PERFORMANCE WORK STATEMENT 5.19.26 Page 1 of 20 PERFORMANCE WORK STATEMENT (PWS) SECTION C – DESCRIPTION/SPECIFICATION/WORK STATEMENT C.1.0 BACKGROUND The Naval Surface Warfare Center, Dahlgren Division (NSWCDD) provides comprehensive support to the Navy, including Research, Development, Test and Evaluation (RDT&E), analysis, and certification of naval warfare systems. This requirement is for the Property Management Division (Code 107), which oversees Operating Materials & Supplies (OM&S), Plant Property & Equipment (PP&E)/Asset Management (AM), and Purchase Requisitions (PR). The contractor shall provide non-personal services to support the mission of Code 107 and its branches (PR Branch, Supply Branch, General Equipment Branch) in managing policy, compliance, and accountability for government property. C.2.0 SCOPE The contractor shall provide all necessary personnel, supervision, and resources to deliver technical, project, analytical, and program management support for OM&S and PP&E/AM. The work encompasses policy support, financial and physical accountability, training, performance monitoring, process improvements, and the complete lifecycle of offsite warehousing and material delivery services. C.3.0 PERFORMANCE REQUIREMENTS C.3.1 Offsite Warehousing and Logistics Operations The contractor shall manage and operate an offsite warehouse for the receipt, storage, handling, and delivery of unclassified government materials. C.3.1.1 Facility Management: The contractor shall provide a secure, fully operational warehouse facility. • Performance Standard: The facility must be operational within 90 days of contract award and continuously meet all specified requirements for location, size (20,000 - 30,000 sq. ft.), security, material handling equipment (MHE), and storage conditions as detailed in section C.3.1.2. The facility must pass all periodic government inspections for compliance. C.3.1.2 The Contractor shall provide facility warehouse operations services. The Contractor’s facility shall meet the following requirements: • Located within 60 miles of Dahlgren Naval Base, 6149 Welsh Rd, Dahlgren, VA 22448. • 20,000 - 30,000 square feet of floor space (half bulk storage, half rack space), minimum floor load shall be 400lbs per square foot with a minimum ceiling height of 15 feet. -- 1 of 20 -- PERFORMANCE WORK STATEMENT 5.19.26 Page 2 of 20 • Facility shall contain the ability to provide stationary or rolling desks/workstations within the warehouse floor. • Facility shall contain the ability to provide both dock level and grade level loading, with minimum door dimensions of 14’ x 14’. The Government may grant an exception to this requirement if it deems Contractor’s proposed facility suitable. • Facility shall have space to park two (2) Government vehicles and three (3) visitor parking spaces. • Fire suppression system (WET or DRY) to house/store material (including hazardous materials (HAZMAT)) meeting federal, state and local requirements. • Material Handling Equipment (MHE). One (1) minimum 6K capacity forklift. • Facility will only house unclassified material and must be maintained to prevent loss/theft/destruction of material. • Provide labor services and facilities Monday-Friday (0730-1600). Warehouse operations include operating MHE, warehousing, receipt, segregation, storage, inventory, packing and crating, shipping and receiving, disposal, material tracking, etc. C.3.1.2 Material Handling and Delivery: The contractor shall manage the complete process of receiving, processing, and delivering materials. • Performance Standard: All incoming shipments must be processed (receipt, inspection, and acceptance) and made ready for delivery or stowage within 2 business days of arrival. Deliveries to the end-user shall be completed within agreed-upon timeframes established with the TPOC. The contractor is responsible for all transportation and associated costs. C.3.1.3 Inventory and Asset Management: The contractor shall ensure the accuracy and accountability of all government property. • Performance Standard: Inventory records in the Navy Enterprise Resource Planning (N-ERP) system must maintain a 98% accuracy rate, validated through periodic physical inventories. All discrepancies, losses, or damages must be reported to Code 107 within 24 hours of discovery. C.3.1.4 Material Segregation: The contractor shall maintain strict separation of all NSWCDD materials. • Performance Standard: There shall be zero instances of commingling of NSWCDD materials with any other entity's property. All physical, administrative, and inventory systems must demonstrate clear and auditable separation at all times. C. 3.2 Program Management and Support The contractor shall provide program management to ensure all performance objectives are met efficiently and effectively. -- 2 of 20 -- PERFORMANCE WORK STATEMENT 5.19.26 Page 3 of 20 C.3.2.1 Documentation and Reporting: The contractor shall develop, maintain, and deliver all required documentation. • Performance Standard: All Contract Data Requirements List (CDRL) items shall be delivered on time and in the correct format. Monthly Progress Reports, meeting minutes, and action item trackers must be 100% accurate and complete. C.3.2.2 Policy and Process Improvement: The contractor shall provide analysis and recommendations to enhance supply chain management processes. • Performance Standard: The contractor shall identify and report at least one new process improvement opportunity quarterly. All analyses and trend reports must be supported by verifiable data from N-ERP or other approved systems. C.3.2.3 Stakeholder Engagement: The contractor shall facilitate communication and collaboration among government personnel and stakeholders. • Performance Standard: Monthly working group meetings and training sessions shall be planned, coordinated, and executed as scheduled. Customer feedback shall be tracked, with reports showing a 95% satisfaction rate or a clear plan to
