Statement of Work (SOW) TSC IIJA 8530 Universal Test Fixture 1. Introduction The Bureau of Reclamation (Reclamation or USBR) is a water management agency with 600 dams in the 17 western states. Reclamation is known for construction of dams, power plants, and canals, including Hoover Dam on the Colorado River, Grand Coulee Dam on the Columbia River, and Folsom Dam on the American River. Reclamation is the largest wholesaler of water in the country and second largest producer of hydroelectric power in the western US. 2. Background The Concrete and Structural Laboratory (CSL) utilize a Vibration Laboratory to perform unique structural and material testing, such as dynamic load testing, multidirectional load testing, and vibration or isolation load testing. Testing in this laboratory is commonly performed via a series of structural load frames and reaction blocks to provide restraint. Due to the unique and often random nature of set-ups that are needed to perform various tests, it is often more efficient to utilize modular frames that can be configured in several orientations with as few pieces as reasonably feasible. The current frames allow only a limited number of configurations and when different configurations are required, individual projects often face cost increases and schedule delays associated with procurement of specific equipment. The purpose of the Universal Test Frame is to provide a modular frame enabling faster and more efficient laboratory use on given projects, while simultaneously increasing testing capabilities when paired with existing equipment. 3. Scope Reclamation requires one (1) “Universal Test Fixture”. The fixture shall consist of multiple pieces that are intended to assemble together in a variety of configurations. The fixture and constituent pieces shall be fabricated based on these specifications and accompanying drawings. Submit shop drawings for review and written approval prior to fabrication. 4. Salient Characteristics CLIN 0010: One (1) Universal Test Frame: 12-foot Column-Girder Assembly Requirements: 1. Frame sections and sizes as indicated on Drawings 0010-1 and 0010-2, to include the following: a. Two (2) 12-foot columns with base plates b. One (1) 6-foot girder/beam c. Four (4) support angles d. Hardware: bolts, nuts, and washers -- 1 of 3 -- 2. Steel Frame Material: a. ASTM A36 steel 3. Hardware: a. ASTM A325 steel, quantity and sizes as indicated on drawings 4. Coating: a. All steel sections, except hardware, shall be coated. b. Material: Sherwin Williams Steel Spec 3002 Universal Primer – Red Oxide, or equal c. 2 coats CLIN 0020: One (1) Universal Test Frame: 6-foot Column-Grirder Assembly Requirements: 1. Frame sections and sizes as indicated on Drawings 0020-1 and 0020-2, to include the following: a. Two (2) 6-foot columns with base plates b. One (1) 6-foot girder/beam c. Four (4) support angles d. Hardware: bolts, nuts, and washers 2. Steel Frame Material: a. ASTM A36 steel 3. Hardware: a. ASTM A325 steel, quantity and sizes as indicated on drawings 4. Coating: a. All steel sections, except hardware, shall be coated. b. Frame sections and sizes as indicated on Drawing 0030-1, to include the following: a. Two (2) 6-foot column extensions b. Four (4) splice plates c. Hardware: bolts, nuts, and washers 2. Steel Frame Material: a. ASTM A36 steel 3. Hardware: a. ASTM A325 steel, quantity and sizes as indicated on drawings 4. Coating: a. All steel sections, except hardware, shall be coated. b. Material: Sherwin Williams Steel Spec 3002 Universal Primer – Red Oxide, or equal c. 2 coats 5. Required Submittals 1. The Contracting Officer is the only individual authorized to obligate the Government or make changes to the contract. 7. Delivery Requirements The Contractor shall be responsible for all costs associated with shipping and delivery. Delivery shall be Free on Board (FOB) Destination, with the Contractor bearing all costs and risks of transportation until the equipment is delivered and accepted at the final destination: Delivery Address: Bureau of Reclamation 1 Denver Federal Center Building 56, Entrance S-6 Denver, CO 80225 • The Contractor shall provide at least 48 hours’ advance notice of delivery. • Deliveries shall be made Monday through Thursday, 8:00 AM to 2:00 PM Mountain Time. • Deliveries outside these hours must receive prior written approval from the Contracting Officer or designated point of contact. • All equipment must be delivered in no more than one shipment per CLIN; partial CLIN shipments are not acceptable. • Delivery date shall be based on the vendor’s proposed timeline, as provided in their quote and accepted by the Government. 8. Inspection and Acceptance • Inspection and acceptance shall occur at the delivery destination by authorized Bureau of Reclamation personnel. • Acceptance is contingent upon verification that all equipment is complete, free from damage, and meets all contract specifications. • The Government reserves the right to reject and require replacement of any nonconforming items at no additional cost. 9. Payment This is a Firm-Fixed-Price (FFP) contract.
