900F Emergency Diesel Generator Preventive Maintenance Contract
Performance:
NNSY Requests a service contract to perform 4 quarterly Preventive Maintenance (PM) procedures on each of the Norfolk Naval Shipyard (NNSY), Code 900F Emergency Diesel Generators (EDG) specified within this Statement of Work (SOW). These EDGs are Caterpillar generators and are required to be serviced by an Authorized Caterpillar Service Provider (ACSP). The ACSP is defined as the company Caterpillar, authorized Caterpillar generator service provider, authorized operator, and authorized mechanic. All service requirements are based on time and not operational hours as these EDGs are standby equipment and will not accumulate enough hours of operation outside of emergency use.
All PMs shall be performed, in accordance with (IAW) the Original Equipment Manufacture’s (OEM) PM recommendations, for standby generator sets by an OEM ACSP.

The following information below is a breakdown of services to be provided by the ACSP under each specific PM Level.
Caterpillar PM Level 1: 99 point generator inspection for engine, lubrication system, cooling system, fuel system, air induction and exhaust system, electrical system, Fluid Sampling and analysis, inspection report and repair recommendations.
Caterpillar PM Level 2: 99 point generator inspection for engine, lubrication system, cooling system, fuel system, air induction and exhaust system, electrical system, Fluid Sampling and analysis, inspection report and repair recommendations, change engine oil, replace engine oil and fuel filters, dispose of all waste oil and materials, inspect turbocharger, inspect generator bearings.
Caterpillar PM Level 3: check space heater for proper operations, check generator for moisture, dust, oils, greases, and debris on main stator windings, exciter, and PMG (clean as needed), Drain, flush, and fill engine coolant, replace thermostat, replace coolant hoses, replace drive belts, replace batteries, inspect turbocharger for proper operation, check turbocharger end play and radial clearance on turbine wheel and shaft, adjust engine valves, inspect generator bearing and bracket.
Repair Work Requirements:
Repairs may be necessary, but the extent of repairs will be unknown prior to the work defined in the “performance” section (phase 1) of this statement of work. If it is discovered that repairs are needed with additional costs for phase II, the contractor shall immediately provide a cost breakdown, (e.g. materials, labor, and travel) to the KO and TPOC for evaluation. Additional price information may be requested by the contracting officer to determine if the repair work’s price is fair and reasonable. Any repair work will be issued on CLIN separately funded line item. No additional repair work will be authorized until funded by way of modification. Repair work is hereby determined to be within the scope of this contract however, the KO shall make a separate scope determination based on the extent of repairs needed and determination of price fair and reasonableness.

Base year: 07/27/2026 - 07/26/2027.
Option year 1: 07/27/2027 - 07/26/2028.
Option year 2: 07/27/2028 - 07/26/2029.
Option year 3: 07/27/2029 - 07/26/2030.
Option year 4: 07/27/2030 – 07/26/2031.

Contractor Responsibilities:
Contractor is responsible for performing all actions IAW the “Performance” section of this SOW and following all requirements solicited within the contract. Contractor shall provide individual PM reports as they become available after completion to the TPOC at a minimum. In the event a specific EDG per the “Equipment Specification” is not performed for any quarterly period, it shall be understood by the vendor that the government will not be charged for services not provided. Any service estimate that is created by the vendor and provided to the TPOC shall be valid for a minimum of 60 days. Contractor is responsible for all material and waste disposables; disposal shall not be turned over to the shipyard for any reason.
