CUI Page 1 of 20 CUI GOVERNMENT STATEMENT OF WORK FOR CCA SUNSHADE STRUCTURES ON SOUTH RAMP 27 April 2026 -- 1 of 21 -- CUI Page 3 of 20 CUI SECTION A: DESCRIPTION OF SERVICES 1. SCOPE: 1.1 Background. Creech Air Force Base (AFB) requires the purchase and installation of four (4) shade structures for the CCA aircraft based at the airfield. Also, the relocation of the four (4) existing structures and demolition of the 5th sunshade. The current Sunshades will be turned perpindicluar and align with the new sunshades. See Attachment 1. The Contractor shall design, provide for and construct the following shade structures on the airfield’s aircraft parking apron: 1.1.1 Four (4) CCA shade structures that include four (4) aircraft parking bays each. The new shade structures shall be located on south ramp west of current shade structures. 1.1.2 Column concrete footings, per footing, as needed. 1.1.3 The new shade structure shall follow the requirements below. The shade structure will require LED lights and their conduit, CU wiring, service power outlets, a service panel and its Una-strut support assembly, and a solar battery powered obstruction light. 1.1.4 PVA (Photovoltaic Array) or Solar Paneling with 12-hour battery pack for the LED Lighting for shade structure. 2. CONTRACTOR DESIGN REQUIREMENTS: 2.1 The Government will provide the Contractor electronic or hard copies of its CCA Shade Structure as-built drawings for reference purposes only. 2.2 For shade structure, the Contractor shall design a CCA four (4) bay shade structure. 2.3 For west side, the Contractor’s CCA shade structure design shall provide for a vertical wall panel at its west end to help shade the occupants from the late afternoon sun and heat. The wall panel’s specifications for the panel width, gage, standing seams, and length shall match the shade structure’s SSMR roof panel specifications. 2.4 The Contractor shall prepare and submit a proposed Progress Schedule at the 35% design level for Contracting Officer review and approval. 2.5 The Contractor shall prepare and submit a Schedule of Materials and Values at the 35% design level that provides the Government a line item breakout of the shade structure’s material for Contracting Officer review and approval. -- 2 of 21 -- CUI Page 4 of 20 CUI 2.6 The Contractor will be given site access to the current shade structures to help evaluate their dimensions and existing components. 2.7 The Contractor shall field verify the shade structure dimensions after contract award and bring any dimension discrepancies noted to the Contracting Officer’s attention before starting any design work. 2.8 The Government will organize a site survey with the Contractor in order to take official measurements and fulfill any other design requirements. 2.9 The Contractor shall provide field surveying services to ensure each shade structure’s columns are installed in the correct locations and the distance between the shade structures complies with aircraft taxi and clearance requirements. The Contractor’s surveyor shall field verify that each column’s proposed anchor bolt location maintains a minimum separation edge distance of 16 inches from existing concrete apron construction joints or expansion joints. 2.10 The Contractor shall coordinate with the 432nd Wing Project Coordinator and Airfield Base Operations Manager to obtain the correct shade structure separation distance and arrange for site access to conduct the field survey. The Contractor shall capture and include the latitude / longitude (lat/long) locations for all shade structures’ individual columns and include that information on the Contractor’s construction plans and As-built drawings. 2.11 The Contractor shall field core the existing concrete apron slab at each shade structure’s proposed location to determine if the existing slab has adequate thickness to support the columns or if new concrete footing(s) shall be required. The Contractor shall submit the core sample(s) to the Contracting Officer for review and approval purposes. In the event a column requires a new footing, the Contractor shall supply an updated proposal to be evaluated. 2.12 The Contractor shall submit a 35%, 65%, 95% and 100% set of construction drawings and specifications for each shade structure for Government review and approval purposes. Once approved by the Government, both the 100% drawings and specifications shall be stamped “Approved for Construction”, be sealed and signed by the Contractor’s Civil or Structural Engineer of Record and a copy submitted for Contracting Officer review and approval. 2.13 All shop drawings shall be reviewed and approved in writing by the Engineer of Record before the Contractor submits the drawings to the Contracting Officer for review and approval. 2.14 The Contractor shall prepare and submit structural calculations at the 65% design level for the CCA shade structures for Government review and approval purposes. The structural calculations shall account for a potential future photovoltaic array panel, battery bank and light system. The calculations shall be sealed and signed by the Contractor’s Civil or Structural Engineer. Refer to Paragraphs 7.1 Seismic Design, 7.3 Wind Load, 7.7 Dead Loads and 7.8 Roof for details. -- 3 of 21 -- CUI Page 5 of 20 CUI 2.15 The Contractor’s 100% design shall conform to the following specifications and requirements: 2.15.1 The shade structures design shall conform to the latest version of the International Building Codes (IBC), the American Institute of Steel Construction (AISC) Steel Construction Manual (15th Edition), the American Concrete Institute’s Building Code Requirements for Structural Concrete (ACI 318-14 or newer), the National Electric Code (NEC), the AF Instructions (AFI), the Unified Facilities Criteria (UFCs), and the Creech Installation Facility Standards (IFS). 2.15.2 Provide a gabled Standing Seam Metal Roof (SSMR) system with a roof slope for rain run off.
