Description
1.0 General
In accordance with the Master Agreement for Repair and Alteration of Vessels (“Master Agreement”), the
Contractor shall furnish all management, supervision, labor, subcontracting services of manufacturer’s
representatives and all facilities, utilities, equipment, tools, lubricants, fuels, materials, and articles (excluding
Government furnished property) necessary to fully execute the overhaul and repair of the dredge
ESSAYONS hereinafter referred to as the vessel.
Category A: Mandatory Items
Unless annotated as Category B, optional, or over and above work, tasks in the Performance Work
Statement (PWS) are Category A Items, are within the scope of this job order, and must be performed.
Category B: Pre-Priced Items
Tasks described in the Performance Work Statement (PWS) as Category B Pre-Priced Items, are within the
scope of this job order and may be executed on an “as needed” basis via a firm-fixed-priced change order.
Over and Above Work
The PWS contains requirements for over and above work, as discussed in section 6.1.
1.1 Description of Vessel
The USACE vessel is a trailing arm suction Hopper Dredge launched in 1984. It has the following

1.2 Vendor Capability and Capacity
Vendor shall possess the organization and facilities to perform the work satisfactorily. The facilities shall be
subject to inspection at any time by the Contracting Officer (KO), Contracting Officer’s Representative
(COR), or designated-in-writing by the KO as a Government Representative (e.g. Quality Assurance
Evaluator (QAE).
1.3 Period of Performance
The anticipated period of performance (POP) shall start after the notice to proceed has been issued by the KO.
The Contractor shall make its shipyard availability from 03 December 2026 through 22 February 2027 and
shall maintain the vessel on drydock for a minimum of 60 continuous days. The Government will deliver
the vessel to the Contractor no later than 07 December 2026.
The Contractor shall commence work identified under Category A immediately upon delivery of the vessel and
complete the work including dock and sea trials, prior to the Government accepting redelivery of the vessel on or
before February 22, 2027.
The POP for Category B items, if executed, shall run concurrently with the above stated POP. For over and
above work, the contractor shall follow the procedures identified in section 6.1.

This contract includes a delivery incentive for completing open and inspect work in advance of the required

2.0 Definitions.
Throughout this contract, terms are defined as follows:
Contract Discrepancy Report (CDR): Written record of unsatisfactory performance by the Contractor as
observed by the COR / QAE (Refer to 9.0– Contract Discrepancy Report).
Contracting Officer (KO): Government employee who is authorized to enter into, administer and / or
terminate contracts and make related determinations and findings.
Contracting Officer’s Representative (COR): Government employee who has been authorized in writing as
the COR by the KO, acting within the limits of their authority.
Quality Assurance Evaluator (QAE): Government employees responsible for checking Contractor’s
performance.
Regulatory Bodies – Include American Bureau of Shipping (ABS), United States Coast Guard (USCG) and
other agencies having jurisdictions on certain matters, such as United States Public Health Service (USPHS).
Vessel’s Crew – Government employees assigned to work on the vessel. Acronyms - please see section titled
“List of Acronyms” at the end of Section C of this contract.
3.0 Government Furnished Equipment/Material List.
Government Furnished Property (GFP)/Government Furnished Materials (GFM) shall be supplied as
indicated below. Refer to Contract Clauses 52.245-1, 252.211-7007 and 252.245-7001 to 7004 for terms and
conditions governing GFP/GFM. Transfers of accountability of property provided to the Contractor shall be
documented as required.
Contractor shall provide transportation (see paragraph 5.1.1) to and from the Government Mooring’s Warehouse
located at 8010 NW St. Helens Road – Portland, Oregon, for GFP/GFM. GFP/GFM loading and unloading at
the Government Mooring’s Warehouse shall be supplied by the Government. GFP/GFM loading and unloading
at the Contractor’s facility shall be supplied by the Contractor.
