STATEMENT OF WORK (SOW) NATIONAL OCEANIC AND ATMOSPHERIC ADMINISTRATION (NOAA) Backup Generator and Transfer Switch Recommissioning and Service Narragansett, RI Facility 1.0 GENERAL 1.1 BACKGROUND The current generator and automatic transfer switch are from 2004 and in need of a factory recommissioning to meet original equipment manufacturer (OEM) specifications. The factory recommission is a cost-effective measure to increase equipment lifespan rather than an expensive replacement project. Narragansett, RI deals with frequent power outages due to high winds, brown outs, and storms and relies on the generator to supply power to the campus. Without emergency generator protection the lab is in violation of National Fire Protection Association NFPA 110 - Standard for emergency and standby power systems. 1.2 SCOPE This project involves factory recommissioning (1) Cummins DFAC-5569711 250KW Diesel Generator and (1) Cummins BTPCD-5569631 Automatic Transfer Switch. The project also involves a major preventative maintenance, load bank testing, generator starter condition test, and fuel condition test. 1.3 OBJECTIVE When Completed Testing will be done to ensure that the backup power systems seamlessly start and take the full load of the facility as intended by manufacturer and original installation. With service done to these systems the facility will be able to rely on backup generators for power during the upcoming years, and the service life of these systems will be extended. Without this work being accomplished power failure will endanger years of scientific research and samples.Without emergency generator protection the lab is in violation of National Fire Protection Association NFPA 110 - Standard for emergency and standby power systems. 1.4 APPLICABLE DOCUMENTS 1.4.1 Compliance Documents The following documents provide specifications, standards, or guidelines that must be complied with in order to meet the requirements of this contract. 1.4.2 Reference Documents Reference documents are attached for the Cummins Diesel Generator DFAC-5569711 as well as the Cummins Automatic Transfer Switch BTPCD-5569631. 2.0 SPECIFIC REQUIREMENTS/TASKS 2.1 TASK ONE - Major Preventative Maintenance - (1) Cummins Diesel Generator DFAC- 5569711 & (1) Cummins Automatic Transfer Switch BTPCD-5569631 2.1.1 The contractor shall perform major preventative maintenance on the diesel generator in accordance with manufacturer's specifications, recommendations, and industry standards. 2.1.2 The contractor shall perform major preventative maintenance on the automatic transfer switch in accordance with manufacturer's specifications, recommendations, and industry standards. 2.1.3 The contractor shall safely dispose of all waste produced to include oil. The Contractor shall provide their own waste disposal containers. The use of Government-owned dumpsters or refuse receptacles is strictly prohibited. 2.2 TASK TWO - Factory Recommission (1) Cummins Diesel Generator DFAC-5569711 -- 1 of 9 -- Page 2 of 9 2.2.1 The contractor shall factory recommission Cummins Diesel Generator DFAC-5569711 in accordance with manufacturer's specifications. 2.2.2 The contractor shall provide a report to the COR to include test results, recommended repairs, and recommended repairs. 2.3 TASK THREE - Factory Recommission (1) Cummins Automatic Transfer Switch BTPCD-5569631 2.3.1 The contractor shall factory recommission Cummins Automatic Transfer Switch BTPCD-5569631 in accordance with manufacturer's specifications. 2.3.2 The contractor shall provide a report to the COR to include test results, recommended repairs, and recommended repairs. 2.4 TASK FOUR -Test functionality of the recommissioned Generator and Automatic Transfer switch. 2.4.1 - Load Bank Test 1. The contractor shall perform a load bank test per manufacturer's specifications and recommendations. 2. The contractor shall provide a report to the COR to include test results, recommended repairs, and recommended repairs. 2.4.2 - Starter Condition Test 1. The contractor shall perform a starter condition test per manufacturer's specifications and recommendations. 2. The contractor shall provide a report to the COR to include test results, recommended repairs, and recommended repairs. 2.4.3 - Fuel Condition Test 1. The contractor shall test the condition of the fuel supplying the generator for any impurities. 2. The contractor shall provide a report to the COR to include test results and recommended repairs. 2.5 - FINAL ACCEPTANCE AND INSPECTIONS 1. Inspection of work to be performed by the NEFSC Facilities Operations Manager - COR. Any corrective action required because of the inspection will be accomplished prior to final billing. 2. The Contractor may be notified of deficiencies in performance in writing by the COR. Oral deficiency notifications will be confirmed in writing. The Contractor shall take prompt corrective action upon notice of deficiency. 3. The Contractor shall advise the Government when all work is completed. The Government will not accept the work until it determines that all work has been satisfactorily completed within the terms of the contract. 2.6.1 - OPTIONAL ITEM - up to 30 Day Generator Rental The contractor shall provide pricing for up to 30-day generator rental installation as an optional contract line item. 2.6.2 OPTIONAL ITEM - Unexpected Repairs - LABOR - Set LABOR rate per hour for unexpected repairs. Contractor shall provide pricing for set labor rates for optional line item. 2.6.3 OPTIONAL ITEM - Unexpected Repairs - MATERIALS - Set markup % over published list prices for parts and materials required for unexpected repairs.
