COMBINED SYNOPSIS AND SOLICITATION
SOLICITATION NUMBER 19GE5026Q0095
Regional Procurement Support Office (RPSO) Frankfurt hereby issues this solicitation for Design-Build
Repair of Fire-Damaged Motor Pool Garage in support of the U.S. Embassy Seoul, Republic of
Korea. All interested and responsible sources may submit a quotation in accordance with the
instructions, terms, and conditions contained in this solicitation.
Type of Contract:
The Government intends to issue a single firm-fixed-price contract as a result of this solicitation in
accordance with FAR 12.201-1(a). The firm-fixed price shall include all labor, supervision, tools,
equipment, transportation, services, testing, commissioning, documentation, management, and other
costs necessary to complete the required work. The Government will not reimburse the Contractor for
any costs not included in the firm-fixed price, unless specifically authorized in writing by the
Contracting Officer through a formal modification to the contract.
I. GENERAL
This combined synopsis/solicitation is issued as a Request for Quotation (RFQ) for commercial
construction services and is prepared in accordance with FAR Part 12, Acquisition of Commercial
Products and Commercial Services, in conjunction with FAR Part 36, Construction and Architect-
Engineer Contracts. This announcement constitutes the complete solicitation. Quotations are requested,
and a separate written solicitation will not be issued. This acquisition is conducted on an unrestricted
basis and is not set aside for small business concerns.
The solicitation, including all incorporated provisions and clauses, reflects the Federal Acquisition
Regulation (FAR) as revised through the Revolutionary FAR Overhaul (RFO). The RFO revisions apply
to this acquisition unless the Contracting Officer determines otherwise in writing. The applicable North
American Industry Classification System (NAICS) code is 236220, Commercial and Institutional
Building Construction.

II. ITEMIZED LINE ITEMS
The quoter shall submit a complete price quotation using the Price Proposal Breakdown in Attachment
2.
III. DESCRIPTION OF REQUIREMENTS
Refer to Attachment 1, Schedule and Contract Clauses, for the complete requirements, including the
SOW, applicable clauses, performance requirements, and terms governing the resulting contract. The
quoter shall submit a complete quotation addressing all stated requirements. Failure to do so may result
in the quotation being found unacceptable.
IV. PERFORMANCE LOCATION AND ACCEPTANCE TERMS
Performance under the resulting contract shall take place at the U.S. Embassy Seoul, Republic of Korea.
The Government will assess performance through inspection, coordination meetings, status reporting,
testing, commissioning, and quality-assurance reviews. Acceptance will be based on the Contractor’s
completion of the required work, compliance with the SOW, satisfactory correction of any identified
deficiencies, and submission of required deliverables, including test, inspection, commissioning, as-
built, warranty, and operation and maintenance documentation, as applicable.
Defense Base Act (DBA) Insurance: The quoter shall refer to Section B.3 in Attachment 1 for DBA
insurance requirements. The cost of DBA insurance may affect the Contractor’s pricing and should be
considered when preparing the price quotation.
