PERFORMANCE WORK STATEMENT

GENERAL DESCRIPTION.
1.1 Crane Army Ammunition Activity (CAAA) ICIDS. CAAA’s primary Electronic Security System (ESS) is the ICIDS version V / SMS, which is the DAQ Electronics’ SMS TM (DAQ) platform for Intrusion Detection Systems. The ICIDS-V component includes DAQ
StarWatch’s Primary Monitory Cabinet (PMC), Remote Poller Mux (RPM) Cabinets,
Operator Workstations (OPWS), Remote Status Monitor (RSM) (to include Anti-Poller
RSM), Remote Data Collector (RADC), and software; approved sensors, wiring, and conduit. The CAAA IDS currently has 240 zones on the installation. These zones include headquarters buildings, Arms Ammunition and Explosives (AA&E) storage facilities, Document storage facilities (Secure Open Storage), and other
types of zones.
1.2 CAAA’s Video Monitoring System. CAAA’s video system is
a Bosch Video Management system.
1.3 CAAA’s Automated Gate systems. CAAA’s Automated Gate systems are a Tilt-A-Way manufacture system.
1.4 Scope/Objective. The Contractor shall provide all necessary personnel, services
and equipment to administer, maintain, repair, test, and install the Electronic Security
Systems to include Intrusion Detection Systems (IDS) and Access Control Systems (ACS) on NWS Crane CAAA as provided in the attached ICIDS-V schematics to be provided to the awardee. The Contractor shall provide the necessary manpower and material required to perform the maintenance, diagnosis and replacement of IDS & ACS components, make adjustments, and conduct testing during scheduled or non-scheduled work hours. The Contractor shall maintain the entire ESS in an operational state of repair, 24/7. The Contractor shall also have the responsibility of installing, repairing, and maintaining the equipment, which comprises the complete CAAA Closed Circuit Television (CCTV) system to include the network devices, Servers, Clients, Cameras,
Uninterruptable Power Supplies (UPS), surge suppression, fiber optic and configuration of the access and distribution switches for both Security and Production related CCTV Systems. The performance objectives, performance standards, and acceptable quality level are listed in the Performance Requirements Summary (PRS) Attachment 1. The Contractor shall also provide all necessary personnel, services and equipment to administer, maintain, repair, and install the Automated Gate Systems.
1.5 Labor Categories. The CAAA ESS maintenance and Installation contract is
based on the following Technical position/experience, training and minimum certification
requirements in the labor categories listed below. The Contractor shall supply a
minimum of four technicians. All four of these technicians shall be DAQ SMS certified
technicians, one which shall be the Site Manager/Engineering Technician.
1.5.1 Program Manager/Alternate
a. This position and qualifications shall be internal to the Contractor.
b. Contract requirements for this position are identified in PWS paragraph 3.1.
1.5.2 Site Manager/Engineering Technician
a. The individual filling this position will be the Technical Lead for the site and shall
have a documented history in DAQ Starwatch SMS System configuration, Application
Server configuration, Device Server configuration, System design and planning.
b. Shall have 2 years hands-on experience Configuring and Maintaining DAQ SMS
ICIDS Application and Device servers, Remote Status Monitors (RSM), and Operator Work Stations (OPWS).
c. Shall have 5 years’ experience with the installation and maintenance of Electronic Security Systems (ESS), Closed Circuit Television (CCTV), Access Control and Automated Gate Systems.
d. The Site Manager/Engineering Technician shall be DAQ SMS System
Administrator Certified. Certification shall be current. A copy of certification shall be
required in the proposal submittal.
e. Requires CompTIA (Computer Technology Industry Association) Security + or an
approved alternate from the DoD 8570.01-M (If not held at time of award shall have
within six months of award). Required to access ICIDS servers. If certification is not
completed Technician will be removed from site. No exception, No extensions.
f. Contract requirements for this position are identified in PWS paragraph 3.2.
g. One (1) Full time position.
1.5.3 Electronics Technician III
a. This position requires very strong and diverse technical skills. This position is the
trouble shooter for all technical issues for ICIDS, Networking, Access control, Video
Systems, Wireless, fiber optics, and Automated Gates. The technician filling this spot shall demonstrate experience in all systems.
b. Shall have 5 years’ experience installation and maintenance of Electronic Security systems, CCTV, Access control networks and Automated Gate Systems.
c. The Electronics Technician III requires Starwatch SMS System Administrator
certification if the technician will have access to SCIF/SAPF Computer. If the technician
is not accessing the SCIF/ SAPF computer, certification is not required.
d. The Electronics Technician III requires CompTIA Network + or an approved
alternate from the DoD 8570.01-M (Required to access SCIF /SAPF Computer. If not
held at time of award then the technician shall have within 6 months of award)
e. Requires CompTIA Security + or an approved alternate from the DoD 8570.01-M
(Required if accessing ICIDS system servers. If not held at time of award shall have
within 6 months of award.)
f. One (1) position full time.
1.5.4 Electronics Technician II
a. These positions are primarily installation, maintenance, test, and troubleshooting
basic problems on the ICIDS system. Experience, Training, Certification Minimum
Requirements are:
