DEMO MINIMUTE SITES Attachment 1, Statement of Work Page 1 of 7 VLSB 26-0072 PAVING IDIQ STATEMENT OF WORK FOR DEMO MINIMUTE SITES April 27, 2026 PROJECT: VLSB 26-0072 BACKGROUND: The purpose of this project is to perform a comprehensive demolition, removal, and site restoration services at the two (2) specified locations: the Olanta Site and the Kingstree Site. SCOPE OF WORK: The contractor shall provide all necessary labor, supervision, materials, and equipment to perform the tasks outlined below. All work shall be executed in a safe and professional manner, with debris disposed of in accordance with all local, state, and federal regulations. GENERAL REQUIREMENTS: The following requirements are applicable to both sites: • Mobilization: Mobilize personnel and equipment to each project site. • Debris Removal: Legally dispose of all demolition debris and materials off-site. • Safety: Adhere to all applicable safety protocols, standards & procedures for demolition and construction. -- 1 of 7 -- DEMO MINIMUTE SITES Attachment 1, Statement of Work Page 2 of 7 VLSB 26-0072 BASE BID (CLIN 0001): OLANTA SITE All the existing structure at the Olanta Site is to be demolished in its entirety. The overall site is to be graded & restored in its entirety. The contractor shall perform the following demolition and restoration tasks: • Earthwork & Grading: • Remove 570 cubic yards of 6" aggregate base. • Provide, place, and fine grade 570 cubic yards of topsoil fill. • Fencing & Gates: • Remove 600 linear feet of chain-link fence and associated gates. • Remove 3,200 linear feet of t-post and 3-strand barbed wire fence and associated gates. • Structural Demolition: • Remove and dispose of two (2) lightning towers. • Remove two (2) concrete tower footings (2 cubic yards total). • Remove one (1) housekeeping concrete slab (1 cubic yard). • Electrical Demolition: • Remove 350 linear feet of underground electric service. • Remove one (1) lot of electrical service racks and pole. • Remove approximately 23 ground rods. • Remove 1,000 linear feet of #2/0 ground ring. • Site Restoration: • Hydroseed 3,500 square yards of all disturbed areas. -- 2 of 7 -- DEMO MINIMUTE SITES Attachment 1, Statement of Work Page 3 of 7 VLSB 26-0072 OPTIONAL BID (CLIN 0002): KINGSTREE SITE All the existing structure at the Kingstree Site is to be demolished in its entirety except for the existing gravel. The existing gravel is to remain in place and to be kept in good condition post demolition . The contractor shall perform the following demolition and restoration tasks: • Fencing & Gates: • Remove 600 linear feet of chain-link fence and associated gates. • Remove 2,100 linear feet of t-post and 3-strand barbed wire fence and associated gates. • Structural Demolition: • Remove and dispose of two (2) lightning towers. • Remove two (2) concrete tower footings (approximately 2 cubic yards total). • Remove one (1) housekeeping concrete slab (approximately 1 cubic yard). • Electrical Demolition: • Remove 350 linear feet of underground electric service. • Remove one (1) lot of electrical service racks and pole. • Remove approximately 23 ground rods. • Remove 1,000 linear feet of #2/0 ground ring. • Site Restoration: • Provide, place, and fine grade 200 cubic yards of topsoil fill in all impacted areas. • Hydroseed approximately 1,200 square yards of all impacted areas. PERIOD OF PERFORMANCE The Period of Performance (POP) shall be 60 calendar days from the Notice to Proceed (NTP). -- 3 of 7 -- DEMO MINIMUTE SITES Attachment 1, Statement of Work Page 4 of 7 VLSB 26-0072 GENERAL DESIGN AND CONSTRUCTION NOTES: Any references to State Government, Federal Government, or Industry standards or specifications made herein shall form a part of this specification to the extent referenced thereto and all materials and workmanship under this contract shall comply with or exceed these standards and references. All referenced standards shall be the latest edition. All drawings shall be sealed, signed and dated by a Professional Engineer (PE) and/or Registered Architect (RA), currently registered in the state of South Carolina, and is a design professional in the area covered by the sheet(s) of the drawings they seal. The Contractor shall show all calculations on the drawings in lieu of a separate document, except where specifically allowed by the Shaw AFB Design Engineer. The contractor shall include make, model number and inherent operational characteristics on the drawings for all of major equipment supplied for the facility. The Contractor shall supply manufacture’s cut sheets with the submittal where the component is identified. Where specific part numbers or manufactures are referenced, it shall be understood that the contractor may use an approved equal. All manufactured equipment and products shall be new materials in good condition and installed as per manufacturers’ latest printed instructions, unless specified otherwise herein. The Contractor is responsible for protection of existing facilities equipment from damage during installation and testing operations. Contractor shall take into account the special treatment of hazardous waste, as well as the environmental implications related to building demolition management (i.e. fluorescent lighting tubes, t-stats, etc.). Every effort shall be made to recycle eligible materials, and those not suitable, shall be disposed of off base in accordance with all (SCDHEC) South Carolina Department of Health and Environmental Control regulations. Any refrigerant amounts removed or installed shall be documented and the information shall be provided to Shaw AFB. If any submittal doesn’t, in the opinion of the Contracting Officer, meet or exceed the requirements contained within this SOW, in the Shaw AFB Design Standards or in any referenced design guidance or nationally recognized code then it shall be considered to be unacceptable and returned to the Contract for correction and resubmission.
