Notice Regarding Questions and Answers
The responses provided in this Questions and Answers (Q&A) document are intended solely to clarify
the requirements of RFQ No. 19KU2026Q0010 for the purchase of a Mini Bus and High-Roof
Passenger Van.
Unless expressly stated otherwise in a formal amendment to the Request for Quotations, these
responses do not modify, revise, or supersede any requirement, specification, vehicle requirement,
delivery schedule, term, or condition of the solicitation.
If the Government determines that a change to the solicitation is necessary as a result of the questions
received or for any other reason, the change will be issued through a formal written amendment to the
RFQ. Offerors should rely only on the solicitation, including any officially issued amendments, when
preparing and submitting their quotations.
In the event of any inconsistency between this Q&A document and the solicitation, the solicitation, as
amended, shall govern.

Our proposed vehicle is the Toyota Coaster
(21-passenger), and the manufacturer has
confirmed that the Coaster is classified as a
commercial vehicle and is therefore not
subject to NCAP testing. As a result, no
NCAP, NHTSA, IIHS, or equivalent crash
test rating is available for this model.
The Government acknowledges that commercial
passenger vehicles in the required seating
capacity may not be evaluated by Euro NCAP,
Australasian NCAP, Japan NCAP, NHTSA, or
IIHS. Therefore, the absence of an official
crash-test rating alone will not render an
otherwise compliant offer unacceptable.
If no official crash-test rating is available for the
offered vehicle model, the Offeror shall provide
documentation from the manufacturer or
authorized dealer confirming that no official
crash-test rating is available. Acceptable
documentation may include manufacturer safety
certification, vehicle type approval, or a formal
letter from the manufacturer or authorized
dealer.

acceptable for this requirement despite the

Crash-test rating requirement
The minimum salient characteristics require
both the mini-bus and the high-roof
passenger van to have a minimum four-star
crash-test rating from Euro NCAP,
Australasian NCAP, Japan NCAP, NHTSA,
or IIHS.

required capacity classes may not always
be evaluated by the listed assessment
programs.

Where no rating is available for the offered
model, will the Government:
a. Accept the vehicle without a rating,
provided that all other minimum salient
characteristics are met, or
b. Accept alternative safety evidence, such
as manufacturer safety certification, vehicle
type approval, compliance with applicable
vehicle safety standards, or a formal letter
from the manufacturer or authorized
dealer?

Government will accept the vehicle without
such a rating, provided that it complies with all
other technical requirements of the solicitation.

characteristics are satisfied.

Authorized representative eligibility
The RFQ permits participation by a direct
distributor, manufacturer, authorized dealer,
licensed dealer, or authorized representative
in Kuwait. The successful offeror must also
be authorized to register, deliver, and
provide manufacturer-supported warranty
services for the offered vehicles.
Would an offeror satisfy this requirement
by submitting formal written authorization
from the manufacturer’s authorized dealer
in Kuwait confirming that the offeror is
authorized, for this procurement, to:
a. Sell and deliver the offered vehicles.
b. Arrange registration in the name of the
U.S. Embassy Kuwait.
c. Provide access to manufacturer-
supported warranty and repair services
through the dealer’s authorized service
facilities in Kuwait.
