Summary
The National Park Service (NPS) requires a minimum of 1000 tons, approximately 800 cubic yards, of an
aggregate mixture of fine and course crushed stone gravel suitable for the surface of trails, delivered to
Glacier Bay National Park.
Trail Surface Aggregate (TSA) is designed for use as a wearing surface for trails. It is different from
traditional materials used to surface trails such as “number 10’s”. TSA is designed to have a uniform
mixture of a range of rock sizes from 3/8-inch all the way down to fine material. This uniform mix allows
excellent compaction to achieve a higher in-place aggregate density than commonly used aggregates to
resist wear and erosion.
Bid proposals shall include pricing for delivery of 1000 tons and shall include pricing for additional
delivered product in increments of 250 tons, up to a maximum of 1000 optional tons beyond the base
quantity of 1000 tons. The Government will have the option to purchase this additional product.
Aggregate Specifications
All TSA material is to be derived from natural stone formations. Stone is defined as rock that has been
crushed; rock is defined as consolidated mineral matter. Both are restricted to that which has been
mined or quarried from existing geologic bedrock formations. All components of the aggregate mix,
including fines passing the #200 sieve, are to be derived by crushing parent rock material that meets TSA
purchasing specifications for abrasion resistance, pH, Plasticity, and freedom from contaminants.
Determine the amount of particles less than #200 sieve size using the washing procedures PTM No. 100.
Crushed stone or crushed gravel, consisting of sound, tough, durable pebbles or rock fragments of
uniform quality. Free from clay balls, vegetable matter, or other deleterious matters.

Aggregate Properties:

- Hardness: The acceptable limit as measured by weight loss is “less than 40% loss”. Los Angeles
Abrasion test, AASHTO T-96 [ASTM C 131] shall be used to determine this property.
- pH: Aggregate must be in the range of pH 6 to pH 12.45 as measured by EPA 9045C.
- Plasticity: Material must not exceed Plasticity Index (PI) rating of 6 by ASTM D4318 Standard
-Soundness ≤12% loss (NA2SO4)

Prevention of the Introduction of Invasive Plant Species:
Within 14 days of contract award, the contractor shall submit the name and location of each aggregate
extraction source and storage area along with any proposed measures to be taken to eliminate
contamination by invasive plants. Prior to delivery into Glacier Bay National Park, all aggregate must be
proven to be free of invasive plants either by heat sterilization (or) by NPS inspection.
To meet the heat sterilization requirement, aggregate must be heated to 300 degrees Fahrenheit to
ensure sterilization of invasive plants and seeds. Aggregate sterilized by heating shall be shipped to
Glacier Bay National Park without being stockpiled in another location.
To meet NPS inspection requirements, aggregate sources must be approved by Glacier Bay National
Park to be free from noxious weeds or invasive plant materials. Each source will be subject to NPS
managed inspection. Inspections will occur mid to late July. Within 21 days of inspection, the NPS will
provide an inspection report listing any mitigation measures required prior to delivery.
Contractor Equipment:
All equipment utilized on the grounds and/or roads in the Park must be cleaned of any dirt, debris and
organic materials that could potentially harbor invasive plants or seeds. All equipment utilized on the
ground and/or roads in the Park must be safe and in sound mechanical condition and free from
significant fluid leaks and free from significant visible exhaust emissions.
Delivery of Aggregate:
Delivery shall be made to Glacier Bay’s depot storage yard, at the designated, flagged location,
approximately (58°27’10.61”N / 135°51’19.50”W). The Park’s barge landing ramp (the gravel ramp east
of the concrete small boat launch ramp) will be available for the successful bidder to utilize for
facilitation of delivery. 72 hour notification is required prior to use of the NPS barge landing ramp. Over
the road delivery from barge landing to the final delivery location must be made between the hours of
7am and 7pm, all traffic laws must be obeyed. A designated staging area for a maximum of 4 dump
trucks will be available near the barge landing site, additional space will be available at the delivery site.
Delivery must be made between September 1, 2026 and May 1, 2027.
