1. INTRODUCTION:
a. Defense Logistics Agency (DLA) Disposition Services (DS) is a Major Subordinate
Command (MSC) of DLA with the responsibility of disposing and reutilizing the United
States Government (USG) Department of War (DoW) excess and surplus property
generated by the military services. This is accomplished through reutilization to other
DoW activities, transfer to other Federal agencies, donation to authorized state and local
organizations, sale to the public, or ultimate disposal through abandonment or
destruction. The headquarters for DLA DS is in Battle Creek, Michigan.
b. DLA DS Qatar supports the US Central Command (USCENTCOM) Area of
Responsibility (AOR). To support the DS mission to dispose in the USCENTCOM
AOR, DS requires a workforce with knowledge, skills and abilities to support excess
property management, administrative, office support, equipment maintenance and repair
to allow the site to function in a safe, efficient and user-friendly manner. DLA DS Qatar
consists of one Field Site located on Al Udeid Air Base, Qatar. With 22 contracted
personnel under the DLA DS contract. The expectations are that the workload will
fluctuate over time in alignment with USCENTCOM activities.
c. The Contractor shall provide non-personal services to include all necessary labor and
Personal Protective Equipment (PPE) to support DLA DS Qatar In Accordance With
(IAW) the Contract, its Performance Work Statement (PWS), and subsequent Task
Orders (TO) within the country of Qatar. The Contractor shall also be responsible to
provide their employees with Force Protection - Individual Body Armor (IBA), as
required by Host Installation.
d. The Contractor shall provide an estimated 22 personnel per the CLIN schedule. The
Contractor shall be able to increase those numbers by 200% for surge activities within 60
days and shall be able to decrease those numbers to 10% for drawdown activities within
30 days. The Mobilization CLIN will only be charged on the initial mobilization to fill a
new position on the first task order issued. Mobilization is not allowed on subsequent
task orders during the life of the contract unless the personnel number is increased.
Allowance for a Mobilization fee will be explicitly directed in the TO issued by DLA DS
Qatar. The specific number of personnel ordered shall be listed on each task order. If
there is an increase required, personnel are expected to be on site within 60 days of the
order.
e. The work schedule for DLA DS Qatar, is a nine (9) hour day five (5) day per week
(Sunday thru Thursday). DLA DS Qatar will provide required shift hours to the
Contractor. Contractors requiring escort, should be at the gate each workday 30 minutes
prior to work and should depart through the gate not later than 30 minutes after the
conclusion of work. The Contractor will schedule staggered one (1) hour unpaid lunches
that allow for continuous, uninterrupted operations. The Contractor will schedule

f. The term Contractor applies to all subcontractor personnel/equipment that may be hired
by the Contractor.
2. PERIOD OF PERFORMANCE:
This is a Firm-Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) contract
which consists of one (1) 12-month base period and two (2) 12-month options. The total
contract length shall not exceed three (3) years.
Base Period: 1/25/2027 to 1/24/2028
Option (1): 1/25/2028 to 1/24/2029
Option (2): 1/25/2029 to 1/24/2030
3. SCOPE:
The Contractor shall:
a. Perform a variety of tasks relating to the control and accountability of property. This
includes receiving property, reutilization, transfer, donation (RTD), demilitarization
(DEMIL), or other accountability and disposal actions.
b. Perform Material Handling Equipment (MHE) Operations and Services. The Contractor
will perform Preventive Maintenance Checks & Services (PMCS), Corrective
Maintenance (CM) and calibration of MHE, Vehicles, and Demilitarization Equipment at
DLA DS Qatar. The Contractor will perform these duties for all equipment in the
Equipment listing. This listing may change during the life of the contract, the Contractor
is expected to operate and service all equipment. The Contractor will be provided a new
Equipment Listing by the Contracting Officer (KO) or Contracting Officer
Representative (COR) when the equipment list changes.
c. Provide Parts Ordering and Parts Management services. Parts ordered under this PWS
are reimbursed at actual rates. The Contractor will have sufficient cash flow to fund
approximately $100,000.00 of parts per year. The annual approximate dollar value of
parts funding may be increased by 300%. The Contractor will be provided a 60 day
notice for increases above the baseline.
d. Provide Safety Officers to execute the planning, monitoring, and ongoing evaluation of
the DLA DS Qatar Safety program to achieve the safety goals and objectives.
e. The Contractor shall plan for and support services nine (9) hours-a-day, five (5) days a
week, with no services required after hours or on weekends (Friday & Saturday) without
advanced notice. The Contractor will be given at least a seven (7) day notice of weekend
work requirements. The DLA DS leadership will provide work and shift schedules as
