Statement of Work Page 1 of 6 Section A: Scope 1. Objective: Norfolk Naval Shipyard (NNSY) requires preventive maintenance on each of the NNSY Centralized Pier-Side Pretreatment Unit (CPPU) Emergency Diesel Generators (EDG). 2. Background/Introduction: The MDG250 EDGs are utilized during planned/unplanned power outages to maintain power and operations to the CPPU Facility. These EDGs are standby equipment and require regular preventive maintenance to ensure full operational status when needed. Malfunction of these EDGs will have negative impacts on the mission of NNSY. Section B: Applicable Documents 3. Documentation: Generac Owner’s Manual for Mobile Generator – MDG250DF4 Rev. B 08/18/2023 Section C: Requirements 4. Scope of Work: All service requirements for these EDGs are based on time and not operational hours as these EDGs are standby equipment and will not accumulate enough hours of operation to trigger hourly based PM intervals. Therefore, as defined below, all services per the OEM Service Manual will be arranged to be performed based on time. 4.1 Detailed Quarterly PM Scope (Q): 4.1.1 Pre-Operation Inspection: Check engine oil level, check engine coolant level, check fuel level, drain water from fuel filters, check air cleaner dust valve restriction indicator gauges, inspect engine compartment, check tire pressure, check fuses, check battery voltage, check automatic belt tensioner and belt wear, check engine mounts, check engine electrical ground connection, check for alarms or faults, check fire extinguisher. Check battery chargers and block heaters. Refer to OEM Owner’s Manual for any additional required tasks. 4.1.2 Operational Inspection: Operate equipment (see note 1), check engine speed, check cooling system, check for alarms or faults. Refer to OEM Owner’s Manual for any additional required tasks. 4.1.2.1 Note 1: If equipment is operated without a load or a sustained maximum load, operations are restricted to 5 minutes or less for the first 20 hours. To operate greater than 5 minutes there must be an electrical load present (30-89% load 4.2 Detailed Annual PM Scope (A): -- 1 of 6 -- Statement of Work Page 2 of 6 Change engine oil and replace oil filter, change Diesel Exhaust Fluid (DEF), check coolant weep hole, check open crankcase vent (OVC) system, replace fuel filter elements, check cooling system, pressure test cooling system, check crankcase vibration damper. Refer to OEM Owner’s Manual for any additional required tasks. 4.3 Detailed Biennial PM Scope (B): 4.3.1 Change OCV filter. Refer to OEM Owner’s Manual for any additional required tasks. 4.4 Detailed Triennial PM Scope (T): 4.4.1 Adjust engine valve clearance, test glow plugs for continuity, change DEF dosing unit filter, change crankcase vibration damper, flush and refill cooling system, replace cooling system thermostat, replace alternator/fan belt, grease axles and jacks. Replace batteries. Contractor Responsibilities: 5.1 The Contractor shall perform all work in accordance with (IAW) the "Scope" section of this SOW and comply with all terms and conditions of the contract. The Contractor shall deliver individual PM reports to the Technical Point of Contact (TPOC) electronically within one (1) week of service completion. If services for a specific EDG detailed in the "Equipment Specification" are not performed during any quarterly period, the Contractor shall not bill or invoice the Government for those unperformed services. All corrective action service estimates submitted by the Contractor to the TPOC shall remain valid for a minimum of 60 calendar days from the date of submission. 5.2 The Contractor shall be solely responsible for the proper disposal of all generated waste, debris, and materials. Under no circumstances shall the Contractor transfer disposal responsibilities or materials to the shipyard. 5.3 The Contractor's authorized quality representative shall review, approve, and sign off on all final reports to certify that they accurately reflect the work and analysis performed. 5.4 Following maintenance service, the Contractor shall perform operational checks to verify the proper functionality of the equipment. Unloaded operational checks shall strictly adhere to, and not exceed, the maximum unloaded runtime limits specified for each EDG. If the required testing duration cannot be completed within unloaded runtime limits (even after allowing the EDG to cool down and restarting for subsequent unloaded sequences), the Contractor shall submit a request to Code 900F.3 to perform loaded testing.
