Exit Gate Modification and Repair - 187th Fighter Wing

Statement of Work Project Title: Main Exit Gate Modification and Repair 1. Project Purpose This Statement of Work outlines the necessary labor and materials to correct the improper support of the 8-foot-tall Ameristar Gauntlet exit gate and to upgrade the existing gate operator, HySecurity, to a HySecurity extreme drive rack and drive wheel system. 2. Scope of Work The project includes the following deliverables: 2.1. Gate and Support Structure Repair Gate Removal: The main exit gate will be removed. The gate is expected to be non-operational for approximately four (4) working days. A temporary manual double swing gate can be installed if required. Concrete Flume Installation: Excavate and pour a 36-foot-long concrete flume. This will provide a new mounting location for the support rollers and serve as a retaining wall to keep dirt and debris away from the gate track. Roller and Track Replacement: Install nine (9) new lower sealed bearing support rollers. Remove the existing side-mounted aluminum track from the bottom of the gate. Install a new center-mounted C-track at the bottom of the gate, compatible with the new rollers. Gate Post Realignment: Reset the existing gate post in a 24" diameter by 48" deep 4000 PSI concrete footing. The post will be relocated to the rearmost point of the gate's travel to ensure full range of motion. Bracket Modification: Modify the existing top gate roller mounting brackets to create sufficient clearance between the gate operator track and the post, preventing obstruction. 2.2. Gate Operator System Upgrade Convert the current hydraulic roller drive system on the Hysecurity gate operator to the Hysecurity extreme drive rack and drive wheel system. 2.3. Re-installation and Testing Re-install the main gate upon completion of structural repairs and system upgrades. Adjust and test the gate and operator system to ensure proper and complete functionality. 4. Security Access and General Protection/Security Policy and Procedures. This standard language is for contractor employees with an area of performance within Government controlled installation, facility, or area. The contractor shall comply with all applicable installation/facility access and local security policies and procedures, which may be obtained from the Contracting Officer’s Representative (COR). The contractor shall also provide all information required for back ground checks to meet installation access requirements to be accomplished by the local installation’s Security Forces, Director of Emergency Services or local Security Office. The contractor shall ensure compliance with all personal identity verification requirements as directed by DoD, HAF and/or local policy. Should the Force Protection Condition (FPCON) change, the Government may require changes in contractor security matters or processes. For Contractors that do not require CAC, but require access to a DoD Facility and/or Installation. Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (AFI 10-245, AFI 31-101 and AFMAN 31-113), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations.
