FEDERAL BUREAU OF INVESTIGATION FINANCE AND FACILITIES D IVISION | PROCUREMENT S ECTION CRIME SCENE M ANAGEMENT V EHICLE S TATEMENT OF W ORK Evidence Response Program Crime Scene Management Vehicles For The Laboratory Division Statement of Work 7/22/2026 -- 1 of 67 -- FEDERAL BUREAU OF INVESTIGATION FINANCE AND FACILITIES D IVISION | PROCUREMENT S ECTION CRIME SCENE M ANAGEMENT V EHICLE S TATEMENT OF W ORK 1. Scope This is a contract to provide Crime Scene Management Vehicles (CSMVs) to the Federal Bureau of Investigation (FBI), Laboratory Division (LD) for the Evidence Response Program (ERP). This is a non-personal services contract. The Government shall not exercise any supervision or control over contractor employees performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. 2. Description of Services/Introduction The mission of the Laboratory Division’s Evidence Response Team Unit (ERTU) is to provide traditional and hazardous evidence collection capabilities to the FBI field Evidence Response Program (ERP), which is comprised of Evidence Response Teams (ERTs), Hazardous Evidence Response Teams (HERTs), Hazardous Evidence Response Component (HERC), Forensic Canine Consultation (FCC) & Underwater Evidence Response Teams (USERTs), by providing forensic training, resources and expertise in support of the FBI’s investigative priorities. In addition, ERTU is comprised of full-time members who are responsible for providing forensic investigative assistance to the field. ERTU routinely responds to major crime scenes and participates in required field training exercises. ERTU is on call 24/7 for deployments in support of Granite Shadow, Domestic Emergency Support Team (DEST) and the Foreign Emergency Support Team (FEST). ERTU also deploys as part of the Rapid Deployment Team (RDT) and Laboratory Shooting Reconstruction Deployment Team (LSRT). Each of the fifty-six (56) FBI field offices has an ERP that serves a constant state of readiness to deploy in support of FBI priority investigation both CONUS and OCONUS. Because of the rapid deployment nature of the ERP, the teams must be equipped to operate in a various range of environments, temperatures, and weather conditions. ERP team operations can last from several hours up to several months. To assist the ERP teams in effectively conducting crime scene operations ERTU supplies each team with various pieces of equipment to complete their mission; some examples of the supplied equipment are vehicles, Alternate Light Sources, Total Stations, Light Ranging and Detection (LiDAR) Scanners and Small Unmanned Aerial Systems (sUAS). One of the primary pieces of equipment the ERP teams use to accomplish this mission is the CSMV. -- 2 of 67 -- FEDERAL BUREAU OF INVESTIGATION FINANCE AND FACILITIES D IVISION | PROCUREMENT S ECTION CRIME SCENE M ANAGEMENT V EHICLE S TATEMENT OF W ORK Due to the unique environments that the ERP teams operate in, the situations and challenges that they face are constantly changing. The CSMV’s are specialty vehicles that are designed and equipped to assist the ERP teams in these dynamic environments. Each CSMV must be equipped to serve as an evidence transport vehicle, a communications platform, evidence processing location, a crime scene command & control center and assist in ERP personal safety & security. ERP teams routinely operate in all sorts of environments from the very dense urban city centers to remote locations that can require hours to reach. Each ERP team has a focus on which type of environment they primarily operate in. To better meet the ERP team’s needs, this contract requires two different CSMV variants. The first variant referred to as the Small Crime Scene Management Vehicle (SCSMV) would be based around a high-top van chassis like the Dodge Sprinter with vehicle length of not less than 270 inches and a gross vehicle weight not less than 10,999 lbs. The second variant referred to as the Large Crime Scene Management Vehicle (LCSMV) would be based on a medium duty truck chassis with a vehicle length of not less than 312” inches and a gross vehicle weight of not less than 19,000 lbs. Four ERP teams are assigned duties as part of the RDT. As a part of the RDT program those RDT’s stand ready to provide ERP services and expertise OCONUS. To achieve the RDT mission, those ERP’s must be able to deploy with all needed supplies and equipment all around the globe on short notice. To meet this stage of readiness, vehicles assigned to these ERP teams must be Air-Transport approved by the US Air Force on C-5 Galaxy aircraft. Each of the LCSMV’s, when delivered to the four RDT locations, must have modifications to ensure they meet the air-transport requirement. Each CSMV variant will include a custom fabricated interior and include exterior modifications to meet the needs of the ERP as described in the requirements section of this document. ERTU is seeking to procure ten (10) vehicles in FY26. The vendor must be able to supply a minimum of 10 CSMVs, with delivery of each vehicle to the ERP team no more than 18 months after the award. The type of CSMV and delivery location are listed below.
