IRRIGATION SYSTEM FOR NATL WEATHER SVC IN TEXAS

STATEMENT OF WORK Background: The National Weather Service (NWS) is in need of complete replacement of the existing irrigation system and landscape drainage repair in the following three (3) locations in Texas: Corpus Christi, Midland and New Braunfels. Objectives: The objectives of this project are to: • Improve the efficiency, uniformity and reliability of water irrigation system to ensure optimal landscape health. • Automate watering schedules with a modern, weather-based irrigation controller. • Replace inefficient equipment to reduce water waste and overspray. • Ensure the system is operating in compliance with all relevant state and local codes and standards. • Restore landscape rock, soil and sod to ensure issues are addressed at each location. Scope: The NWS expects a ‘turnkey solution’ for this contract. The work to be performed under this project requires the Contractor to provide all management, supervision, engineering, design, labor, equipment, materials, tools, testing, and other services necessary for the completion of all tasks. All work is to be completed using industry standards and best practices. Attachment 1 – Site Photos (in the Statement of Work) outlines the areas needing sprinkler coverage for all three (3) locations. Places of Performance: NWS - Corpus Christi 426 Pinson Drive Corpus Christi, TX 78406-1824 NWS - Midland 2500 Challenger Drive Midland, TX 79706-2606 NWS - New Braunfels 2090 Airport Road New Braunfels, TX 78130-2744 Period of Performance: Provide a fully functional and operational system at each of the three (3) locations no later than 120 Days from Date of Award, however, sooner is desired. -- 1 of 8 -- Government Point of Contact at Each Location: To be provided in award. General Requirements: The Contractor shall provide all supervision, labor, tools, materials and equipment necessary to perform work in accordance with the Statement of Work the manufacturer’s specifications and requirements; all applicable federal, state, and local laws; Occupational Safety and Health Administration (OSHA), Environmental Protection Agency (EPA), National Electrical Code (NEC), and National Fire Protection Association (NFPA) standards; building and facilities codes and criteria; and according to standard industry practices. The Contractor Shall: Task 1: All Locations System design and mapping: • Design irrigation system to accommodate requested coverage areas. • Map locations for controller, backflow preventor, manifolds, piping, valves, heads and zone layout. • Provide a copy of the irrigation system map to the Government Point of Contact for review and approval. Existing equipment: • Inspect backflow preventor and insure it functions properly and is code compliant. Replace or install new where needed. • Remove existing heads, valves, manifold and valve boxes. • Abandon in place- piping and wiring Controller replacement: • Replace the existing irrigation controller with a new weather-based controller. • Program the new controller with a seasonal watering schedule to optimize water use. • Install a rain-shutoff device or other sensors to prevent watering during and after precipitation. Pipe, valve and wire installation: • Request survey of existing utilities prior to excavation. It will be the responsibility of the contractor to repair and replace any damages made during excavation. • Locate existing piping under roadways and sidewalks to test and reuse or replace. • Install piping and wiring in same trench using industry standards. Add a single insulated conductor tracer wire for future locating and troubleshooting. • Install manifolds in below grade boxes for protection and future access. • Install valves below grade with valve boxes to protect from damage. Heads and nozzles: • Install pressure-regulating, high efficiency designed heads to reduce misting and improve efficiency for uniform coverage. -- 2 of 8 -- • Install heads in a manner to protect from damage. Install protection rings or guards in areas with mower traffic as needed. Component additions and adjustments: • Adjust all heads and rotors to ensure proper coverage and eliminate overspray onto buildings, sidewalks, driveways, and non-landscaped areas. Turf and landscape restoration: • Perform any necessary landscape restoration, such as soil and sod replacement, in areas disturbed during excavation, valve removal and head removal. Project closeout: • Perform a complete system test with the Government Point of Contact to demonstrate full function. • Perform any adjustments needed and address any concerns from the Government Point of Contact. • Provide the staff with training explaining the functions and settings of the controller. • Provide the NWS with a complete as-built drawing of the complete system. Exclusions: • Installation of a new water meter or replacement of the main water line. Task 2 -: CORPUS CHRISTI, TX: Turf and landscape restoration: • Add topsoil and sod in low areas around trees with exposed roots, ensuring a match with the existing sod. (Approximate measurements: Topsoil - 20 cu yd; Sod - 2500 sq ft) Task 3: MIDLAND, TX: Turf and landscape restoration: • Remove exiting mulch and replace with rock. Match existing rock. (Approximate measurement: Rock- 4 cu yd) • Ensure weed barrier is intact. Replace as needed. • Add topsoil in low areas along sidewalks and around trees with exposed roots. (Approximate measurement: Topsoil- 2 cu yd) Task 4: NEW BRAUNFELS, TX: Turf and landscape restoration: • Clean out culvert, add topsoil and sod to allow for proper drainage. (Approximate measurements: topsoil- 6 cu yd; sod- 800 sq ft) • Add topsoil and sod in low areas around trees with exposed roots and along sidewalks. (Approximate measurements: -topsoil- 8 cu yd; sod- 800 sq ft) • Add rock to low areas around buildings. Match existing. (Approximate measurement: - rock- 6 cu yd) • Replace existing landscape edging. (Approximate measurement: edging 280 ft) …
