Section One
Description of Services
1.0 Scope: The Contractor shall provide all labor, tools, equipment, test equipment, material,
parts, quality control, transportation and inspection manuals necessary to perform the repairs of
Electric Motors on the Equipment List for the Oklahoma City–Air Logistics Complex (OC-ALC).
The equipment is listed in Appendix B.
1.0.1 The Contractor shall be responsible for ensuring all services, parts and Original Equipment
Manufacturer (OEM) components provided under this contract are in accordance with (IAW) the
terms and conditions outlined herein, conform to the manufacturer’s equipment specifications and
this PWS.
1.1 Requested Services: The 76th Maintenance Support Group (76 MXSG) requires a one-time
service contract for the rebuild of four (4) electric motors associated with the Allied Signal
Model No. 8230001-0503-OC01 Fuel Test Station. All required services shall be executed
off-site at the Contractor's facility.
The Electric Motor Rebuild shall meet the specifications as defined below:
A. Electric Motor Reconditioning Services
Definition: The Contractor shall provide full inspection, cleaning, testing, minor repair
(e.g., bearing replacement, seal replacement, lubrication), reassembly, and final testing to
restore the motor to original operating specifications without a full winding replacement.
Detailed Tasks:
• Disassembly and thorough cleaning of all components.
• Inspection of stator windings for insulation integrity, connection quality, and
signs of overheating.
• Inspection of bearings and replacement as necessary (to be quoted separately
based on motor condition).
• Replacement of seals, gaskets, and other wear items.
• Measurement of critical dimensions and run outs.
• Dynamic balancing of rotor assembly.
• Testing: Megger insulation resistance test, surge test, hipot test, no-load test
(amps, volts, speed, vibration).
• Repainting and final quality control.

B. Electric Motor Rewind Services
Definition: The Contractor shall provide complete replacement of stator windings
and associated insulation, along with comprehensive reconditioning steps.
Detailed Tasks (in addition to reconditioning):
• Removal of existing stator windings and insulation.
• Core loss testing (prior to and after winding removal, if possible, and after
rewind).
• Manufacturing and installation of new stator windings using high-quality magnet
wire and insulation materials, compliant with NEMA standards.
• VPI (Vacuum Pressure Impregnation) or dip and bake process for winding
encapsulation.
• All reconditioning services listed under Section A.
• Photographs of the teardown and problem area.

1.3 Parts and Materials: The Contractor shall provide and use only new parts and material in
performance of this PWS unless otherwise authorized by the CO. Long lead items greater than five
(5) business days must be identified and provide sufficient documentation supporting the delay.
1.4 Service Report: Immediately upon completion of any maintenance and before leaving the
OC-ALC, the Contractor shall provide a draft, written Service Report to the SME. When necessary
the SME will forward the draft service report to the GPOC within 2 business days of receipt. The
Contractor shall provide, by fax or email, the final service report within 5 business days to the
GPOC. As a minimum, the final service report shall contain the following information:
• Company Name
• Requested service date
• Contract #
• Equipment ID #
• Description of Services provided
• Photographs of the teardown and problem area
• Additional Services recommended (if any)
• Printed Name and Signature of Technician who performed the Services (electronic
signatures are acceptable)
• Printed Name and Signature of on-site SME or GPOC (electronic signatures are
acceptable)
• Start and Completion dates
• Complete Breakdown of the Labor Cost (hours and rate)
• Materials and Parts used
• Details of any other charges

• Printed Name and Signature stating only new parts and materials were used (electronic
signatures are acceptable)
• Written verification statement that a performance check to verify operational condition
was performed and that the equipment is in working order. (electronic signatures are
acceptable)
1.5 Off-Site Repair: The Contractor shall not remove from the premises any system, sub-system
or peripheral at any time in order to affect repair without the written consent of the Government.
The Contractor shall provide written documentation which supports a request to remove from the
premises any system, sub-system or peripheral. Said written documentation and request shall
include, as a minimum, the information listed below.
• contract number
• part number, OC #, S/N, as applicable
• description of the part, OC #, S/N, as applicable
• corresponding estimate repair report number
When determined necessary by the GPOC to ship items to the Contractor’s off-site facility for
repair, the Contractor shall arrange for the scheduling, repair of the failed item and provide the
appropriate shipping data to the GPOC. The GPOC will process the required shipping documents
and arrange for transportation of the item to the appropriate shipping bay for packaging, shipment,
