Defense Logistics Agency DLA Installation Management Richmond DM-FRIE South Perimeter Fence Erosion Repair P.2026.00460 STATEMENT OF WORK (SOW) -- 1 of 48 -- Page 2 of 48 1. OBJECTIVES The objective of this project is to restore the integrity and functionality of the erosion control infrastructure along the South boundary of the Defense Supply Center Richmond (DSCR) installation. This will be achieved by repairing damaged sections of the erosion control measures, the cleaning out of existing stormwater outlets, and implementing new erosion control measures to stabilize the surrounding terrain in order to prevent further degradation, ensure compliance with security standards, and by and protecting critical infrastructure. The work will enhance site security, improve environmental resilience, and support long-term operational sustainability of the DSCR installation. 2. BACKGROUND DSCR serves as a critical logistics hub supporting the operational readiness of the U.S. military. Over time, environmental factors such as heavy rainfall, surface runoff, wildlife, and natural terrain shifts have contributed to significant erosion along the South perimeter of the installation, especially along Kingsland Creek. This erosion has compromised the integrity of the perimeter fence, reducing its effectiveness as a security barrier and increasing the risk of unauthorized access. Addressing these issues is essential to maintaining DSCR’s physical security posture and ensuring compliance with Department of Defense’s infrastructure standards. The proposed project will remediate existing erosion concerns and restore the perimeter fence to its intended function. 3. SPECIFIC REQUIREMENTS The contractor shall  Remove sections of perimeter fence required for the construction detailed below. Install temporary fencing and gates in accordance with UFC 4-022-03 Section 2-2 as well as DSCR Police and installation security requirements for the duration of the project. Temporary fencing must be in place during non-duty hours and ensured that is properly secured to DLA site security specifications. See attachment for preliminary fence layout for the temporary fencing. The contractor is not authorized to permit access to anyone through any opening created and shall report unauthorized access through the opening(s) to DLA police immediately.  Emplace #1 stone along the entire South perimeter fence on the protected side on the installation between the fence and the existing service road a minimum of 1’-0” deep, width varies approximately between 0’-0” and 2’-0”.  Emplace riprap (8-12”) stone along the entire South perimeter fence on the attack side on the installation between the fence and Kingsland Creek a minimum of 3’-0” wide approximately 5,300’.  Clean out all existing drainage outlets, approximately 19, along the South perimeter fence.  Document amount of material by dry weight and report information to the DSCR Environmental Office per GM20-2003 removed from the outfall cleanouts in order for the DSCR Environmental Office to catalogue phosphorus removal credits. See Attachment 10 for recording sheet.  Add debris catchers on the protected side of the existing outfalls after cleanout is complete in accordance with UFC 4-022-03, para 2-12.6.2. -- 2 of 48 -- Page 3 of 48  Comply with environmental regulations and obtain necessary permits for land disturbance and water management as detailed later in this SOW and in conjunction with the DSCR Environmental Office.  Coordinate access control through FRIE project manager with DSCR Police during construction to maintain site security. 4. CONTRACTOR QUALIFICATIONS All contractors submitting proposals must demonstrate a minimum of five (5) years of relevant experience in security infrastructure and erosion mitigation. They should demonstrate expertise in erosion control and possess certifications relevant to erosion control or environmental engineering. Familiarity with Department of Defense construction standards and Unified Facilities Criteria (UFC) is essential. All personnel must be OSHA-certified and trained in federal environmental compliance, including Clean Water Act and Virginia stormwater regulations. 5. PERIOD OF PERFORMANCE Completion date shall be no later than 180 days after notice to proceed. 6.
