitation is a SOLE SOURCE REQUIREMENT for Phillips Corporation Federal Division 1. NOTICE TO ALL OFFERORS: The Government anticipates awarding a firm, fixed price contract in accordance with FAR Part 12 in response to quotes/proposals received in response to this solicitation. A firm fixed price contract places the maximum risk and full responsibility for all costs and resulting profit or loss on the contractor, offerors are advised to consider these risks when pricing their quotes/proposals. 2. DELIVERY/INSPECTION: FOB DESTINATION. SUPPLIES WILL BE DELIVERED AND INSPECTED: Upon delivery, the composite shaft shall be subject to inspection by designated government technical personnel to verify that it meets all contract specifications. This includes, but is not limited to, verification of the part -- 1 of 35 -- number, designation, and a visual inspection for any damage or defects. The government reserves the right to reject any item that does not conform to the requirements of this Statement of Work. 4. The Government will evaluate the offeror’s price for reasonableness and past performance as part of the responsibility determination. 5. SINGLE AWARD FOR ALL ITEMS: Due to the interrelationship of supplies and/or services to be provided N0040626Q0176 hereunder, the Government reserves the right to make a single award to the quoter whose quote is considered in the best interest of the government, price and other factors considered. Therefore, quoters who quote less than the entire effort specified herein may be determined to be unacceptable. 6. AUTHORIZED DISTRIBUTOR letter or documentation from the OEM is required to be submitted with quotes. 7. “EXCEPTIONS: All quoters MUST note all exceptions from the solicitation’s terms, conditions, specifications, and/or the statement of work, if any. It will be assumed that any quote without mention of any exceptions will take no exception from all specifications, terms and conditions, clauses, or provisions within the solicitation.” 8. Submission of invoices will be via WAWF; see Clause 252.232-7006. 9. Delivery by: Shipping terms shall be: FOB Destination; therefore, the quote SHALL include shipping cost. To be considered for this opportunity, all quotes shall be submitted in either Microsoft Word, Excel spreadsheet or Adobe PDF. Each quote must clearly indicate the capability of the vendor to meet all specification requirements by submitting a specification sheet for each part and will be reviewed for acceptability by the Technical POC.
