Commanders Safety Intent: The safety of everyone on Tinker AFB is our top priority. All

step and precaution to prevent accidents and preserve the health/safety of each contractor and
government employee.
Section One
1.0 Scope: The Contractor shall provide all labor, tools, equipment, test equipment, material, parts,
quality control, transportation and inspection manuals necessary to perform the One-Time Repair
on Autoclave, Composite Curing 300hp Electric Motor Rebuild for the Oklahoma City–Air
Logistics Complex (OC-ALC). The equipment is listed in Appendix B (Off-Base).
1.1.2 The Contractor shall be responsible for ensuring all services, parts and Original Equipment
Manufacturer (OEM) components provided under this contract are in accordance with (IAW) the
terms and conditions outlined herein, conform to the manufacturer’s equipment specifications and
this PWS.
1.2 Known Problems: The electric motor sustained a thermal failure due to overheating, resulting
in a short-to-ground condition across two of the three phases. This failure has rendered the motor,
and consequently the autoclave, inoperable.
1.3 Requested Services:
A one-time service contract to rebuild the electric motor for the Aerospace Service & Controls
composite curing autoclave (Model No. EC 15X30). Restoring this equipment to full operational
capacity is essential to support 76th Commodities Maintenance Group (76 CMXG) mission-
critical operations.
The scope of the required service includes the following tasks:
• The Contractor shall perform all electric motor repairs, rewinds, and rebuilds in strict
accordance with ANSI/EASA AR100 (Recommended Practice for the Repair of Rotating
Electrical Apparatus) standards. Upon completion of repairs, the Contractor shall provide
a repair report detailing the tests, measurements, and materials used, confirming adherence
to EASA AR100 guidelines.
• To prevent transit-induced bearing damage from road vibration, the Contractor’s repair
facility should be located within a 120-mile radius of Tinker Air Force Base, Oklahoma. If
a Contractor's facility is located outside this radius, the Contractor must submit a Formal
Motor Transport Plan with their proposal. This plan must detail strict vibration mitigation
measures, including mandatory shaft blocking and the use of air-ride suspension trailers to
prevent damage to the motor/bearings during transit.

A: Electric Motor Reconditioning Services
a. Definition: Full inspection, cleaning, testing, minor repair (e.g., bearing and seal
replacement, lubrication), reassembly, and final testing to restore the motor to original
operating specifications without a full winding replacement.
b. Detailed Tasks: The contractor shall perform the following:
(1) Disassemble and thoroughly clean all components.
(2) Inspect stator windings for insulation integrity, connection quality, and signs of
overheating.
(3) Inspect the rotor for cracks, balance, and bearing journals.
(4) Inspect bearings and replace as necessary (to be quoted separately based on motor
condition).
(5) Replace seals, gaskets, and other wear items.
(6) Measure critical dimensions and run-outs.
(7) Dynamically balance the rotor assembly.
(8) Conduct testing to include: Megger insulation resistance test, surge test, high potential
(hipot) test, and no-load test (evaluating amps, volts, speed, and vibration).
(9) Repaint the exterior and perform final quality control.
B: Electric Motor Rewind Services
a. Definition: Complete replacement of stator windings and associated insulation, along
with all comprehensive reconditioning steps.
b. Detailed Tasks: In addition to all reconditioning services listed under paragraph 1.3.b,
the contractor shall perform the following:
(1) Remove existing stator windings and insulation.
(2) Conduct core loss testing prior to winding removal, after winding removal (if
possible), and after the rewind process.
(3) Manufacture and install new stator windings using high-quality magnet wire and
insulation materials compliant with National Electrical Manufacturers Association
(NEMA) standards.
(4) Perform winding encapsulation via Vacuum Pressure Impregnation (VPI) or a dip-
and-bake process.

C. Required Scope of Work
The contractor shall execute the following specific requirements:
a. Full Stator Rewind: Completely remove old windings and perform a full rewind of the
stator.
b. High-Temperature Insulation System: Utilize a Class H (180°C) or higher corona-
resistant insulation system.
c. Vacuum Pressure Impregnation (VPI): Treat the rewound stator using a VPI process
with a 100% solids epoxy resin to ensure a void-free, sealed winding. Note: A standard dip-
and-bake process is unacceptable for this requirement.
d. Rotor Balancing: Dynamically balance the rotor to a G2.5 specification or better.
e. Bearing and Seal Upgrades:
(1) Install new, severe-duty C3 clearance sealed bearings from a major premium
manufacturer (e.g. SKF, FAG, NSK or NTN).
(2) Install upgraded labyrinth or magnetic bearing isolators (e.g., Inpro/Seal or equivalent) on
both the drive-end and non-drive-end shafts.
f. Protective Coating: Prepare the motor exterior and coat it with a high-performance,
corrosion-resistant epoxy paint.
g. Complete Test Report: Conduct comprehensive final testing upon completion. The
contractor shall provide a final test report that includes, at a minimum:
(1) Insulation resistance (Megger) readings (phase-to-phase and phase-to-ground).
(2) Winding resistance readings.
(3) Surge test results.
