Repair of CCTV Fiber Connection

STATEMENT OF WORK (SOW) FOR REPAIR OF CCTV FIBER CONNECTION 1.0 Description of Services The contractor shall provide all labor, materials, equipment, and management to repair the CCTV fiber connection between Building 1308 (Security Office) and Building 1302 (CCTV Camera System) at Langley Air Force Base (LAFB). The goal of this project is to restore the functionality of the CCTV feed, and involves troubleshooting the current fiber connection, and if necessary, installing new fiber infrastructure to ensure the reliable transmission of CCTV data between the two buildings. 2.0 Scope of Work The contractor shall repair the fiber optic connection between Building 1308 and Building 1302 to directly support the 497th Intelligence, Surveillance, and Reconnaissance Group (ISRG) and the 24/7 mission operations of Distributed Ground System-1 (DGS-1), providing a comprehensive inspection, clearing of debris, and operational verification of the CCTV. The desired outcome of this effort is to guarantee the continuous, uninterrupted operational readiness of the facility's CCTV systems. The magnitude of this requirement encompasses the day-to-day use of the CCTV by all security personnel on duty in the multi-story facility. To meet the required standard of quality, the contractor must ensure high-reliability maintenance that prevents hardware-related security breaches, minimizes downtime, and allows for safe, rapid access and departure. The scope of work includes the following: 2.1 Fiber Installation: 2.1.1 If required, the contractor will furnish and install (1) 12-strand single-mode armored fiber from the telecommunications room (TR) just outside the main entrance of Building 1308 to the Security Office Telecom Cabinet in Building 1302 using the existing pathways. 2.1.2 The contractor will terminate both ends of the fiber with LC SM (single mode) connections and land them in existing/new rack mount fiber enclosures. 2.2 Testing & Certification: 2.2.1 Upon installation, the contractor will test and certify the new fiber, ensuring its functionality, and will provide test reports that meet TIA/EIA Standards to confirm successful installation. 2.3 Fiber Patch Cable Installation: 2.3.1. The contractor will install a fiber patch cable to the existing CCTV switch. Programming of the CCTV system, if required, is the responsibility of the End User or the CCTV installer. 2.4 Performance Requirements 2.4.1 The contractor will ensure the fiber system is tested and operational, providing all necessary documentation for performance verification. 2.4.2 The contractor shall clear the work area of any tools or materials post-maintenance, ensuring the workspace is as it was before starting the work. 2.4.3 The installation of fiber will follow established industry standards for network cabling and fiber optic systems. 2.5 Timeline 2.5.1 Start Date: Upon contract award with coordination with Government representative. 2.5.2 Completion Date: The work must be completed within 10 business days from the start date, to -- 1 of 2 -- STATEMENT OF WORK (SOW) FOR REPAIR OF CCTV FIBER CONNECTION include troubleshooting findings and any required new fiber installation. Test report must be provided within 5 business days after completion date. 3.0 Coordination 3.1 The contractor must coordinate all on-site activities, including scheduling and access, through the Project Manager and Chief of Security Mr. Keith Johnson or COR. 3.2 Contractor personnel will be escorted at all times by Government representatives while inside the facility. 4.0 General Information 4.1 Hours of Operation: Normal hours of operation are 0800 to 1700 Eastern Standard Time (EST), Monday – Friday, excluding federal holidays. If the contractor wishes to perform services outside of these hours, they must coordinate with the Contracting Officer Representative (COR) and Contracting Officer (CO) no later than one week prior. 4.2 Place of Performance: The work shall be performed at 586 Weyland Rd, JBLE Langley Air Force Base, VA 23665. 4.3 Business Relations: The Contractor shall successfully integrate and coordinate all activity needed to execute this requirement. The Contractor shall manage the timeliness, completeness, and quality of problem identification. The Contractor shall promptly identify issues to the Government and take timely corrective action. The Contractor shall seek to ensure mission partner satisfaction and professional and ethical behavior of all contractor personnel. 4.4 Safety: The Contractor and any of its subcontractors (if applicable) shall promptly report pertinent facts regarding mishaps involving Government property damage or injury to Government/Contractor personnel that takes place on an installation. The Contractor shall notify the cognizant Contracting Officer within 24 hours of all mishaps or incidents. The Contracting Officer will in-turn notify the Safety Office. The Contractor shall cooperate in any resulting safety investigation. 4.5 Contract Management & Administration 4.6 Contract Management: The Contractor shall establish clear organizational lines of authority and responsibility to ensure effective management of resources assigned to the requirement. The Contractor must maintain continuity between the mission partner and the contractor’s corporate offices. 4.7 Contract Administration: The Contractor shall establish processes and assign appropriate resources to effectively administer the contract. The Contractor shall respond to the Governments requests for contractual actions in a timely fashion. The Contractor shall have a single point of contact between the Government and contractor personnel assigned to support the contract. The Contractor shall assign resources in order to maintain proper and accurate records related to this contract. 4.8 Subcontract Management: If applicable, the Contractor shall be responsible for any subcontractor and any subcontractor management necessary to integrated work executed under this …
