1 Malmstrom Air Force Base (MAFB) 341 Communication Squadron (341 CS) Cable/Infrastructure Requirements PERFORMANCE WORK STATEMENT (PWS) 19 August 2026 -- 1 of 16 -- 2 1.0 DESCRIPTION OF SERVICES 1.1 Project Location. This project is located within the Malmstrom Air Force Base. Work areas include Office space, auditoriums, hard/soft ceilings, comm closets, and mechanical rooms. 1.1 Contractor-Furnished Equipment/Vehicles. The contractor shall provide and keep all equipment and vehicles necessary to meet this contract requirements. Maintenance and repair of contractor vehicles or their privately owned vehicles shall not be accomplished on site. Contractor vehicles shall have the company name prominently displayed on both sides of the vehicle and be maintained to present a neat, professional appearance. Contractor vehicles shall be used solely for the intended purpose of performing services in this performance work statement during normal hours of operation. All equipment used in the performance of this contract shall be in good operable condition and carry a U/L (Underwriters Laboratory) listing. Any equipment found to be unsafe and unable to function as designed shall not be used in the performance of this contract. The Contracting Officer (CO) or Contracting Officer Representative (COR) may inspect the contractor’s equipment and vehicles at any time and direct the removal of any unsafe or unusable equipment or vehicle from the installation. 1.2 Scope of Work The contractor shall provide personnel/labor according to the pricing sheet structure requested in the final contract. The contractor shall provide management and administrative support to their employees under this contract. Work under this PWS will support the mission of 341 Missile Wing at Malmstrom Air Force Base (main base only) by providing Outside and Inside Plant (ISP) cable installation, surveys, and maintenance. Work is limited to main base facilities only and does not include remote or missile field sites. The Contractor shall perform this service in accordance with (IAW) the Original Equipment Manufacturers’ (OEM) technical manuals and specifications, Department of Defense (DoD) and US Air Force (AF) policy and regulations, applicable federal, state, and local laws and regulations and industry standards, provided by 341CS at contractor’s request. Equipment installed, i.e., rack, cabinet, cable tray, etc., will be quoted/furnished by contractor but paid for by Government organization requesting the task order. 1.2.1 Design/Engineer solutions as necessary for deliverables identified • Ensure the proposed solutions to Government request meet the requirements identified by the government. • Ensure solutions comply with published standards identified in this document/contract. -- 2 of 16 -- 3 1.2.2 Provide/Install Category 6 wiring from the nearest Communication Closet to the location identified • Route the installed cable using industry standard for proper cable management. • Terminate the installed cable in the existing rack patch panel or provide and install a new patch panel to accommodate the new requirement. • Install the appropriate wall jack(s) and hardware and terminate the installed cable. • CAT6 Cable rating (e.g., plenum, riser) and conduit requirements will be determined per project IAW BICSI standards. 1.2.3 Provide/Install multimode fiber optic cable from the nearest Communication Closet to the location identified • Route the installed cable using industry standard for proper cable management. • Terminate the installed cable in the existing rack patch panel or provide and install a new patch panel to accommodate the new requirement. • Install the appropriate wall jack(s) and hardware and terminate the installed cable. • Fiber specifics (e.g., strand count, connector type, armored) are determined per project; however, minimum fiber optic requirements are OM2 or better, with Single- Mode Fiber (SMFO) for outside plant and Multi-Mode Fiber (MMFO) for ISP. 1.2.4 Perform testing of all newly installed cable/equipment • Perform end-to-end testing according to industry standards. • Provide testing results to the 341CS/SCXP POC, Shannon Witt 406-731-2835. • POC will confirm results with Infrastructure PWC. • Tier I (OLTS) testing is the standard requirement. Tier II (OTDR) testing may be required and will be identified per project. 1.2.5 Provide/Install new racks/cabinets • Installation may consist of floor mount 2 post racks, floor mount enclosed cabinets, or wall mount enclosed cabinets. • Ensure racks are secured and proper grounding/bonding provided for all associated hardware including cable management. • Racks, vertical/horizontal managers, and bonding bars are furnished by the contractor as needed per project. 1.2.6 Install fiber optic distribution panel • Terminate associated fiber within the panel. • Ensure is secured and proper grounding/bonding provided for all associated hardware including cable management. -- 3 of 16 -- 4 1.2.7 Perform site survey to verify path availability/suitability for proposed outside plant fiber expansion projects • Identify unused fiber, if available, and mark as reserved for future projects per direction of 341CS/SCOW. • If new fiber is to be installed, verify availability of duct space and or innerduct space. • Verify path availability (rodding current duct/innerduct) to ensure additional cable can be installed in existing Manhole/Duct System. • Verify availability of Fiber Optic Distribution Panel space to terminate the new fiber. • If required, verify patch panel capacity for installation of new cable. • Site surveys are accounted for as distinct, separately priced items on the pre-priced pricing sheet to guarantee compensation in the event a task is not accepted. 1.2.8 Provide/Install cable management hardware • Ensure all installed cable management hardware (cable ladders, cable trays, rack hardware, mounting hardware, etc.) complies with bonding/grounding industry stan…
