Statement of Work For Enterprise Digital Learning Content Provider Systems Development & Support Office (SDSO) Training Division (TD) C.1 PURPOSE: The purpose of this requirement is to provide a single award Blanket Purchase Agreement (BPA) to the Administrative Office of the US Courts (AO) and the Federal Judiciary to provide them with the ability to procure subscriptions for the purpose of providing comprehensive digital learning content for the approximately  members of the Judiciary IT workforce. C.2 BACKGROUND: There are currently several cybersecurity and technology modernization efforts happening within the Judiciary. SDSO is targeting a capability with a digital learning platform that provides a vast library of readily available, affordable, and up-to-date online courses across a wide range of technical topics, allowing employees to easily access training to upskill, reskill, and stay current with rapidly evolving technologies and industry practices, all while tailoring their learning to their specific needs and schedules. C.3 TYPE: Any resulting BPA calls shall be Firm-Fixed Price. C.4 BPA LENGTH AND ORDERING PERIODS: The single award BPA will last for a period of five (5) years from the effective date of award. The awarded BPA will consist of five ordering periods, with each ordering period being 12 months in length. Base Ordering Period - TBD Ordering Period 1 - TBD Ordering Period 2 - TBD Ordering Period 3 - TBD Ordering Period 4 - TBD -- 1 of 9 -- C.5 REQUIREMENTS: The technical workforce requires access to a course library with both technical and non-technical courses available for Judiciary use. The course library must contain, at a minimum, content in twenty-one (21) specific topic areas (attachment 1) that are required for upskilling and re-skilling of the technical workforce. The required topics range from cloud engineering, artificial intelligence, and network security. The digital learning platform must include all functional requirements listed in the artifact entitled “Attachment J.2 Requirements Questionnaire” and Attachment J.2a IDAM Requirements Checklist”. Please refer to this for document for details on capabilities required for this procurement. BPA Management Requirements: C5.1 Locations Supported The BPA holder shall provide and support sales and be able to digitally deliver the products within the continental United States (CONUS) as well as to the following listed locations outside the continental United States (OCONUS): • Puerto Rico • Alaska • Hawaii • Guam • Virgin Islands • Northern Mariana Islands. The BPA holder shall ensure that pricing remains the same across all U.S. CONUS and OCONUS locations for the life of the BPA so that those placing orders under the BPA do not receive a different price for a product based on where they are located. C5.2 Patches, Fixes, Updates to Products The BPA holder shall compile all information from the Original Equipment Manufacturer (OEM) regarding cybersecurity issues and updates, functional issues and updates, and functional improvements to and provide timely written notification to the BPA COR and points of contact for the relevant BPA Calls (applicable BPA Call CO/COR) regarding all products and services provided under this BPA. C.5.3 BPA Point of Contact The BPA holder shall designate an official point of contact for their BPA regarding the administration of the BPA and designate an account representative who will provide information on all other aspects of the BPA including products and associated licensing, ordering, and delivery status. C.5.4 OEM Management Tool -- 2 of 9 -- The BPA holder shall ensure that all BPA Calls and licenses are cataloged within a management portal within 5 business days after BPA Call issuance. If the BPA holder cannot catalog the BPA Call/licenses within five business days, then they shall promptly notify the call order contact or COR of the issue and a timeframe for when the catalog will occur. The BPA holder shall ensure that the BPA Call number is included for every BPA Call entry within the management portal. The BPA holder shall also notify the BPA COR of any delays past five days in cataloging the call/licenses for calls under the BPA. The BPA holder will assist the Judiciary with any questions/problems regarding the operations and management of any license management tools provided by OEM. The BPA holder shall ensure that all rejected unilateral BPA Calls are communicated to the ordering party and the BPA COR within 1 business day along with the reason for BPA Call rejection. The BPA COR shall be provided administrator access for all management tools for the life of the BPA and any calls issued under the BPA, unless otherwise noted by the BPA COR. C.5.5 Quarterly Report The BPA holder shall furnish a quarterly report to the BPA COR by the 15th day after the close of each calendar quarter. The BPA holder shall report on all products and services ordered and delivered through the BPA for the previous quarter. The BPA Holder shall include at minimum the following information in the Quarterly BPA Status Report: C.5.5.1 BPA CALL STATUS • Quote request originator (with tracking number if applicable) • Quote request received date • Quote submission date (the date the quote was provided to the requesting organization) C.5.5.2 DELIVERY STATUS • BPA Call Number. If a purchase card is used, then this number may be a quote or order number provided by the BPA holder. • Site identification • CLIN number, if applicable. • Manufacturer Part Number • Quantity • Products/Services description for any items delivered or services provided. (For services, this is not referring to the specific date the services were performed but rather what services were ordered on the BPA call.) • BPA Call date • Delivery Date • License Activation date • Date invoice submitted -- 3 of 9 -- • Date payment received C.5.5.3 DELIVERY STATUS ISSUES • Reason for late delivery, if applic
