Dinosaur National Monument STATEMENT OF WORK: Inspection, Cleaning, and Minor Repair of Potable Water Reservoirs Utilizing DiversDinosaur National Monument PMIS # 322519 DATED: April 2026 Revised: July 2026 NATIONAL PARK SERVICE 1. Background National Park Service manages potable water systems at Dinosaur National Monument to support visitor use, employee housing, and operational facilities. The monument maintains multiple concrete water storage reservoirs constructed circa 1960. Due to age-related deterioration, including cracking, spalling concrete, and corrosion of embedded metal components, these reservoirs require routine inspection, cleaning, and minor repairs to ensure continued compliance with potable water standards and safe operation. These reservoirs are classified as critical infrastructure systems. DESCRIPTION Park water storage tanks need to be cleaned and inspected to remove the normal buildup of sediment and identify any equipment deterioration that may require repairs in the future. Routine cleaning will ensure the potable water system remains within regulated standards. The scope of work for this contract consists of cleaning seven (7) tanks at seven (7) areas within the park (see Table 1 at the end of this section). Repair work identified during the inspection process that can be accomplished by the diving contractor as part of this contract will be presented to the Movement in a change order quote. The Government has the right to accept or reject the proposal. The Contractor shall provide all materials and labor required to perform the work specified. 1.2 LOCATION A. Al job sites are located within DINOSAUR NATIONAL MONUMENT (DINO NM) (see Figure 1 at the end of this section). The project sites for tank cleaning are: Quarry Visitor Center, Uintah County, UT; Split Mountain Campground, Uintah County, UT; Green River Campground, Uintah County, UT; Echo Park Campground, Moffat County, CO Delridge Campground, Moffat County, CO Headquarters, Moffat County, CO; Gates of Lodore, Moffat County, CO. 1.3 PERFORMANCE PERIOD: Work shall commence on or about September 2026. The total performance period is approximately 90 calendar days. 1.4 FIELD VERIFICATION A. The Contractor shall field verify all existing dimensions affecting the work in this contract before ordering any equipment/materials. 1.5 MATERIALS AND EQUIPMENT A. All materials and equipment shall be Contractor-furnished from outside the park. The water source at all locations is good. All reservoirs have a minimum 24-inch square access hatch and an inside ladder. Reservoirs at Green River, and Gates of Lodore are accessible at a minimum by a 4x4 pickup truck with trailer. Echo Park accessible by high clearance 4X4. The Quarry, Split Mountain, and Headquarters reservoirs are only accessible by portable equipment. 2. Objective The objective of this contract is to provide all labor, materials, equipment, and supervision necessary to: Perform routine inspection and condition assessment of potable water reservoirs Clean and sanitize interior surfaces Conduct minor repairs to maintain structural integrity and sanitary conditions Ensure compliance with applicable standards, including NPS-83 and U.S. Public Health Service drinking water requirements 3. Scope of Work 1.1 GENERAL A. Underwater Operations: All Dive Maintenance Technicians and associated in-tank equipment shall be fully disinfected in accordance with AWWA Standard C652-02. All System entries shall be conducted in accordance with applicable OSHA regulations pertaining to Diving in Confined Space; including 1910.401 through 1910.441. Specialty equipment may include but is not limited to; appropriate OSHA climbing and personal fall protection, AWWA and ADC approved commercial diving equipment dedicated to in-service potable water operations. Dive team shall consist of a minimum of three people. If two divers are submerged at the same time a minimum of a five-person diving team is required. All dive team members must have ANSI/ACDE 01-1993 minimum commercial diver training. This requires a certificate of graduation from an ACDE certified commercial diving school or equivalent military or other training (minimum 600 hr.). Dive team must have OSHA approved Standards, Procedures, and Safe Practices Manual present and available for review at each dive location. CLEANING PROCEDURES Cleaning procedures shall combine vigorous brushing of surfaces cleaned, in addition to removing material from the reservoir by vacuum or water suction. Use of a stationery or fixed brush inside or outside the vacuum head for this purpose is not allowed. The potable water reservoir will be in service during cleaning.
